Addressing Parliament on Thursday, the former Minister for Works and Housing stressed the importance of a thorough investigation to uncover the root causes of these disturbances.

He noted that such an inquiry would be critical to preventing similar incidents in future elections, particularly as Ghana prepares for the 2028 polls.

“Mr. Speaker, in addition to the leaders’ call to send a resolution to the executive branch, my prayer is that this resolution includes a request for a proper public inquiry into the conditions under which law and order broke down at numerous collation centres,” he stated.

Oppong Nkrumah emphasized that individuals responsible for inciting violence or undermining the electoral process must be held accountable.

He added that a public inquiry would not only shed light on what transpired but also serve as a deterrent to future misconduct.

He also called for enhanced security measures to protect public institutions, election officials, and officers on duty during electoral processes.

He stated that the President and the Election Security Taskforce must urgently enforce law and order.

“To President Mahama, we call on you to take immediate steps to call your party’s thugs to order. You cannot pretend to be unaware of the lawlessness and violence in this country. We also call on the Ghana Police Service, the IGP, and the Election Security Taskforce to rise to the occasion and enforce law and order without hesitation,” he stated.

Citing the chaos that has delayed the collation of the Ablekuma North constituency parliamentary election, Mr. Shaib called for swift action to ensure that the Electoral Commission (EC) works without interference.

“The EC officials and all the stakeholders in this electoral process must be protected. They are Ghanaians just like us.”

“We hereby serve notice that should the President, who is the Commander-in-Chief, fail to take steps to protect ordinary citizens, we, the Minority Caucus, shall protest through lawful means and withdraw our cooperation in Parliament,” he added.

Speaking at the West Akyem Division’s annual four-day rally in Akyem Asene in the Eastern Region, Colonel Appeateng described the behavior as unacceptable and unjustified, warning that it poses serious consequences for the country and its future leaders.

“These actions are inexcusable simply because your party is in power. Remember, you are the future leaders of this country. Destroying state properties today will have consequences for you tomorrow,” he cautioned.

He urged Ghanaians, especially the youth, to uphold the rule of law and refrain from actions that undermine national development. He reminded them that regardless of political transitions, Ghana is one nation, and destructive behaviors only harm the collective good.

Major Stephen Adu Gyan, the West Akyem Divisional Commander of the Salvation Army, echoed these sentiments, advising the youth to follow the teachings of God and shun destructive actions that bring no positive value to their lives.

Both leaders called for peace, unity, and respect for the rule of law to safeguard Ghana’s future.

Addressing the nation on December 24 while delivering his final Christmas message, President Akufo-Addo stressed that the peace of the nation is sacred and must never be compromised for political ambition.

He added that the Rule of Law will always prevail, regardless of any challenges.

“Let us never forget, the seeking power is not a call to arms, but rather a call to service those who might contemplate using violence to achieve their aims. Know this. Our nation’s peace is sacred, and it will not be sacrificed on the altar of ambition. The Rule of Law will prevail no matter what.

“I urge the security services to take a firm stance against any actions that threaten the stability and harmony of our land,” he said.

His comments follow increased tensions and disputes over election results in certain areas of the country. Reports have emerged of post-election unrest, including incidents of vandalism directed at public property and Electoral Commission offices.

President Akufo-Addo condemned the unwarranted acts of violence that have marred an otherwise commendable democratic process.

He emphasised that peace is not merely the absence of conflict, but the ability to handle conflict through peaceful means.

“Let us ensure that every election deepens our democracy and fortifies our unit as the saying goes, peace is not the absence of conflict, but the ability to handle conflict by peaceful means. Let us embrace this wisdom as a guiding principle in our journey forward,” he added.

However, he has called on the leadership to review its operational strategies to avoid the recurrence of post-election violence.

President Akufo-Addo has advocated for the implementation of swift mechanisms to deal with such incidents.

The President was speaking at the Presbyterian Church of Ghana’s Bicentennial Anniversary launch at the Osu Castle on Sunday, December 22, 2024.

President Akufo-Addo expressed concern that post-election violence does not augur well for the image of Ghana’s democracy.

“I commended the security service, especially the Police for the effective monitoring of the elections which ensured a peaceful nature.

“But I would like to ask the leadership of the police to review its practices that allow post-electoral violence to linger for too long before it’s brought under control,” he stated.

President Akufo-Addo further emphasised the need for a collective effort to protect the nation’s hard-won peace and democratic stability.

The 2024 election despite been generally peaceful was marred by vandalism, looting and attacks on several state institutions.

The incidents were allegedly linked to supporters of the National Democratic Congress (NDC) who claimed to be protecting state assets as the government to be sworn in on January 7, 2025.

Over 100 people were arrested in connection with the incidents and arraigned in court.

The accused are set to reappear in court on December 19, 2024.

The suspects, identified as Yabuku Abdul Malik, 20, a welder; Mohammed Yakubu, 25, a mechanic; Ibrahim Seidu, 23, a mechanic; Zaid Abubakari, 30, a porter; Seidu Mufaz, 20, a welder; Abubakar Hafiz, 30, a welder; Imoro Suleimana, 29, a scrap dealer; Abdul Aziz Alhassan, 30, a painter; and Iddrisu Issah, 51, a mechanic, were arrested by the Northern Regional Counter-Terrorism Unit at Zogbeli, where the vehicle was undergoing repairs.

According to police reports, the suspects allegedly invaded the repair site, claiming the vehicle belonged to the government.

They argued that if the government changed, the grader should be seized.

During the arrest, the police recovered five gas cylinders with pipes, two hammers, a chisel, and other mechanical tools from the suspects.

Authorities have confirmed that investigations are ongoing, and efforts are being made to apprehend more suspects involved in the incident.

Three Remanded for Looting Cotton Company Limited

In a related case, the same court also remanded three individuals for looting furniture belonging to Cotton Company Limited.

Widespread Looting of State Properties

Since the change of government, the Northern Region has seen a series of incidents involving the seizure and looting of state properties by irate youth.

District assemblies, warehouses, the veterinary department, agricultural department warehouses, and government officials’ residences are among the affected institutions.

President-elect John Mahama and other stakeholders have appealed for calm, urging citizens to respect the rule of law.

However, the unrest continues, with youth groups yet to adhere to these calls.

In a statement dated December 12, 2024, the Police outlined the current state of security in the country.

“The Police wish to inform the public that the 123 persons so far arrested are being taken through the due process of the law,” the statement read.

The Ghana Police Service, collaborating with various security agencies through the National Election Security Taskforce, is working diligently to maintain peace.

“The Ghana Police Service, in collaboration with other security agencies under the National Election Security Taskforce, continues to provide security to ensure that Ghana remains at peace with itself,” they affirmed.

“Over the past 24 hours, there has not been any major security incident across the country. We urge the public to continue to go about their normal socio-economic activities as the Police continue to implement stringent security measures to ensure their safety and protect their properties,” the Police stated.

Legal actions have been initiated out of the 123 arrests: “Out of the total number of suspects arrested, 49 have been processed for court, with 16 granted court bail, while 33 have been remanded into Police and Prisons custody to reappear on later dates.”

Additionally, the statement detailed, “Additionally, 70 suspects have been granted Police Inquiry Bail in compliance with the constitutional requirement to process suspects for court within 48 hours.”

Four more suspects arrested within the last 24 hours are currently in custody, with the Police indicating, “Four (4) other suspects who were arrested within the last 24 hours are currently in Police custody and will be put before the court tomorrow.”

The Police are coordinating with the Office of the Attorney General to handle these cases appropriately.

The statement also addressed rumours concerning the safety of the Efutu National Democratic Congress (NDC) Constituency 2nd Vice-Chairman, Mr Abraham Ato Anan.

“With regards to the incident involving the whereabouts of the Efutu National Democratic Congress (NDC) Constituency 2nd Vice-Chairman, Mr Abraham Ato Anan, we wish to state that the chairman is in good health and with his family and in contact with the Police. We, therefore, urge the public to disregard the misinformation and disinformation regarding his whereabouts.”

Concluding, the Police reaffirmed their commitment to maintaining peace and security, “Once again, we want to assure the public that the Police remain committed to ensuring peace, security, law and order in the country.”

She stated that despite the situation and the extreme provocation, Police officers have not resorted to the use of firearms.

“We want to use this opportunity to caution those perpetrating these acts. So far, no firearms have been used, but they should not push it.

“Our officers are ready to respond appropriately, according to the law, to ensure that the peace of this country is not taken for granted,” she warned.

ACP Ansah-Akrofi gave the warning while addressing the media on ongoing efforts to manage post-election tensions.

She outlined several incidents of unrest, including crowd formations in Cantonments, Accra, and an attack at the Ghana Gas facility that left a military officer injured.

Other disturbances included masked individuals demanding jobs at the Ghana Petroleum Authority and the Passport Office.

Similar unrest was reported at the Engineers Centre in Asuboi, Ayensuano (Eastern Region), the Ghana Ports and Harbours Authority in Tema, and Wenchi in the Bono Region, where a group attempted to storm a police station to free detainees.

ACP Ansah-Akrofi announced the arrest of 10 additional suspects, bringing the total number of individuals in custody to 107.

All suspects are being processed in accordance with the law.

She reiterated the security agencies’ commitment to maintaining peace and order, urging the public to cooperate with authorities to ensure the country’s stability.

Of the 16 suspects arraigned, 14 were remanded while two minors were discharged.

The violence reportedly arose from delays in announcing election results, resulting in the death of one person and extensive damage to the Electoral Commission’s office.

Angry protesters allegedly attacked the Damongo Municipal Collation Centre, setting the EC office ablaze and causing significant destruction.

Due to security concerns in the region, the case was transferred to the Kumasi High Court for hearing.

The accused persons face nine charges, including unlawful damage, assault, causing harm, and obstructing electoral officers from performing their duties.

The State Attorney requested a deferral of pleas to allow additional time for investigations. Meanwhile, the defence counsel appealed for the release of their clients, citing the involvement of minors.

The court ordered the release of the two minors into the care of a responsible guardian, Alhaji Imoro Seidu, who was required to deposit his Ghana card with the court registrar.

Pleas are set to be taken at the next hearing on 19th December 2024.

In a strongly worded statement, lawyer Adofo condemned the recent spate of incidents in which properties, including state buildings and valuable resources, have been destroyed or looted.

Despite the peaceful conduct of the 2024 election, several incidents of vandalism have been recorded in parts of the country.

They include the burning of the Ayensuano Electoral Commission (EC) office, attacks on the NADMO office, and the looting of state-owned goods such as fertilizer, rice from a warehouse, and Ghana Gas facilities.

There are claims that these actions are being carried out by supporters of the National Democratic Congress (NDC).

Amidst the wide condemnation, the New Patriotic Party(NPP) at a press conference on Wednesday accused the NDC leadership of organising, fuelling and bussing these supporters to perpetuate the crimes.

Speaking to Adom News, lawyer Adofo expressed his outrage at the ongoing destruction and emphasized that such behaviour cannot be tolerated.

“The police must wake up and arrest all these criminals destroying state properties. What we are witnessing is criminal activity, and it is unacceptable. I cannot understand why the police have not acted decisively to prevent and stop these actions,” he fumed.

He also raised concerns about the apparent inaction of law enforcement, saying, “It seems the police are sleeping on the job. There is no excuse for this negligence, and I wonder why this is happening. The law must be enforced, and those responsible for these crimes must face the full force of the law.”

Lawyer Adofo urged the police to take immediate action and ensure that all individuals involved in the destruction and theft of state property are arrested and prosecuted.

“This behaviour undermines the rule of law and puts the stability of our nation at risk. We must not allow such lawlessness to continue. The police have a duty to protect public assets, and those who engage in these criminal acts must face the law accordingly,” he said.

Meanwhile, President-elect, John Dramani Mahama has appealed for calm and restraint following reports of violence and lawlessness in certain parts of the country.

This was to address the disturbing incidents of post-election violence and unrest that have marred Ghana’s otherwise peaceful 2024 general elections.

The coalition, comprising prominent groups such as the Civic Forum Initiative (CFI), the Coalition of Domestic Election Observers (CODEO), STAR Ghana Foundation, Institute for Democratic Governance (IDEG), Ghana Center for Democratic Development (CDD-Ghana), and the Office of the National Chief Imam, expressed deep concern over the disruptions at collation centres and acts of vandalism.

“These acts of lawlessness threaten the peace and stability that are foundational to Ghana’s democracy,” the coalition emphasized in their press statement.

During the meeting, the CSOs acknowledged the efforts of security agencies in maintaining order and protecting lives during this tense period.

“We recognize the proactive measures by the Ghana Police Service and the Armed Forces to de-escalate tensions and uphold law and order,” the coalition said, while also commending the police for apprehending suspects involved in the violence.

The coalition also highlighted the swift intervention of President-elect John Dramani Mahama, who, along with the leadership of the National Democratic Congress (NDC), urged supporters to refrain from violence.

“Such appeals for peace are critical at this time,” the statement noted, extending similar praise to the Catholic Bishops’ Conference and other individuals advocating for calm.

While Ghana’s elections are internationally regarded as a model of democracy in Africa, the post-election period has, unfortunately, been tainted by unrest.

“This is consistent with previous elections,” the coalition stated, condemning the acts of vandalism and unrest and calling for an immediate halt to all such activities to preserve the integrity of the election process.

The coalition urged the security agencies to intensify efforts to restore calm and ensure accountability. “We trust the police to remain impartial, uphold the law, and protect the safety and security of all Ghanaians,” they stated.

Additionally, the CSOs appealed to all Ghanaians to respect the rule of law and embrace peace during this critical transition period.

“The peaceful transfer of power is a cornerstone of Ghana’s democracy and must be safeguarded by all of us,” the coalition said.

In closing, the coalition reaffirmed its commitment to working with all stakeholders to preserve Ghana’s democracy. “Ghana’s strength lies in our commitment to peace, the rule of law, and the peaceful transfer of power,” the statement concluded.

The delegation, comprising civil society organisations such as the Coalition of Domestic Election Observers (CODEO) and the Centre for Democratic Development (CDD), alongside representatives of religious bodies including the Chief Imam’s office and the Catholic Bishops’ Conference, met with the IGP and Police leadership to discuss post-election concerns amidst reports of isolated violence, looting, and unrest.

The delegation leader, Reverend Dr. Fred Digby, Co-Chair of CODEO, emphasised the IGP’s reassurances that the Police remain in control and are employing strategic, non-violent methods to address disturbances.

He praised the Ghana Police Service for its composed and effective presence during the elections, which ensured order and safety.

While some citizens may perceive the Police’s restrained approach as leniency, he clarified that it is a deliberate tactic to prevent escalation.

Dr. Mohamed Marzouk Abubakar Azandoro, representing the Chief Imam, commended the Police for their transparency, diplomacy, and rationality, noting that these qualities have bolstered public confidence in the service.

He urged Ghanaians to respect the rule of law and emphasised that those responsible for unlawful acts would face accountability.

Mr. Kojo Asante of CODEO and CDD highlighted the importance of adhering to constitutional processes for declaring election results.

He discouraged destructive acts such as burning pink sheets, stressing that the Electoral Commission (EC) must be allowed adequate time to complete its work without undue pressure.

Mr Asante also commended the Police for their efforts to de-escalate tensions, recognising their strategic restraint as vital to preserving peace and stability.

Reverend Father Michael Kweku, representing the Catholic Bishops’ Conference, urged citizens to verify the information before acting on it and lauded the Police for their measured response.

He called on Ghanaians to trust legal processes and allow the EC to conduct its duties without interference.

Reverend Dr. Emmanuel Ansah of the CFI reflected on civil society’s role in improving Ghana’s electoral system.

He cited the development of structured transition processes as a significant achievement, drawn from lessons of past elections.

Dr Ansah also encouraged the media to report accurately and responsibly, warning against misinformation and partisan distortions.

The delegation thanked the Inspector-General of Police, Dr George Akuffo Dampare, and the Police for their dedication to safeguarding peace.

“If this is the NDC’s version of democracy, one can only imagine the tyranny and chaos that would characterize a military regime. State institutions are the pillars of our democracy, and their independence must be safeguarded against political intimidation and violence,” she added.

Ms Nabla called on security agencies to intensify efforts to restore order and prosecute individuals involved in the unrest.

She also appealed to civil society organizations, the international community, religious bodies, academia, and the media to join in condemning the violence.

“We urge the security forces to take swift action by arresting the perpetrators of these crimes. The law must be enforced to serve as a deterrent to those who seek to destabilize our nation through violence and intimidation,” she said.

“Silence in the face of such lawlessness is tantamount to complicity. If these critical institutions fail to act, it signals acceptance of violence as a legitimate tool for political engagement—a norm that threatens the very fabric of our democracy.

“The People’s National Party remains steadfast in its commitment to peace, justice, and the rule of law. We urge all stakeholders to uphold the sanctity of our state institutions and protect the democratic values that bind us as a nation,” she added.

There have been several incidents of election-related violence, with political party supporters reported to be vandalizing and looting state property in some cases, sparking significant public concern.

Mr Basintale told Joy News that the individuals who carried out these unlawful acts were not NDC supporters, but rather disgruntled NPP foot soldiers.

“At first, many people thought that they were NDC guys who were storming these offices to cause mayhem. Yesterday [Tuesday], in the Awutu Senya West constituency, our guys had an issue with NPP thugs breaking into the Agenda 111 facility and trying to steal iron rods and other building materials. So, it took our guys to initiate a citizen’s arrest and they handed them over to the police station” he claimed.

Mr. Basintale went on to emphasize that many of those responsible for the disturbances are NPP members, adding that this group of individuals has a history of causing chaos, dating back to 2017.

“A lot of people who are seen in town causing havoc are largely members of the New Patriotic Party. They are the same guys they used in 2017 to beat judges and destroy properties and all of that. Many of their grassroots members didn’t get anything, so now it’s time for them to ransack the offices of their superiors and also get something before they finally exit office on January 7,” he asserted.

Mr Basintale urged the public to remain calm as investigations into the incidents continue, assuring that no one will go unpunished.

The Ghana Police Service has announced that it has so far arrested 106 people who are being investigated for their role in these disturbances.

The NPP General Secretary, Justin Frimpong Kodua made the call at a press conference in Accra on Wednesday.

Mr Kodua expressed worry over the increasing reports of post-election violence and hooliganism by some supporters of the NDC nationwide.

He bemoaned the actions did not augur well for Ghana’s democratic and must not be allowed to fester on.

“We are equally calling on the National Peace Council, National House of Chiefs, Christian Council of Ghana, Catholic Bishops Conference, National Chief Imam, organised labor, civil society organisations, the diplomatic community, to as a matter of agency, and for the sake of our cherish and enviable record as a country that has for over 32 years practised multi-party democracy, to come out and condemn the lawlessness from the NDC.

“And we call on the president-elect Mr. John Dramani Mahama to call his people to order and also allow the Electoral Commission to do his job,” he stated.

Mr. Kodua also alleged attacks on the homes of its MPs and Parliamentary Candidates and caused disturbances in some areas following the NDC’s victory in the general elections.

He has therefore called on the Inspector General of Police (IGP) Dr George Akuffo Dampare to intervene and ensure that law and order are maintained in the affected areas.

He said it is time to cease the unlawful actions as the country prepares for the transition, emphasizing that it must be done peacefully.

“In the interest of peace, members of the NDC must desist from such actions to ensure a peaceful transition. Let’s prioritize Ghana ahead of personal or partisan interests,” he told Myjoyonline.com

Mr Ahiagbah added that, although state security can address the situation, there is a need for collaboration between the president-elect, John Mahama, and the outgoing president, Nana Akufo-Addo.

“State security can deal with the situation, but without the cooperation of the NDC, it may appear to some that the NPP government is bitter about the loss and is taking it out on jubilant NDC members,” he said.

He also called on the NDC and Mr Mahama to take a leadership role by urging their supporters to end the violence, stating, “Dealing with the rather needless post-election violence, including burning of assets, the lawless takeover of state institutions, and harassment by NDC enthusiasts, requires that the NDC and President-Elect John Dramani Mahama show leadership, even though H.E. Nana Addo Dankwa Akufo-Addo remains the Commander-in-Chief.”

He added, “This is because, while the security forces could deal with the violent, unlawful conduct of the NDC followers, it is a political act that could be de-escalated simply with the intervention of the NDC.”

The leadership of the NDC earlier warned their supporters to desist from the violence, stating that it is unlawful. The General Secretary of the party, Fifi Fiavi Kwetey, sent a strong warning to those involved, urging them to stop or face consequences without intervention from the NDC.

For Richard Ahiagbah, Mr Mahama and Mr Kwetey’s calls for caution were commendable. “I commend the President-Elect, H.E. John Dramani Mahama, and the General Secretary of the NDC for intervening,” he said.

Meanwhile, some members of the NDC are denying the involvement of their supporters in the violence.

Dr Omane Boamah, the Director of Elections and IT for the NDC in the 2024 elections disagreed that NDC supporters were responsible for all of the incidents.

He argued that some of the actions were carried out by individuals deliberately attempting to get at the NDC due to its victory.

The commission’s headquarters is one of several state institutions that came under attack on Tuesday, December 11, leaving staff traumatized.

A staff member of the commission, who spoke to Joy News on condition of anonymity, said that the thugs who attacked the commission were dressed in National Democratic Congress (NDC) shirts.

According to the person, the irate youth invaded some of their offices.

“Yesterday [Tuesday], a group of people dressed in NDC shirts, in two Land Cruisers and with people on motorbikes chanting and singing, came to the office. They drove through the police barrier coming from the Maritime Authority section of the road, drove straight into our compound, and went into our underground storage where we keep some items. They got out of the cars and went into our reception area.”

The staff member added that the thugs attempted to disturb the EC’s security personnel who were on post, but upon realizing that the security personnel were armed, they withdrew. “We were actually happy that we had security, police officers, on our compound.”

The situation has since created fear and panic among the commission’s staff, leading many of them to refuse to report to work. As a result, the final collation of the nine disputed constituencies has been affected, and the final administrative work required to conclude the collation and gazette the election results is on hold.

The staff member disclosed, “As I speak to you today, many of us have decided not to go to work because some of us are still receiving the parliamentary results from areas where the results are being disputed. We have to complete these tasks before gazetting the parliamentary results. As for me, I have decided not to go because I don’t know what will happen next.”

The reason behind the thugs’ attempt to invade the facility remains unknown. The staff member said that although the aggressive group checked the vehicles belonging to the commission, they did not loot anything or harm anyone.

Following Saturday’s polls, some parts of the country continue to experience post-election violence. The irate groups are alleged to be supporters of the National Democratic Congress (NDC), who are the winners of the election.

For the past three days, some state institutions, including the Forestry Commission in Sunyani, the National Disaster Management Organisation (NADMO), in Accra, EC offices in some districts, and the Metro Mass Transport yard at Kaneshie, have been invaded by thugs.

Some persons have also looted state assets such as computers, farming inputs, and other items.

Meanwhile, the Ghana Police Service has arrested 106 perpetrators who are connected to the violence across the nation.

This follows reports of destruction, looting, and violence linked to the presidential and parliamentary elections, allegedly carried out by some supporters of political parties.

Speaking on JoyNews’ PM Express, Mr Mohammed said the Inspector General of Police (IGP), Dr George Akuffo Dampare, is neglecting his duties as the head of the police force after the elections.

“We all see what is happening, the IGP is sleeping on the job. If it were before the elections, you would have seen the IGP moving here with cameras, moving here and there, and all that. In the aftermath of the election, the IGP has gone back to sleep,” he alleged.

He further emphasized that while the president chairs the National Security Council, it is the responsibility of the IGP to ensure that peace and order are maintained both during and after elections.

“The IGP is to report, the IGP is in charge, the IGP is the head of the National Security Task Force,” he said.

Mr Mohammed also condemned the unlawful actions of the alleged supporters destroying state property. He revealed that the national executives of the National Democratic Congress (NDC) had been contacted to call their supporters to order to prevent further repercussions.

“We had to call some of the national officers of the NDC to call their people to order before the General Secretary could issue a statement. We had to call them because the NDC will never be in power forever. Imagine they had called on our people, our youth, to come out and defend and retaliate, imagine the chaos,” he noted.

Meanwhile, the Ghana Police Service has apprehended 106 suspects linked to the recent violent attacks on state property.
