President John Dramani Mahama has appointed Dr. Victor Bampoe as the new Chief Executive Officer (CEO) of the National Health Insurance Authority (NHIA). He takes over from Dr. Da-Costa Aboagye, who returns to the Ghana Health Service.
Dr. Bampoe engaged with the top management at the Head Office and regional heads to get acquainted with his new role and to have a deeper understanding of the National Health Insurance Scheme operations (NHIS).
Dr. Bampoe expressed gratitude to President Mahama for his appointment and hinted at his enthusiasm to work with the dedicated staff of NHIA to achieve the President’s vision of universal health coverage for all.
He said the maiden meeting should be characterized by a high sense of responsibility to improve the Scheme’s active membership and Universal Health Coverage overall.
“Together with the Health Minister, let’s work hard towards achieving Universal Health Coverage by providing free and affordable primary healthcare to all Ghanaians to achieve the vision of the President, for free primary health care and the Ghana Medical Care Trust Fund, otherwise known as ‘Mahama Cares’.
According to him, his administration will ensure that earmarked funding for the NHIS will be used for the intended purpose.
On his part, the immediate past Chief Executive, Dr. Da-Costa Aboagye, entreated the top management and all staff to support his successor to deliver his mandate.
“Give him the same support and weight you gave me for the past eight months I have succeeded making tremendous changes in the NHIS which will be fondly remembered,” Dr. Aboagye said.
The Directors pledged their readiness to help Dr. Bampoe to sustain the NHIA’s enviable accolade as Ghana’s most visible and results-oriented public sector institution, championing the Universal Health Coverage (UHC) agenda.
Dr. Bampoe was born in 1968. He had his secondary school education, both GCE Ordinary and Advanced Level certificates in Achimota School from 1979 to 1986. He proceeded to the University of Ghana Medical School where he graduated with a bachelor of medicine and surgery in 1993 and became a trained medical doctor.
Afterwards, he completed post-graduate study for a Master of Public Health at the Johns Hopkins School of Hygiene and Public Health of Johns Hopkins University in Baltimore, Maryland, US, in 1999.
Dr. Bampoe previously served as the Deputy Minister of Health from 2014 to 2017 during President John Dramani Mahama’s first tenure. He also served as the Senior Fund Portfolio Manager at the Global Fund based in Geneva, Switzerland, which is meant for fighting AIDS, Tuberculosis, and Malaria, and was recently appointed as the UNAIDS Kenya Country Director and UNAIDS Representative to UNEP and UN-Habitat.
