This follows a request made by the Minority Leader and Member of Parliament for Efutu, Alexander Afenyo-Markin, who raised concerns about recent outbreaks of cholera and cerebrospinal meningitis (CSM) in several regions of Ghana.

In response, First Deputy Speaker Bernard Ahiafor formally summoned Mr. Akandoh to brief the House on the situation and the government’s efforts to control the spread of the diseases.

Afenyo-Markin, whose constituency has been identified as one of the hotspots for these outbreaks, has expressed concerns about the effectiveness of measures in place to contain the spread and safeguard affected communities.

Expressing worry over the great distress the disease has caused, Afenyo-Markin called for urgent action by the Health Minister to address the situation.

“Mr. Speaker, currently, we have affected persons receiving treatment at the Winneba Municipal Hospital, the Winneba Health Center, and the UEW Clinic. These facilities are overstretched,” he added.

According to him, the Municipal Health Director says the local health system is in dire need of funding for operations, including fuel, sanitation efforts, procurement of urgent medical supplies and treatment kits, and logistical support for public education and awareness campaigns.

“The Municipal Assembly has no funds to support efforts to educate the public and provide relief to those suffering in various health facilities. The central government must immediately intervene to save lives. The people are suffering,” Mr. Afenyo-Markin urged.

Mr. Ahiafor, who shared his sentiments, stressed that the briefing will bring clarity on the matter and calm nerves over the increasing spread.

Sam George said he is aware of the section of the House from which the comment originated, specifically behind the Minority Leader. He urged Parliament to use available resources, including CCTV footage and forensic voice analysis, to identify the person responsible.

“The Marshals Department must produce the CCTV footage of the chamber. It would allow us to see because nobody could have made those comments without some kind of gesticulation,” he stated.

Meanwhile, the Member of Parliament for Damongo, Samuel Jinapor, has denied allegations that he made the remark.

Speaking to the press, Mr. Jinapor said such words are not in his nature and have been falsely attributed to him.

“I didn’t even know such words had been uttered. When the video was brought to my attention, I found it totally false. It cannot be correct,” he said.

He added that he does not engage in exchanges across the aisle during debates but rather seeks the Speaker’s recognition before making public statements.

He explained that tensions escalated on January 30 when the Majority insisted on proceeding with the vetting, despite the Minority’s objections.

The Minority, citing a lack of proper consultation, opposed the vetting of Ablakwa and Health Minister-designate Kwabena Mintah Akandoh. This standoff ultimately led to the suspension of four MPs, a decision later reversed by Speaker Alban Bagbin on February 4.

Dismissing claims of a last-minute arrangement, Kwame Agbodza insisted that Ablakwa’s appearance was planned in advance and not an attempt to bypass parliamentary procedures.

“I know Hon. Ablakwa wanted to be vetted a week before the incident happened. They couldn’t give him the opportunity to be vetted. So, originally, Hon. Ablakwa was supposed to be vetted on Thursday, January 30, so if anybody says Hon. Ablakwa was smuggled in on Thursday, that is not true,” Agbodza stated.

Agbodza further explained that the committee decided to carry forward five nominees from January 29, who were vetted alongside the three originally scheduled for January 30.

“The spillover from Wednesday, January 29, 2025, where five nominees originally were scheduled to be vetted, were added to the three. We had a situation of three plus five. That decision had to be made by the committee and have some leeway.

“If anyone says, we were originally to vet three, we give in and make it four and somebody is trying to make it five, that is not entirely the situation. The situation was the Appointments Committee elected not to vet on Wednesday, and they had made people know that there will be vetting of 8 people.”

Appearing before Parliament’s Special Committee investigating the incident, Ayariga explained that he reached out to both sides in an attempt to find a compromise. However, neither faction was willing to back down.

The dispute began when the Majority insisted on proceeding with the vetting, despite the Minority’s request to postpone it to January 31. The refusal to reschedule heightened frustrations, ultimately resulting in the vandalism of microphones and tables in protest.

Ayariga noted that the nominees had arrived early, accompanied by their families and traditional leaders, and remained in Parliament until late in the evening. Given the circumstances, he said it would have been impractical to ask them to leave and return the next day.

“I spoke to both sides and tried to convince them, but neither was willing to compromise. The pressure came from the fact that the nominees had been scheduled for that day, and they had come with their families and traditional leaders,” Ayariga explained.

The suspension, which also affected one MP from the National Democratic Congress (NDC), followed chaotic scenes during the vetting of ministerial nominees on January 30, 2025.

In a statement issued on February 3, NPP General Secretary, Justin Kodua Frimpong expressed solidarity with the affected MPs and accused Speaker Bagbin of disregarding the Constitution and principles of natural justice.

“The Party sees this selective and autocratic posture of the Speaker as very dangerous, with all these actions packaged to cow the Minority into submission, consequently weakening its potential to hold the government accountable,” the statement read.

Mr Frimpong stressed that the NPP does not accept the Speaker’s decision, insisting it violates constitutional provisions and fair parliamentary procedures.

“The Party hereby reiterates its position that it stands with its eighty-eight (88) gallant Hon. Members to address all forms of repression and unfairness in the application of the rules governing Parliament and the Nation,” he added.

Speaking on Joy News’ The Probe on Sunday, February 2, the Effutu MP drew historical parallels to defend himself, stating that previous minority leaders, including current Speaker of Parliament Alban Bagbin, had done far worse in opposition without facing the kind of scrutiny he is experiencing.

“I will never feel targeted—it is part of the game. I’m an opposition leader. You only get criticised when they see you being effective,” he stated.

According to him, the ruling party is only reacting to the strength of the NPP’s opposition.

“The NDC is out on the rules because they see some effectiveness. They see a formidable opposition. We have a strong team. We make mistakes, but that’s normal,” he added.

Mr. Afenyo-Markin recalled how past opposition leaders endured similar, if not worse, criticism but continued their work.

“Look, J.H. Mensah was attacked. Osei Kyei-Mensah-Bonsu came under attack. Alban Bagbin, as Minority Leader, came under attack. I won’t be the first.

“Haruna Iddrisu, they called him all manner of names. I’ve watched their videos. I’m a student of politics,” he stated, emphasising that opposition leadership has always come with resistance.

However, the Effutu MP was particularly keen on highlighting Speaker Alban Bagbin’s tenure as Minority Leader and how he challenged former President John Agyekum Kufuor.

“Bagbin did worse. Mr. Speaker, who is a top diplomat today, he did worse. Go and watch back during those eight years—how he tormented John Kufuor,” Afenyo-Markin remarked.

He went further to suggest that if he were to replicate Bagbin’s tactics against President Mahama, the current administration would not be able to handle the pressure.

“If I do a quarter of what Bagbin did to Kufuor to Mahama, I’m sure they wouldn’t survive,” he said.

Despite the criticisms, Afenyo-Markin insisted that he has not even begun to unleash his full potential in opposition.

“I’ve not criticised them so far—not that I’ve not started—I’ve not criticised them,” he noted, hinting at tougher opposition tactics in the future.

The Majority insisted on proceeding with the vetting session beyond 10 PM, but the Minority strongly opposed the move, declaring that they were done for the day.

Members of the Minority started to lose the arranged tables and in the process, most of the microphones fell off and got broken.

After close to 30 minutes of confusion, Majority Leader Mahama Ayariga and other leaders step in and calm tempers.

He announced that with the tables broken and microphones destroyed, sitting can’t continue forcing the Committee to reschedule tomorrow.

Mr Ayariga apologised for the unfortunate incident and promised the MPs would be of good behaviour when sitting resumes tomorrow.

Speaking after the disruptions, Afenyo-Markin defended the Majority’s stance, insisting that nothing would stop them from asking the “necessary questions” during the vetting process.

“You are aware that some of the nominees, we don’t even ask them questions. Where we have to ask the relevant questions, we ask. Nothing will stop us from asking the necessary questions,” he said.

He accused the Minority of attempting to intimidate the Majority, stating, “NDC is always out to intimidate people. Always bullying. They can call us a micro-minority. They can say whatever they want to say. We’ve been cooperating with them.”

According to Mr Afenyo-Markin, an agreement had been reached to vet three nominees, but the Minority later attempted to push for additional nominees without proper consensus.

“Today, we agreed to do three. The committee is on a partisan track. Indeed, she is a typical NDC. She agrees with them and then informs people to come,” he said, without naming names.

Speaking on Accra-based Channel One TV, Mr. Ayariga addressed longstanding perceptions of tension between himself and Mr. Iddrisu arising from the incident.

He acknowledged that the events may have given the impression of a rift but maintained that no deliberate effort was made to challenge Haruna Iddrisu’s leadership.

“That was the beginning of the 7th Parliament because, at that time, there were misunderstandings regarding how we treated Hon. Agyarko when he was nominated as the Minister for Energy,” Ayariga stated.

“It led to some thinking that there was a rift between myself and Haruna Iddrisu. But that has never really been the case. I think we were probably a bit over-exuberant… but it wasn’t a deliberate decision to undermine his authority as the leader. Subsequently, we apologised.”

Background

The controversy began in February 2017, ahead of Boakye Agyarko’s ministerial confirmation.

Mahama Ayariga accused Agyarko of attempting to bribe minority members of the Parliamentary Appointments Committee through then-Minority Chief Whip, Muntaka Mubarak, to secure his approval as Minister of Energy.

In response, the then Speaker of Parliament, Aaron Mike Oquaye, set up an ad hoc parliamentary committee to investigate the matter.

The Joe Ghartey Committee eventually exonerated Agyarko but found Ayariga guilty of contempt of parliament for making false allegations, which brought the institution into disrepute.

Ayariga was subsequently directed to issue an apology on the floor of Parliament and was cautioned to exercise restraint in his future actions.

In a social media video shared by The 1957 News, A Plus revealed that his perception of the House and its members changed after becoming a part of it.

He admitted that he initially held different views about Parliament but soon realized that operations within the legislative body were more structured than he had imagined.

“I think that Parliament is the most organized public institution in Ghana. This is the only place I have been to where everything works—except for the grass, which is not green,” he remarked.

He further praised the facility managers for ensuring that the infrastructure and amenities within the parliamentary complex are well maintained and fully functional.

“One challenge we have as Ghanaians is that we do not appreciate honesty. But I want to say that before coming here, I had my own perception. Now, I can confidently say that this is a very organized institution,” he added.

A Plus was also present in Parliament during the vetting of some ministerial nominees appointed by President John Dramani Mahama.

Wisdom Ahli’s case was adjourned because the trial judge had gone for relieving duties in another court.

On December 20, 2024, the court, presided over by Samuel Bright Acquah, sentenced Ahli’s accomplice, Kofi Okyere Sorkpa, to five years in prison for damaging the windscreens of five vehicles in the Parliament House car park.

Sorkpa, 33, the first accused, was sentenced to three years for conspiracy and five years for causing damage, with the sentences running concurrently.

Ahli, the second accused, however, remains in custody pending further investigations and potential amendment of the charge sheet, as the charges against him were found to be defective.

At the last sitting, Superintendent of Police Augustine Yirenkyi told the court that both Sorkpa and Ahli, who are preachers from Kasoa, sneaked into the Parliament House car park on December 18, 2024, at around 11:00 hours.

The prosecution said Sorkpa was carrying a handbag with an earth chisel, which they used to damage the windscreens of two Toyota Land Cruisers, two Toyota Camry saloon cars, and a Toyota Rav 4.

Ahli was reportedly seen praising Sorkpa for the damage.

The prosecution stated that both accused admitted their involvement in the crime in their caution statements to the police, in the presence of an independent witness.

As the National Democratic Congress (NDC) National Youth Organiser, Mr Opare-Addo also seeks to tackle challenges facing young people, including employment, education and empowerment programs.

Emelia Arthur will focus on improving sustainability and productivity in the fisheries and aquaculture sector wither her experience in rural development and fisheries to serve as a guide.

“Secretary to the President, Parliament is not even aware of your appointment. Because under normal circumstances, the President is even supposed to communicate to Parliament. It’s part of the imperatives of governance that he communicates to Parliament,” he stated.

Meanwhile, he has admonished President Mahama to expedite the appointment and formation of his cabinet to ensure the smooth operation of government.

He reiterated that the Minority expects the full list of nominees instead of what he described as a ‘tot tot’ appointment.

The suspension period will also be used to organize a four-day orientation workshop for new legislators to familiarize themselves with the rudiments and procedures of the House.

As of Thursday, the Speaker of Parliament, Alban Sumana Kingsford Bagbin, had received and referred three ministerial nominees to the Appointments Committee for consideration.

This followed the release of a letter containing the first batch of ministerial appointments from the Presidency to the Speaker.

The nominees are Dr. Cassiel Ato Baah Forson, Majority Leader and MP for Ajumako-Enyan-Esiam, as Minister-designate for Finance; John Abdulai Jinapor, Minister-designate for Energy; and Dr. Dominic Akuritinga Ayine, Attorney-General and Minister of Justice-designate.

Justifying the need for the House, which began sitting on January 8, 2025, to adjourn for 12 days, the Majority Chief Whip, Kwame Governs Agbodza, told the House, presided over by the First Deputy Speaker, Bernard Ahiafor, that some names were released the previous day and referred to the Appointments Committee.

“Sometimes the President communicates with the House, and in some circumstances, actions are taken. When Parliament is properly constituted, the Speaker reads out the communication to the House.

“We agreed that it would please the House if, when further communication comes to Mr. Speaker’s attention that requires referral, he can go ahead and make those referrals, and when we return on Tuesday, Mr. Speaker can bring them to the attention of the House,” he said.

Supporting the justification provided by Mr. Agbodza, Minority MP Patrick Yaw Boamah said the House would be expecting a supplementary list from the President regarding his nominations.

“We know that the list has kept many of my colleagues in the Chamber, and I believe when the list is submitted to Mr. Speaker, we will go through the motions. I will indulge Mr. Speaker and the President, and the list will be taken through the Appointments Committee as mentioned.

“So just keep your nerves cool. Once the list is submitted, we will work on it,” he assured.

Three New Patriotic Party (NPP) Members of Parliament-elect for Techiman South, Okaikwei Central, and Tema Central, whose election results are being contested in court by the National Democratic Congress (NDC), have been sworn into the 9th Parliament of the Fourth Republic.

Martin Mensah Korsah (Techiman South), Charles Forson (Okaikwei Central), and Patrick Boamah (Tema Central) took the oath of office during the inaugural session of Parliament despite ongoing legal challenges.

The NDC had sought a court injunction to block their swearing-in over alleged discrepancies in vote collation in their respective constituencies.

However, the Acting Clerk of Parliament revealed the EC had issued a writ dated January 5, confirming the eligibility of the three MP-elects.

But, he had strong reservations on the swearing in the MP-elect for Akwatia, Ernest Kumi, due to separate unresolved legal issues.

The NDC Minority protested against Kumi’s swearing-in, but the process proceeded.

In his remarks after taking the oath, Kumi acknowledged the controversy surrounding his election and expressed readiness to face any legal consequences.

The developments signal a tense start to the 9th Parliament, with both major parties gearing up for legal battles over the disputed seats.

The approval follows the Finance Minister’s presentation of the mini-budget, with an estimated GH¢16.4 billion earmarked for salaries and GH¢20.69 billion allocated for interest payments.

The joint committee of Finance and Budget scrutinized the mini-budget before presenting it to the plenary for adoption.

Chairman of the Budget Committee and MP for Asuogyaman, Thomas Ampem Nyarko, led the discussion, supported by Patrick Yaw Boamah, Chairman of the Finance Committee and MP for Okaikoi Central.

Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin, put the question for adoption, and the House approved the report.

Former Member of Parliament for Gomoa Central and Deputy Minister of Gender, Children and Social Protection, Rachel Florence Appoh, has congratulated Kwame Asare Obeng, popularly known as A Plus, on his election as MP for Gomoa Central.

Ms. Appoh was joined by NDC Central Regional Chairman, Prof. Richard Kofi Asiedu and former MP for  Mfantsiman West, Aquinas Tawiah Quansah.

A Plus secured an impressive 14,277 votes out of 36,026 total valid votes cast, defeating the incumbent MP and NPP candidate, Naana Eyiah Quansah, who garnered 11,637 votes.

The NDC’s Yawson Mohammed placed third with 10,112 votes.

The victory marks A Plus’s debut in Parliament and has sent shockwaves through the constituency.

He also noted that, he had always maintained a strong relationship with the people, adding, “I don’t segregate. I am very cool with them, and that’s why we had an overwhelming victory.”

Mr. Frimpong acknowledged the broad support he received across party lines.

“Even NDC people voted for me, and those who initially didn’t want to vote, voted for me.”

Going forward, the independent MP elect outlined his plans for the future, stressing the importance of collaboration with the government.

“During my campaign I promised them that whoever comes into power, I will work with them to ensure development for our country,” he said.

He also disclosed job creation as a priority, saying, “I will open job opportunities for the people in the constituency.”

Mr. Frimpong also revealed that he has access to investors who have pledged to help build a stronger constituency.

“I have good investors who are ready to support me in making the constituency better,” he added.

Mr. Frimpong won the seat with a resounding 26,926 votes, defeating the incumbent New Patriotic Party (NPP) MP, Andy Kwame Appiah-Kubi, who secured 8,933 votes.

The National Democratic Congress (NDC) candidate, Kofi Asamoah, received 2,469 votes.

Mr Kpeli, who contested the parliamentary seat as an independent candidate after being suspended by the NDC, secured victory in the December elections.

Speaking to Accra-based Citi FM on Monday, December 23, he emphasized the importance of engaging with the electorate before deciding his parliamentary affiliation ahead of the 9th Parliament’s inauguration on January 7, 2025.

In July 2024, Kpeli was suspended by the NDC over allegations of misconduct.

While he contested the decision by running independently, he stated that he respected the party’s choice and remains committed to serving the people of Afram Plains North and advancing their development.

Mr Kpeli highlighted the complexity of determining his parliamentary alignment, stressing that the decision requires careful thought and consultation with his constituents.

“There are a lot of things that go into this decision and consultations. There are decisions that one must go through to determine who to do business with, and I will have to consult my people before,” he stated.

“Looking through the NDC’s constitution, there is no express clause that goes against me going independent. It is just by convention that we all say it, but expressly, I don’t see any binding clause that forfeits my membership in the National Democratic Congress (NDC),” he added.

Today’s truncated re-collation exercise and declarations have added clarity to the balance of power between the New Patriotic Party (NPP) and the National Democratic Congress (NDC) which already had an unassailable majority ahead of todays exercise.

Seat breakdown as it stands

Out of a total of 276 seats in the House:  

  • NPP: 89 seats (including seven newly declared today).  
  • NDC: 181 seats.  
  • Independents: 4 seats.  
  • Outstanding: 2 constituencies (Dome Kwabenya and Ablekuma North).  

New additions for the NPP

The seven constituencies declared today were all won by the NPP, boosting its numbers from the initial 82 seats to 89. The constituencies include:

1. Obuasi East (Ashanti Region): Patrick Boakye-Yiadom retained his seat.
2. Nsawam-Adoagyiri (Eastern Region): Frank Annoh-Dompreh emerged victorious.
3. Tema Central (Greater Accra Region): Charles Forson narrowly won.
4. Ahafo Ano South West: Elvis Osei Dapaah secured the seat.
5. Ahafo Ano North (Ashanti Region): Nana Agyemang Prempeh triumphed.
6. Okaikwei Central (Greater Accra Region): Patrick Yaw Boamah retained his position.
7. Techiman South (Bono East Region): Martin Adjei-Mensah Korsah won.

Challenges in outstanding constituencies

The re-collation process in Dome Kwabenya and Ablekuma North remains unresolved:  

– Dome Kwabenya: Missing pink sheets for three polling stations have stalled proceedings, with both major parties unable to provide hard copies of the documents. The NPP blames disruptions during the initial collation for the loss of critical records.

– Ablekuma North: A shortfall of 31 pink sheets has made re-collation impossible, forcing the EC to defer the process.

The EC is set to decide on a course of action for the outstanding constituencies. Meanwhile, NPP’s Majority Leader Alexander Afenyo-Markin has called for unity and urged the NDC to accept the outcome of today’s exercise in the interest of democracy.

Since its sitting on Monday, December 16, the House has repeatedly postponed the passage of the mini-budget due to proposed amendments to the already laid document.

The Speaker of Parliament, in announcing the adjournment on Friday, December 20, noted that the House failed to build consensus.

The failure to pass the mini-budget will legally hinder public activities.

This includes the swearing-in of new Members of Parliament, the election of the 9th Parliament, and the swearing-in of the president-elect, as the budget for the 2024 fiscal year ends on December 31, 2024.

The passage of the mini-budget has encountered several hurdles, as both caucuses have made demands regarding government business.

While the majority caucus seeks tax waivers amounting to $350 million, the minority caucus—set to form the next government—wants the vote on account passed.

The budget, submitted to the House before the election, has faced stiff opposition from the minority caucus.

He cited poor working conditions for healthcare workers and a lack of medical supplies as key factors exacerbating the situation.

“The alarming rate of deaths linked to cholera infections points to broader neglect of the health sector. Without immediate and decisive intervention, Ghana risks facing a full-blown cholera epidemic before the incoming administration takes over,” Mr. Akandoh warned.

He called on the government to urgently allocate resources to support healthcare workers and ensure adequate medical supplies are available to combat the outbreak.

Additionally, he urged the Ghana Health Service to intensify public health education efforts to prevent further spread of the disease.

The suspects have been identified as Wisdom Ahile, 42, and Christopher Okyere, 33.

The suspects were seen damaging windscreens and side windows of five vehicles, including two Toyota Land Cruisers belonging to Members of Parliament, a Toyota Rav4, and two Toyota Camrys owned by parliamentary staff with an axe head.

The incident took place in the mid-morning of Wednesday while the proceeding was ongoing.

Parliamentary security personnel swiftly moved in to apprehend the man and prevented further damage before handing him over to police officers.

However, the motive behind the vandalism remains unknown.
