His main contender, Alfred Osei-Poku of the National Democratic Congress (NDC), garnered 13,415 votes, which amounts to 41.90%.

He urged Ghanaians to back the New Patriotic Party (NPP) presidential candidate, Dr. Mahamudu Bawumia, who, he argued, would protect and enhance the Free SHS initiative.

Speaking on the topic, Oppong Nkrumah emphasized that Dr. Bawumia is better suited to lead the country, contrasting his qualities with those of Mr. Mahama.

According to him, Dr. Bawumia has demonstrated integrity, whereas Mr. Mahama has shown “consistent inconsistency.”

He also highlighted differences in their economic policies, contending that Dr. Bawumia’s approach to economic growth is superior to Mr. Mahama’s concept of a “24-hour economy.”

In a video posted on his X page, Oppong Nkrumah stated, “We need leadership that believes in and invests in Ghana’s youth. Bawumia is the best choice for Ghana’s youth, not Mahama. We must protect and improve the Free SHS programme. Mahama doesn’t believe in it and would collapse it, while Bawumia would safeguard and enhance it.”

“On healthcare, Bawumia is committed to completing the Agenda 111 project, ensuring these facilities serve the people. Mahama, on the other hand, might delay or phase it out if he gains power.”

“The NPP has safeguarded the public purse, using it more effectively than the NDC, and Bawumia will do even better. On the economy, Bawumia’s expansion programme offers a stronger growth trajectory, while Mahama’s policies would set us back. For the cost of living, Bawumia has a plan, but Mahama does not.”

“The difference is clear. Bawumia has integrity, but Mahama has been consistently inconsistent. The choice for Ghana’s future is obvious,” he added.

The Scheme has benefitted 2,336 individuals so far.

The Minister of Works and Housing, Kojo Oppong Nkrumah, announced this during the Minister’s news briefing in Accra.

Under the scheme, the government makes an advance payment for applicants who are renewing, renting a room/apartment or a complete house. The applicant will, therefore, repay the monthly rent to match the tenure of the rent.

The briefing focused on government’s efforts at resolving the stalled housing projects, develop public private partnership framework with incentives to close the housing deficit, ensure sustainable financing for housing projects, fast-track the completion of affordable housing projects and securing and growing land banks.

The Minister highlighted some of the priority affordable housing projects the Ministry had tackled to close the housing deficit in the country.

He mentioned the 8,000 housing units under the Pokuase-Afiaman Housing Project, 5,000 Saglemi Housing Project, of which 1,506 were partially completed, 342 units of houses under the Koforidua Affordable Housing Project, 1,904 housing units under the Tema Development Company (TDC), of which 1,072 completed, and the ongoing 609 housing units for public sector workers, which would be ready in October, this year, for distribution to interested applicants.

“This government remains steadfast in its commitment to providing decent, safe, secure and affordable housing for all its citizens,” Mr Oppong Nkrumah assured.

According to Population and Housing Census data, Ghana’s housing deficit has significantly decreased from ¢2.8 million in 2010 to ¢1.8 million in 2021, representing a 33 per cent reduction.

Mr Nkrumah also provided updates on efforts to revive stalled housing projects nationwide. He confirmed that the Koforidua Affordable Housing Project, which had been paused, will resume construction under the State Housing Company Limited.

The Minister further noted the government’s partnership with the Ghana Infrastructure Investment Fund (GIIF) to secure sustainable financing models for housing initiatives.

“The GIIF will be crucial in developing innovative funding solutions to help bridge the housing deficit,” he said.

The move follows President Akufo-Addo’s recent approval of a negotiation framework with selected bidders, a request initiated by Oppong Nkrumah last month.

Initially planned to deliver 5,000 affordable homes, the Saglemi Housing Project received approximately $200 million in government funding.

However, by the time construction halted, only 1,506 units had been partially built and lacked essential infrastructure like water, electricity, and sanitation, rendering them uninhabitable.

A subsequent assessment by the Ghana Institute of Surveyors revealed that, an additional $100 million was required to complete the project, a cost the government was unable to meet.

“Cabinet has instructed the Ministry of Works and Housing to explore selling the partially completed Saglemi project to a private developer, who would finish and sell the units without any further government expenditure. We expect to conclude negotiations within the next 14 days,” Mr Nkrumah stated.

Under the approved plan, the value of the existing work will be treated as the government’s equity, while the costs for completion will represent the private partner’s equity in a Special Purpose Vehicle (SPV) set up for the project’s completion.

Profits from the sale of the completed units will be divided between the government and the private entity, based on their respective shares in the SPV.

The Minister confirmed that five firms submitted bids, with Quarm-LMI Consortium and Broll Ghana Ltd. being shortlisted for final negotiations.

Mr. Oppong Nkrumah also stressed the need for innovative solutions to guarantee that all citizens have access to decent and affordable housing.

“Housing is not merely a basic need but a fundamental right. A secure and affordable home contributes significantly to one’s well-being, providing security, dignity, and opportunities for personal growth,” he said.

Mr Nkrumah also highlighted progress on other stalled housing projects, including the Koforidua Affordable Housing Project, which has been handed over to the State Housing Company Limited to resume construction, with a focus on ensuring high-quality standards and efficiency.

Initially, at least 10 firms expressed interest in partnering with the government to finish the uncompleted project. By the close of the bidding process in July 2024, five firms had submitted bids.

The Ministry of Works and Housing is set to choose the firm offering the most favourable negotiating terms after the process.

He mentioned that, it took over five months to complete the manifesto.

Speaking on Asempa FM’s Ekosii Sen programme Monday, Mr. Oppong Nkrumah, who is the Vice Chairman of the Manifesto Committee, explained that the team began their work in February, carefully crafting the document.

“We started somewhere in February— over five months ago,” he noted, highlighting the extensive effort involved.

He elaborated on the committee’s role and how the final document was then refined and approved by the party leadership.

“Our task was to define the parameters within which the subcommittees would operate, guide them through justifications, and ensure alignment with the flagbearer’s vision and the party’s ideology.

“The flagbearer had already outlined his vision, and we expanded on it,” he added.

He also mentioned that, some proposals were adjusted or removed based on advice from the party’s flagbearer, Dr. Mahamudu Bawumia, before the manifesto was finalized.

The NPP officially launched its manifesto for the upcoming general elections on Sunday in Takoradi, in the Western Region. The event, held at the Ghana Secondary and Technical School (GSTS), drew party members from across the country, energizing the party’s base ahead of the December 7, 2024, polls.

During his speech at the launch, Dr. Mahamudu Bawumia, the NPP’s presidential candidate, emphasized his administration’s commitment to supporting businesses, particularly small and medium-sized enterprises (SMEs), to drive economic growth and job creation.

“Our government will prioritize strengthening businesses, especially SMEs, to promote economic growth and create jobs,” Dr. Bawumia stated.

He also pledged to streamline Ghana’s government by limiting ministerial appointments to 50 if elected President and promised to enhance the Free Senior High School (SHS) and Technical and Vocational Education and Training (TVET) programs.

Speaking in a one-on-one interview on Adom TV’s morning show, Badwam Thursday, Mr Oppong Nkrumah emphasized the importance of incorporating the role of a rent magistrate in the new bill to ensure enforcement.

“We are making some amendments to the new rent bill before we take it to parliament to help make rent more accessible and regulated. This is to prevent people from setting outrageous prices for renting their houses.

“One of the key amendments under consideration includes the role of a Rent Magistrate, who will oversee and enforce the regulations set out in the new rent bill. This move aims to prevent exploitation in the housing market and promote fairness in rental agreements,” he said.

Mr Oppong Nkrumah also highlighted the need for specific regulations governing hostel facilities, ensuring that these are clearly defined and not simply repurposed storage spaces being rented out at unreasonable prices.

The Minister emphasized the importance of defining what qualifies as a hostel, as opposed to makeshift facilities, and setting fair prices for these accommodations.

“An important aspect to consider in the new rental act is the regulation of hostels. There should be clear guidelines to distinguish between a proper hostel and just someone renting out a storage room as a makeshift hostel. The pricing of hostel accommodations and the regulations concerning hostel facilities should also be addressed,” he added.

The Housing Minister further stressed that these amendments are part of the government’s broader efforts to ensure fair and affordable housing for all citizens.

“The new bill is designed to strengthen the regulatory regime concerning prices, tenure, and the conditions of rented facilities while also addressing the need to increase the housing stock,” he said.

The programme is designed to tackle the country’s 1.8 million housing gap by decentralising housing development and tailoring solutions to the specific needs of each region.

In his keynote address, Minister Oppong Nkrumah detailed the government’s strategic approach to the district housing program.

He stated that this initiative is not merely about building homes but also about creating a framework for sustained regional growth.

“Our vision is to decentralize housing development, making it accessible and manageable at the district level,” he said.

“These projects will ensure that every district has the infrastructure to meet its housing needs and provide a solid foundation for future growth.”

The Minister highlighted that the programme will include a variety of housing units, from low-cost apartments to larger family homes, designed to cater to different income levels and needs stating that the project would offer localised solutions to housing problems while simultaneously creating job opportunities for the youth.

“Our nation’s housing challenges require localized solutions,” stated, presenting a vision for district-level housing projects aimed at expanding the availability of affordable homes while considering the unique characteristics and needs of each region.

The lecture, attended by a distinguished group of dignitaries including the Western Regional Minister, Kwabena Okyere Darko-Mensah; the Vice Chancellor of Takoradi Technical University, Rev. Prof. John Frank Eshun; the Chairman of the Wassa Amenfi Traditional Area, Tetrete Okuamoah Sekyim II; and the Executive Director of the Busia Institute, Anane Agyei, provided a robust platform for discussing the strategic measures necessary to address housing challenges across the country.

Western Regional Minister, Kwabena Okyere Darko-Mensah commended the initiative, noting its alignment with regional development goals.

“The district housing projects align perfectly with our regional development goals,” Darko-Mensah said.

He told Evans Mensah on JoyNews’ PM Express that “It’s going to be a medium to long-term matter. It requires all of us to participate.

“For example, government has to do its bit. I’ve just told you about the hydro authority, hydro fund, and the fact that we need to mobilise more resources. We can wish it into being, but if we don’t mobilise the resources, we’ll talk about it umpteen times and never get responses.”

The Ofoase Ayeribi MP expressed that the flooding situation has been one of his major concerns since his move to the Housing Ministry.

“When the rains start here in Accra, you start getting palpitations because you start worrying, knowing very well that due to the inadequacy of the work done so far compared to the increasing pressure, there will be challenges,” he said on JoyNews’ PM Express on Wednesday.

Mr. Oppong Nkrumah added that during heavy downpours, he tries to understand how severe the situation is on the ground, how much of the work can contain it, and what needs to be done in the short to medium term.

“It is a challenge. As I’ve said on a number of occasions, we are behind schedule on putting in place the kind of infrastructure that is required. So within the constraints, we’re trying to do our best,” he stated.

The Minister said, government will do its part but it should be the collective responsibility of all citizens which includes the people who live in these areas with the drains.

“Even for places where limited drains have been constructed there is evidence to show that we choked them with solid waste based on our lifestyle daily,” he said.

Mr Oppong Nkrumah said the Ministry is rolling out a communication campaign aimed at encouraging people that “while we are building the drains, don’t choke them.”

“Don’t choke the little drains that we have built with the solid waste. We need some behavioural change as well. So what I say to everybody is that we have a collective responsibility. It will take a while, let’s all get together and get this done.”

Last week, as part of the government’s efforts to strengthen flood resilience in communities along the Odaw River basin, the Housing Minister broke ground for the reconstruction of the Nima-Paloma storm drain, which runs from Asylum Down to the Odaw Channel.

“This significant milestone is expected to help reduce the perennial flooding challenges in Accra and bring much-needed relief to residents, commuters, traders, and businesses.”

Mr Oppong Nkrumah also disclosed at the ceremony that the government’s newly launched Flood Early Warning System would be ready ahead of the next rainy season.

The Minister underscored the severity of Ghana’s flooding issue, particularly during the rainy season, exacerbated by inadequate drainage infrastructure and the escalating impact of climate change.

He revealed that only 2% of drainage channels in the Greater Accra Region, requiring concrete lining, have been addressed, reflecting the urgent need for comprehensive action.

He explained that the fund aims to provide a structured financial mechanism to expedite necessary projects like drainage construction and dredging, helping to address the country’s flooding problems head-on.

Beyond flooding, Minister Oppong Nkrumah also addressed Ghana’s housing deficit, currently standing at 1.8 million units.

He acknowledged challenges in affordable housing programs due to funding limitations and project delays, exacerbated by unfinished projects from previous administrations.

The Minister advocated for robust public-private partnerships, offering incentives to private developers to undertake large-scale affordable housing projects.

During the three-day BENCHH 2024 conference, discussions will cover regulatory reforms and the establishment of a Works Inspectorate Unit to ensure adherence to building and safety standards.

Addressing journalists in Accra on Wednesday, June 19, 2024, Minister for Works and Housing, Kojo Oppong Nkrumah, provided an update on the Request for Proposals (RFP) issued earlier this year.

“A couple of months ago we issued a Request for Proposals (RFP). To date, I’ve been briefed that about 10 companies, international and local, have expressed interest, have picked up forms, have been taken to the project site, and have had the opportunity to inspect work that has been left there so far,” the Minister announced.

The Saglemi Housing Project initially envisioned to deliver 5,000 affordable housing units, was scaled back to 1,506 units before being halted due to legal issues.

The partially built structures have since been subject to vandalism and theft, further complicating efforts to complete the project.

However, the current administration is determined to see it through by leveraging private sector expertise and resources.

Minister Oppong Nkrumah emphasized the government’s commitment to transparency and fairness in the selection process.

“According to the work plan that we’ve put together, by the 8th or on the 8th of July, we expect to formally receive all of the bids.

“We will do it openly and we will hand over the bids to an independent evaluation entity for an evaluation report and based on that, government will proceed to select one of the bidders,” he stated.

This approach, he explained aims to ensure that the best-suited developer is chosen based on merit and quality, addressing the long-standing issue of incomplete public housing projects in Ghana.

The coming weeks will be crucial as the Ministry receives and hands over the bids for evaluation.

The chosen developer will breathe life back into the Saglemi project, finally delivering much-needed housing for Ghanaians.

This comes in response to accusations from the Minority caucus in Parliament suggesting mismanagement of the project’s funds.

In a statement issued on Monday, May 20, the Ministry disclosed that as of March 2024, $127.12 million had been utilized, with $65 million allocated to support COVID-19-related expenses under the Contingent Emergency Response Component (CERC).

This component was agreed upon with the World Bank and included in the Project Appraisal Document.

“$34.33 million of the amount drawn down was used for GARID activities and the remaining $27.79 million represents the bank balances as of the reporting period. The detailed expenditure breakdown was presented to the Parliament. Additionally, since its inception in 2019, the Project has been subjected to annual financial and procurement audits by the Ghana Audit Service, as agreed between the Government of Ghana and the World Bank and stipulated in the Financing Agreement,” it added.

The Ministry also dismissed claims of embezzlement of $65 million from the project fund used for COVID-19.

It stated, “The World Bank and the Government agreed to include a “Contingent
Emergency Response Component (CERC)” in the credit facility, a mechanism allowing beneficiary countries to reallocate project funds to address emergencies during the project’s lifespan.”

“The allegation that contractors working under the GARID Project have been paid
mobilization fees for no work done is inaccurate. Except for the contractor selected
for the reconstruction of the Nima-Paloma drains who is yet to begin civil works, all
other contractors are actively working at various project sites,” the statement added.

Notable among these works are the reconstruction of broken sections of the Odaw River channel at Achimota Abofu; infrastructure upgrades in Alogboshie, Akweteyman and Nima, and performance-based dredging of the Odaw River and Korle Lagoon.

However, the Resettlement Action Plan in Nima-Paloma is nearing completion, which will allow the site to be handed over for commencement of construction works.

Starrfm.com.gh reports that, the facility has been the official residence of EPA bosses for the past 50 years, but Mr Nkrumah allegedly recently allocated it to the newly appointed Interior Minister, Henry Quartey.

Despite attempts to stop the decision, he insists there is no official document, allocating the facility to the EPA, and he is bent on ejecting the new Executive Director who recently moved in.

The unhappy staff has since started protesting by putting red armbands at vantage places to demand a reversal of the decision.

This follows sector Minister, Kojo Oppong Nkrumah’s charge to the board and management during his first working visit to the Agency last February to ensure the opening of its offices by April this year.

At a brief handing-over event on Tuesday, April 30, 2024, at REAC’s new office premises in Accra, Madam Osei-Opare said the new office space marks the government’s efforts to regulate and standardize the real estate sector in Ghana.

“The establishment of the Real Estate Agency Council and subsequently the provision of office space represents a crucial step forward in our efforts to regulate and standardize the real estate market.

“By providing oversight and guidance to industry professionals, the Council will ensure that ethical standards are upheld, transactions are conducted transparently, and the interests of all stakeholders are protected and empowered,” she said.

She emphasised the vital significance of the real estate industry in driving economic growth and improving living standards for Ghanaians acknowledging the challenges stemming from the lack of regulation and professional standards in the sector.

She said these challenges lead to issues such as uncontrolled pricing, fraud, and high-risk transactions.

Mindful of the need for comprehensive reforms, Chief of Staff Osei-Opare highlighted the government’s commitment to reshaping the real estate landscape.

She referenced the passage of the Real Estate Agency Act 2020 (Act 1047) and the establishment of REAC as crucial steps towards ensuring transparency, accountability, and professionalism in the industry.

She outlined the government’s digitization agenda and its initiatives aimed at streamlining processes within the real estate sector highlighting plans to implement a cloud-based licensing and regulation system, which would expedite licensing processes and promote efficiency in the industry.

The ceremony was attended by prominent figures including the Minister of Works and Housing, Kojo Oppong Nkrumah, the Minister in charge of Parliamentary Affairs, Osei Kyei-Mensah Bonsu, and the Board Chair of REAC, Dr Kojo Addo-Kuffour and other board members of the Council as well as other well-known dignitaries.

Parliament in 2020 passed the Real Estate Agency Act, 2020 (Act 1047), creating the Real Estate Agency Council (REAC).

This body was tasked with regulating the sector and ensuring fairness and transparency in real estate transactions.

However, despite the passage of the legislation to fully establish and operationalize the Agency, it has been slow in executing its mandates.

While the Council has been sworn in, its functions remain dormant with the CEO previously working from the Ministry of Works and Housing rather than from REAC’s headquarters.

Mr. Oppong Nkrumah on his part lauded the concerted efforts to provide a working space for the Council.

He said with a known operating space, the Council can now set out to work as mandated.

He charged management and employees to get to work quickly to operationalize the Council and to sanitize the sector.

The Ofoase Ayirebi Member of Parliament emphasised the commitment of government to provide decent accommodation to ensure the safety of security personnel.

In addition, the government has a broader housing policy to develop accommodation for public servants, especially personnel posted to the rural areas.

Through the programme, the Minister stated local building materials.

He also indicated that, plans are underway to complete an incentive package to stimulate the quick development and reduce the housing deficit within the next 10 years.

He further announced that, there will soon be a district housing programme across the 261 Districts nationwide.

“The Ministry is working on an incentive framework that will attract private sector involvement as master developers to address the housing deficit.

“This framework will enable the development of large new settlements and cities with integrated amenities, providing affordable housing options for the majority of Ghana’s population,” he indicated.

The Ministry has set the deadline and evaluation for the submission of proposals is from July 9 to 15, 2024.

The sector Minister, Kojo Oppong Nkrumah disclosed this during a media briefing on Wednesday.

Mr Nkrumah was optimistic a private partner will be found by August 30, 2024, acknowledging the urgency to address the housing needs of the people.

“If you have a housing deficit of 1.8 million that we are trying to reduce as the years go by, already, there are about 40,000 units that we deliver yearly as a country and it is not enough to close the gap so if all of these projects keep hanging out there, it will even deter future projects from being embarked upon, and that is why we take advantage of this opportunity to reverse this trend,” he said.

He expressed concerns over successive government abandoning projects of their predecessors as he pledged the dedication of the incumbent to change the narrative with the completion of the project which commenced in 2012 but has suffered setbacks.

“Ghanaians want the phenomenon of uncompleted or abandoned mass housing projects to end. Today, some of the projects from the Kufuor era are still uncompleted and hanging and this one [Saglemi] is still yet to be completed and adds to the narrative that we don’t finish projects when we start,” he added.

Meanwhile, the Minister has assured the public that the procedures of engagement will be conducted transparently to eradicate any suspicion of corruption.

It has already directed District Assembles to use more local materials when it comes to provision of houses for various government workers and infrastructure projects partly financed by the government.

Minister for Works and Housing, Kojo Oppong Nkrumah disclosed this in an interview on PM Express Business edition with host, George Wiafe on Thursday, March 28, 2024.

The minister stated that “Government has started a District Housing programme and we are going to make sure that local  building materials are used, so that we can bring the cost of these developments down by some 30 percent.”

According to him, this is part of the government’s policy direction to help reduce the cost of these projects and make it affordable for Ghanaians.

According to Mr Nkrumah, the District Housing Programme, would go a long way to deal with the rural urban drift, as well as provide housing for public servants pushed into those areas to work .

Incentives for developers using local materials  and other technologies

“We are also looking at extending incentives to other private developers that are willing to implement government policy,”the Minister added.

The minister also revealed that,  developers with innovative technology that lowers costs for their developments could be eligible for government support.

“Government cannot do this alone and therefore there is the need to see how to partner the private sector in the provision of houses and projects in the country.

The Minister added “Government is also pushing a General Housing initiative, where we can attract master developers who can do up to  5,000 housing units, then government will step in with the needed incentives.”

Government is also working on redeveloping the old housing units for the public sector to help deal with the housing deficit.

The Ministry of Works and Housings has also set up a General Housing Unit at the ministry that will coordinate with the private sector on how these incentives can be extended.

“When you go to these developed countries, there is always the deliberate attempt to bring on board private sector when it comes to the construction of these houses. We need to make the environment more conducive to attract the needed capital to develop the sector,” he said.

Taxing the real estate sector

Kojo Oppong Nkrumah revealed that he is currently engaging the Minister of Finance on how some of these taxes should be structured in order not to hurt these developers when it comes to the provision of affordable housing.

“Why are the projects and some of these buildings so high in Ghana, and one can talk about what goes into it”the minister noted.

“So you realize that the challenge with the cost of these housing is not just about the taxes, but sometimes the technology used,”he said.

“So government is looking at all these things when it comes to pushing for a review of some of these taxes on the sector, which could go a long way to reduce the cost.”

The minister also added that, government is engaging the Ghana Association of Banks on how to reduce cost of credit for these developers.

Several communities in North Tongu were affected by the flood caused by the spillage of the Akosombo and Kpong dams by the Volta River Authority (VRA).

The flooding submerged the communities and displayed close to 15,000 people in the Volta, Eastern, and Greater Accra Regions.

On Monday, March 25, 2024, Kojo Oppong Nkrumah, cut sod for construction to begin on a housing project to relocate a good number of the 12,000 North Tongu, Central Tongu, and South Tongu constituents affected by the flood.

He said the resettlement for the affected victims is a result of data collection by NADMO and other agencies which deemed it necessary to construct the resettlement homes.

He commended the MMDCEs, chiefs and elders for releasing land for the resettlement.

The Minister assured the residents that, the lead contractor would come to the site to do proper clearing of the land and begin the week as soon as possible to complete it in record time.

Speaking in an interview with Adom News correspondent Odehyeba Owusu Job, Mr. Oppong Nkrumah, explained that the relocation will begin to restore the dignity of the people of North Tongu and ensure they live in much healthier conditions.

He also appealed to the District Assembly and the traditional leaders who will be the beneficiaries to give their maximum support to the contractor to help complete the project on time.

The project is expected to be completed in six months.

In a farewell address during a staff durbar at the Ministry’s premises on Friday, February 16, he made a passionate plea for the continued support and expansion of the media support programmes.

Mr Oppong Nkrumah encouraged them to work in close collaboration with the incoming Minister, Fatimatu Abubakar, to ensure their sustainability.

“Do not turn your back on our media support programs. We need to support the public communications ecosystem continuously. It is necessary if we want the media and others to excel in our democracy,” he said.

Mr. Oppong Nkrumah, who steps down to take on the role of Minister for Works and Housing, as part of President Akufo-Addo’s major Ministerial shake-up last Wednesday highlighted the crucial role these programmes play in strengthening Ghana’s media landscape.

He cited the Media Capacity Enhancement Programme (MCEP) and the Coordinated Mechanism for the Safety of Journalists (CMSJ) as prime examples of media support programmes that need constant support to serve their purpose.

He commended the programmes for successfully providing comprehensive training to over 140 journalists from diverse media houses nationwide, equipping them with the skills and expertise needed to excel in their profession and ensuring the safety and security of media practitioners.

Emphasizing the necessity of collaboration, Mr Oppong Nkrumah called upon government agencies, Civil Society Organizations (CSOs), and the private sector to unite in addressing the challenges faced by these media support programs.

He urged collective action to uphold their integrity and effectiveness, underscoring their vital contribution to the country’s democratic progress.

Despite recognizing the difficulties in securing cooperation with other institutions to ensure the execution of these programmes, Mr Oppong Nkrumah urged staff to persist.

“Keep pushing for more cooperation even when they aren’t responsive. We will get there eventually,” he asserted.

Additionally, the Minister stressed the importance of upholding high research standards to provide accurate and valuable feedback to government.

He said already, the Ministry has a working research department that must be put to good use to complete government’s efforts in bringing good governance to the doorstep of Ghanaians.

Concluding his speech on a personal note, the Minister expressed gratitude to the staff for working to make his time at the Ministry a success and solicited their continued support in the execution of the Ministry’s key duties.

According to him, despite the general perception that the Bill has been hindered for political reasons, his outfit was working around the clock to address all the concerns raised about the bill.

 “The reason for which it has been a delay in laying in before Parliament is not for want of political will.

“I think we’ve demonstrated enough when it comes to laws to do with free expression etc, we’ve already committed RTI (Right to Information Act) and its implementation,” he said on January 17, 2023.

The Information Minister explained that the bill initially did not cover all aspects of broadcasting but has evolved to include digital media and other forms of new media to meet the current times.

“For example, the last drafts define broadcasting only to refer to television and I think this was presented in the report. Today we have all kinds of technology-led broadcasting,” he said.

Meanwhile, he said they have effectively resolved about 80% of the initial concerns raised and were actively working on the remaining concerns.

“A lady just wrote to us yesterday raising some more issues that we need to respond to and we are hoping the stakeholders will tie it up and take it before parliament,” he said.

Meanwhile, he did not give timelines on when the bill will be presented before the House, however, he said the ministry was working on gathering the input of key stakeholders.

In 2023 the Ghana Journalists Association (GJA) pushed for Parliament to pass the Broadcasting Bill.

GJA, in a statement released on February 13, 2023, indicated that the passage of the Bill is one critical step that needs to be taken to sanitize the airwaves.

He stated, “this training is not just a routine programme; it is one of the most vital investments in the future of our media industry and our democracy.”

The Minister highlighted the unparalleled influence of the media in shaping the national agenda and guiding public discourse on various subjects.

He expressed concern about the lack of formal training among many journalists, noting that while articulate and well-intentioned, a majority have not undergone formal journalistic training.

According to the Minister, this knowledge gap includes essential aspects such as ethics, responsibilities, contemporary practices, and nuances of the journalism profession.

The opening ceremony saw the presence of notable figures, including Professor Kwamena Kwansah-Aidoo, Chairman of the Working Committee and Vice Chancellor of UniMAC, Albert Kwabena Dwumfour, President of the Ghana Journalists Association, Andrew Edwin-Arthur, President of Private Newspapers and Online News Publishers Association of Ghana (PRINPAG), Cecil Sunkwa-Mills, President of the Ghana Independent Broadcasters Association (GIBA), and other dignitaries.

Prof. Kwamena-Aidoo emphasized the significant opportunities the capacity enhancement program provides for journalists to enhance and improve their skill sets.

He highlighted the importance of journalists continuously building their capacity to address and rectify issues in the profession.

Mr. Dwumfour on his part commended the working committee for organizing the training program and expressed hope for increased journalist participation in future sessions.

He urged journalists to avoid partisan stunts and adhere to the ethics of the profession.

Mindful of the role of the media in our democratic dispensation, Mr. Edwin-Arthur advocating for increased attention and financial support from the government for the media.

He said the media serves as an indispensable ally for democracy, playing a vital role in informing the public, facilitating discourse, and holding those in power accountable.

Oppong Nkrumah said President Akufo-Addo has indicated his strongest desire that these projects get back on track.

“Yes there is a plan; the first part of the plan is to conclude the external debt restructuring. When you conclude the external debt restructuring then you have clarity on how much you can pay on an annual basis on external debt and then you resume servicing. When you resume servicing the banks that are financing those projects will now resume releases to the contractors for them to get back to work,” he said on Accra-based Asaase radio.

According to the Ofoase-Ayirebi constituency Member of Parliament (MP), the projects were stalled because of the external debt restructuring

“Remember that those projects were stalled because the government announced the suspension of external debt servicing in pursuance of the external debt restructuring” he said.

Past governments have left uncompleted projects worth millions of local and foreign scattered nationwide.

But the Information Minister assured that, government is committed to completing all of its projects.

“The President is very keen that these projects get back on track so that we are able to achieve the full benefit for our people,” he added.

According to him, the NMC’s failure to implement measures that ensures the safety of media persons has led to the recent attacks.

“Three years ago we designed a whole institutional mechanism for the safety of journalists and the National Media Commission was then asked to utilize it. All these issues [attacks on journalists] will have ended if NMC had implemented the measures” Mr. Oppong Nkrumah said on Adom FM’s morning show, Dwaso Nsem Monday.

Reacting to the invasion of Accra-based UTV studios, the lawmaker assured that all those arrested will face the full rigours of the law to serve as a deterrent to others.

The Information Minister condemned the action of the youth and pledged government’s commitment to press freedom.

When the incident occurred, Mr. Oppong Nkrumah said he called the police to ensure law and order at UTV.

He also urged the Ghana Journalists Association (GJA) to support the Ministry and other stakeholders to safeguard the media.

Speaking in an interview on Adom TV’s Badwam show, he stated that, there was a need for the government to cover part of the treatment.

The Information Minister suggested that, the National Health Insurance Scheme (NHIS) should absorb some of the cost of dialysis incurred by kidney patients.

“Government is waiting on the management of Korle Bu to complete its internal work and come forward with what its position is. The conversation has been going on, and I personally suggested that whatever the amount comes to, the NHIS Fund should be able to pick up,” he said.

The Ofoase-Ayirebi Member of Parliament called for proper financing of the NHIS in order to cover part payment for kidney dialysis.

The Renal Patients Association of Ghana, comprised of individuals with kidney conditions, have disclosed that fourteen of its members passed away between May and September while at the Korle Bu Teaching Hospital.

The Association attributed this to a shortage of consumables at the facility, resulting in a limitation of dialysis services to only emergency cases.

Spokesperson of the group, Michael Asante said the situation has instilled constant fear of death among many of them.

Opinions are divided over the decision to commit troops to the military intervention in Niger. Some security analysts argue that, Ghana may expose itself to external treat should it back ECOWAS’ decision.

Others also charged government to use the resources to solve the bread and butter issues confronting Ghanaians instead of wasting it in a needless war.

But Information Minister on Adom FM’s morning show, Dwaso Nsem Monday said such comment is borne out of lack of information.

He explained that, Ghana being a member state of ECOWAS is bound by the decision to return Niger to democratic rule.

Mr. Oppong Nkrumah maintained that, “insecurity somewhere is insecurity everywhere” thus it will be in Ghana’s interest to help find diplomatic solution to the crisis.

He cited how successive presidents including former President John Mahama committed troops to ECOWAS military intervention in Mali to buttress his point.

The Information Minister warned the security situation in the Sahel region could escalate if all members states do not support the military intervention.

He added that ECOWAS is still open to holding talks with the coup leaders.

Contributing to the statement on the mid-year budget presented by Finance Minister Ken Ofori-Atta on Monday, July 31, 2023, Mr Nkrumah said though calls remain for further budget cuts, the mid-year 21bn cut is commendable.

“I think one of the first things to note is that the appropriation has been reduced by GHS 21 billion and I think for those who pay attention to fiscal policy or to the fiscal framework, that is a good thing except that GHS 10 billion of that is somewhere around interest payment and the rest is spread across the various expenditure lines.

“Nonetheless, it’s a reduction in the appropriation of the government expenditure and I think that it is something that should give people some comfort that we are doing well to stay within the deficit constraints that we have imposed upon ourselves. But there are a lot of lessons that I think you know him wait till we need to learn moving forward and one of them for example deals with bolstering their relative stability that the Minister speaks about,” he said.

The 2023 budget saw a substantial GHS 21 billion reduction in government expenditure, a move that the Information Minister deemed commendable. He highlighted the importance of this fiscal discipline in achieving economic stability and adhering to deficit constraints set by the government.

While acknowledging that a portion of the reduction was allocated to interest payments, the Information Minister emphasized that the overall decrease in expenditure signals the government’s determination to streamline its financial resources and prioritize development initiatives.

He underscored the need to learn from the current economic landscape and make informed decisions to support the country’s economic growth. He emphasized that the government remains steadfast in bolstering financial stability, which was a key theme highlighted by Finance Minister Ken Ofori-Atta during the budget presentation.

The mid-year budget review provided an opportunity to assess the country’s economic performance and evaluate fiscal policies to ensure they are aligned with national development priorities. The reduction in government expenditure reflects the impact of the successful Domestic Debt Exchange Programme (DDEP), which has created fiscal space for growth-enhancing reforms and managed rising debt costs.

The budget review also highlighted the government’s growth agenda, which prioritizes inclusive development and private-sector investments to stimulate job creation and sustainable economic growth.

Key growth-oriented programmes, such as the Planting for Food and Jobs (PFJ) Phase II, aim to strengthen agriculture and value-addition, providing opportunities for the youth and fostering economic diversification.

The Member of Parliament (MP) for Ofoase-Ayirebi disclosed that he does receive an additional salary as a minister.

“It’s true that Nana Akufo-Addo explained why he has a number of ministers but the second part he added that most people who have been raising issues about the size of government have ignored is that the majority of ministers are Members of Parliament.

“And also because they are Members of Parliament, they do not take anything extra, it doesn’t cost the taxpayer anything extra on the compensation side. I am not paid even GHc1 as minister of state.”

He indicated that as part of government’s effort to salvage the economic crisis, salaries of workers have been cut down by 30% and the annual expenditure for ministries has been reduced.

“Just have a conversation with DCEs. Especially after the 30% cut was introduced, the DCEs are still being paid on the old salary scale. So if you cut that down by 30%, you will see what people are going through in government,” he said on Accra-based Peace FM.

Since the economic crisis, there have been several calls for government to cut down its size.

In view of this, Mr Oppong Nkrumah has been urged to do his work diligently and avoid coded and evil tactics.

“I have good advice for you, though. When I was part of the government, we were colleagues and I related to you as such. Now I will advise you as my son, just as I do my children. After all, you are the same age as my 4th-born son. When I returned to Ghana from Germany to start the cardiothoracic project you were just six years old as my 4th child. I will not lie to you or insult you or be harsh on you.

“My advice is, always remember that political power is both short-lived and effervescent. In about two years’ time you may no longer be in government, and you may experience the real world as former high-profile political power holders do. I will urge you to do your work diligently and avoid the coded and evil tactics Mr Paul Adom-Otchere boastfully and unashamedly told the world on ‘Good Evening Ghana’ that you employ to deal with your real and perceived enemies,” the renowned surgeon admonished.

This comes on the back of a response from the Ofoase-Ayirebi MP on his indictment in a 36-page galamsey report by Prof Frimpong-Boateng.

The report presented to the Chief of Staff in March 2021 accused Mr Oppong Nkrumah of bringing some journalists together to scheme to bring the former minister down while he served as Chairman of the now-dissolved Inter-Ministerial Committee on Illegal Mining (IMCIM).

The report claimed after the meeting, a number of media houses published series of articles to supposedly champion the agenda.

But Mr Oppong Nkrumah has vehemently rejected the allegations and has described them as falsehoods, adding that despite being utterly disappointed he forgives the author.

Meanwhile, Prof. Frimpong-Boateng stated he recently received a video from an Ofoase-Ayirebi constituent about galamsey activities in the area and doesn’t want to believe Mr Oppong Nkrumah’s alleged role.

The Information Minister has, therefore, been urged to investigate the matter and take the necessary action.

According to him, the approval of the six ministerial appointees by Parliament indicated that, contrary to the belief that a reduction in government size was a necessity to cut down expenditure, Parliament did not agree.

“The understanding I have is that parliament does not even share that view. You saw what happened in parliament the last time literally that question was put on the table.

“Despite all the conversations the last time it was put on the table, you saw the numbers. So, parliament as a body does not even share that view,” Mr Nkrumah said in an interview on The Probe, Sunday.

The Minister further disclosed that in the current administration, individuals who are appointed as ministers do not get an additional payment for that position.

This, he explained was because they, the ministers were already being paid as Members of Parliament.

He, therefore, emphasised that the citizens do not incur an extra cost if government decides to increase the number of its Ministers, hence the reason Parliament was not in concurrence with the populace’s view.

“It doesn’t cost the taxpayer any extra because they are paid as Members of Parliament,” Mr Nkrumah reiterated.

Additionally, the minister stated that in having conversations with Ghana’s external creditors, there has never been an instance where the size of government was cited as a factor for the increased government expenditure that he was privy to.

However, he assured that government was ready and open to possible ways of cutting down on expenditure.

“There’s already been action on various levels, and I’ve mentioned that the doors are not closed to further cuts as are being examined. And as we go through and as we examine some more, there are places where some more cuts can be done. It makes sense to make those cuts,” Mr Nkrumah told the host, Emefa Apaw.

This, he said, is to enable government secure Board approval for an IMF bailout (IMF).

Kojo Oppong Nkrumah, in an interview on Asempa FM’s Ekosii Sen programme Wednesday, was worried that these bills, if not passed, will affect domestic revenue.

“If we don’t do what we have to do for the country, we will have major challenges. So, this is a set of measures we must ensure is worth passing. This is a major bridge we have to cross in closing this revenue gap and ensure that there is more liquidity,” he stressed.

Three bills are currently before Parliament, with the government hoping to generate approximately GH¢4 billion per year if the bills are passed.

The bills are the Income Tax Amendment Act, the Excise Duty Amendment Act, and the Growth and Sustainability Act.

Though the Information Minister acknowledged that Ghana is currently in a challenging situation, he warned of dire consequences if the government’s efforts to close the domestic revenue gap continue to stall.

“We are not in a good place because we don’t have access to the international capital market. Having hard currency to service our import obligations is significantly being threatened.

“It is important we complete all prior actions, lock up this deal and get a shore up best from the IMF and other inflow sources and do certain broad things to ensure that the economy doesn’t crash and expand investments that will bring economic inclusion. We need to do what must be done to ensure that we cement the kind of relative stability we have had in the last four to five months and gradually begin to reverse the economic challenges we have had,” he said.

The Minister has already appealed to the Minority in Parliament and other relevant stakeholders to support the passage of the revenue bills.

“To our colleagues in the Minority, I think it is clear that we need to work together to achieve a certain objective for the country. My appeal to those in government, Minority, economic groups is that, we must ensure that these revenue bills are passed,” he urged.

“The ISD website which aims at combating misinformation on Monday published that there is always a national lighting moment when world leaders travel to countries,” he said on Accra-based Okay FM.

The Ofoase-Ayirebi MP explained the lighting was the same thing that was done when the Burj Khalifa in Dubai was lit with Ghana colours when President Akufo-Addo visited the country.

Social media on Sunday night was awash with criticisms and claims after the two flags put side by side reflected the rainbow colours the LGBTQ+ community identifies with.

The President allayed fears that contrary to speculations, there will be “no haircuts” on investments.

“I also want to assure all Ghanaians that no individual or institutional investor, including pension funds, in Government treasury bills or instruments will lose their money, as a result of our ongoing IMF negotiations.

“There will be no “haircuts”, so I urge all of you to ignore the false rumours, just as, in the banking sector clean-up, government ensured that the 4.6 million depositors affected by the exercise did not lose their deposit,” he said.

Akufo-Addo assured adequate steps will be taken to protect the investment of citizens as the government continues its negotiations with the International Monetary Fund (IMF).

The address has been met with mixed reactions with many expressing disappointment about why the President did not speak about his cousin.

Others have also asserted that the address did not inspire hope as was expected.

But Mr Oppong Nkrumah who doubles as Ofoase-Ayirebi MP said the Akufo-Addo-led government’s commitment was towards economic recovery at the moment with other matters to be addressed later.

“The President has met with the MPs who presented the petition and they have arrived at a decision. I think they believe that when there is turbulence, that is not the time to think of getting rid of the pilot,” he said.

According to him, they are still working and the right approaches are being rolled out.

Mr Oppong Nkrumah made these comments on Asempa FM’s Ekosii Sen on Monday when he outlined plans by the government to respond to the ailing economy.

“Government not throwing its hands in despair. We are working hard to solve the economic challenges. We have enhanced domestic programmes to arrest the economic challenges,” he said.

He also refuted that inflation in the country is domestically driven as stated by the International Monetary Fund (IMF), stating the government will not respond to critics who think the current situation is internal.

“Current challenges are global, if someone wants to politicise it, we won’t comment. Currently, our focus is to stabilise the cedi,” Mr Oppong Nkrumah stated.

The Ghana cedi continued its free fall, losing value twice within a day to sell at ¢14.50 to one US dollar on Friday.

This translated to 5.45% depreciation in a day and 17.5% in four days of the week.

Some economists had predicted the Ghana cedi will hit ¢15.00 to one dollar by end of 2022.

But on Monday morning, the local currency further depreciated to sell at ¢15.20 to one US dollar amid predictions by some economists that it will clock.

This is about 3.4% depreciation in less than a day, after trading this morning, October 24, 2022, at ¢14.70.

Meanwhile, the Governor of the Bank of Ghana, Dr Ernest Addion will on Tuesday meet managers of banks and operators of Forex Bureaux to address the depreciation of the cedi.

The meeting is also supposed to fix what the banks say is the overpricing of the dollar on the market.

Earlier, President Akufo-Addo said he was unsure if Aisha Huang was initially deported from the country.

According to him, her re-emergence raises concerns about whether she left Ghana in the first place.

Speaking at a Ho-based radio station, as part of his tour of the Volta Region, the First Man expressed reservation about the nefarious activities of Miss Huang and affirmed his support for her prosecution.

“I’m not still sure whether she was in fact deported. Or whether she fled the country the first time and has now come back. There still seems to be some uncertainty about it.

“But whichever way it is, she’s become the sort of nickname for all that galamsey represents,” he said.

Reacting to this, after a backlash, the Information Minister has asked media portals to refrain from misquoting the President.

According to him, there is a difference between deportation and repatriation, adding that, President Akufo-Addo never mentioned exactly what he was quoted for.

“Prez @NAkufoAddo has never said he isn’t sure if Aisha Huang left Ghana. Please quote him well. He said he wasn’t sure whether she was deported or she fled. The reason for the President’s comment is that there is a difference between deportation and repatriation.”

He continued, “While the Minister for Interior can deport, the Immigration Service cannot. The instrument which the Immigration Service uses in such circumstances is a repatriation notice. Either way, the effect was that she was caused to exit from Ghana at the material moment.”

On these visits, he interacts with chiefs and people, commissions project, inspects ongoing ones, and break grounds for new ones.

His tours which are in accordance with his commitment to pay yearly visits to each of the 16 regions of the country have so far taken him to the Northern, North East, Upper East, Upper West, Savannah and Central Regions. Especially at a time when many people are complaining about economic difficulties, why is the President seemingly restless in visiting various parts of the country?

When I asked him this ahead of the Northern Regional tour, he reiterated to me his reasons for these tours. First, they give him an opportunity to touch base and get a firsthand appreciation of the challenges many people are going through.

The tours also give him an opportunity to see for himself the progress of work on the ground and feedback it into the programmes and projects that are being executed. Most importantly, the President said now is the most critical time when reinvestment in the Ghanaian economy is required, and he want to be out there to see evidence of the reinvestment that are being done to build back the economy.

On the tour, the President inspected the ongoing construction of the district hospitals under his much-touted Agenda 111 project. Agenda 111, remember is government’s priority health infrastructure project that signifies the biggest investment in healthcare in the country.

This huge investment in the healthcare sector is to address the uneven distribution of healthcare infrastructure and also make Ghana the center of excellence in healthcare delivery in the sub-region.

Agenda 111 projects are not a myth, they are really happening on the ground. So far, work has begun on majority of the 88 district hospitals across the country with the President inspecting works on the Kpandai, Issa, Lambussie and Gomoa Afransi among other Agenda 111 construction sites during his tour. It was interesting to observe him reprimand some contractors for delays and be impressed with others for speedy work.

Also, the President is using the opportunity to assess the success of the One District One Factory (1D1F) flagship programme. The programme seeks to transform the country’s economy from a predominantly agro raw material-based to a more industry-oriented economy. So far, some 125 companies have been completed and are fully operational with 129 of them at various stages of completion and a further 24, at the mobilization stage.

It was almost impossible to believe two factories; the gas cylinder factory in Chochoe and the lubricant factory in the Gomoa East District being commissioned under the initiative in the Awutu Senya West Constituency of the Central Region. Each of these factories will contribute hundreds of jobs directly and indirectly, tens of thousands of incomes in the years ahead to the people who are working in them and an improvement in their own livelihoods.

President Akufo-Addo commenced his regional tours with a visit to the Northern Region where he inspected ongoing projects including the Agenda 111 hospital at Kpandai as well as the yam and cassava processing factory in Bimbilla under the 1D1F initiative. As part of the tour, the President also cut sod for the dualization of the Bimbilla town roads. The two-kilometre project, which forms part of the Eastern Corridor trunk road project consist of the construction of roundabouts, covered drainage systems, traffic lights, among other facilities.

In the Upper West Region, the President spent three days inspecting ongoing projects and cutting sod for the construction of new ones. President Akufo-Addo first paid a courtesy call on the Overlord of the Waala Traditional Council, Naa Fuseini Seidu Pelpuo where he instructed the Regional Coordinating Council (RCC) to sought approval for the procurement of 3,000 streetlights to be placed at vantage points to curb insecurity in the region. He assured the people of Wa of significant development in the region, emphasizing that his government will make sure that “the national cake is shared equitably.”

He proceeded to inspect ongoing works on the Phase II of the Wa Youth Resource Centre in the Wa Central constituency. The youth center is 1 of the 10 resource centers being constructed across the country. The Phase I of the project is 98 per cent complete while the second phase which is ongoing is 30 per cent complete. The project consultant assured the President of the completion and handing over of the project by end of this year.

President Akufo-Addo departed Wa to Lambussie where he inspected the ongoing construction of the district hospital as part of the Agenda 111 project. The hospital, when completed will boost healthcare delivery in the district. He also cut the sod for the dualization of the Nandom town roads. He inspected ongoing works at the Wa Shopping Centre and proceeded to Kaleo to commission the Kaleo Solar Power Project.

The 13 megawatts solar power project helps government in its efforts to diversify the country’s entire generation portfolio to renewable energy and at the same time, increase the region’s power generation to provide enough energy capacity to meet industrial power demands and domestic needs.

His visit to the Savannah Region saw him inspect rehabilitated works at the Salaga Water System in the Salaga North constituency. The President also inspected work on the Tamale-Salaga-Mankango road, and the Bunjai-Fulfulso road bringing an end to his two-day two of both the Upper West and Savannah Regions.

President Akufo-Addo switched his attention to the southern part of the country where he visited the Central Region last Friday. The two-day tour of the region began in Kasoa in the Awutu Senya East constituency, where the President inspected work on a Court Complex. He proceeded to the Awutu-Senya West constituency to inspect work on the Kasoa-Bawjiase road and commissioned a 1D1F gas cylinder factory in Chochoe. The President also commissioned another 1D1F lubricant factory in the Gomoa East District at Fetteh and inspected an Agenda 111 Project in Gomoa Afransi in the Gomoa Central constituency.

As the President prepares for his Volta Regional tour next week, for those who were beginning to despair as a result of the pains of the economic challenges, his tours and the evidence of the rebooting works going on around the country should bring back your smiles. As he works to bring back stability after the globally induced turbulence, his next objective is to invest in the real sector. These investments, evidence of which are unfolding before our very eyes on TV are the things that will bring back the growth, jobs, incomes, and an improvement in the quality of life that we need.

In an engagement with townsfolk and traditional leaders on both sides, Mr Oppong Nkrumah expressed regret about the happening which has left one person dead and four others sustaining varied degrees of injuries.

“First of all, we are one people. Whether you are from Brenase or from Ofoase, we are one people living in harmony. That is why we shouldn’t allow things like this to divide us. Ofoasi-Ayirebi is noted for being one of the peaceful areas in the region.

“Over the years, we have experienced significant developments which have made our constituency the envy of many. So we need to come together as one people and not engage in acts that further divide us,” the MP said.

He called on both factions to exercise restraint and maintain law and order in the area while the Police expedite investigations into the matter.

The meeting comes on the back of clashes between youth of the two towns. Residents of the towns have previously lived in unity until recently when reports of attacks on each other emerged. Though the Police have restored law and order tensions remain high with fears of reprisal attacks being planned.

He has, therefore, asked the Police and the District Security Council to step up patrols and intelligence led operations to forestall further violence.

Traditional leaders and youth of both towns thanked the MP for his visit and committed to live in peace while asking for justice to be done by the state.

Speaking at the opening ceremony of a training workshop for judges on the need to protect freedom of expression and safety of journalists in Ho on Monday, June 20, Mr Oppong Nkrumah urged members of the Bench to institute punitive actions against persons who abuse media practitioners.

“It will be the strongest message to the next batch of state and non-state actors that it is not acceptable to attack journalists no matter how much you disagree with what they say.”

The Ofoase Ayirebi lawmaker acknowledged that although “the wheels of justice may grind slowly,” it is high time offenders were given deterrent punishments.

The workshop is designed to deepen the capacity of judges in dealing with matters of freedom of expression and safety of journalists.

It would also help them reinforce their expertise towards fighting abuses against journalists by ensuring prosecution and trial of those responsible for such attacks.

The training comprises 25 judges from both the High and Appeal courts.

The UNESCO Country Representative, Abdourahmane Diallo, Representative of the Chief Justice, Prof Dominic Dennis Adjei who is also a Justice of the Court of Appeal as well as other well-known dignitaries were present at the event. 

On his part, Mr Diallo said the issue of freedom of expression and the safety of journalists is a very delicate area, which demands the attention of duty bearers, arbitration authorities and the security services.

This, he explained, is because freedom of expression and the safety of journalists are fundamental freedoms that determine how compliant or negligent a country is in relation to its constitutional provisions on these fundamental freedoms.

Prof Justice Adjei underscored the need for a collaboration between stakeholders within the media space to build a more robust ecosystem that ensures that infringements on the safety of journalists are reduced to the barest minimum if not eradicated entirely.

Attacks on journalists

The Information Ministry in addressing the issue of attacks on journalists has set in motion a number of programmes with the objective of supporting the Ghanaian media.

The engagements, since 2019, have led to the development of some key interventions aimed at supporting the media industry confront the key issues it is faced with.

First is the inauguration of the office of the Coordinated Mechanism on the Safety of Journalists (CMSJ) under the National Media Commission (NMC).

Key to the operation of this office is the development of a framework for use by all stakeholders to create a safe and conducive environment for the practice of journalism; prevent violence against journalists; protect journalists in danger and prosecute perpetrators of violence against journalists.

Through its Media Capacity Enhancement Programme (MCEP), the Ministry is also providing training for some 250 journalists on emerging issues in journalism – this forms part of collaborative efforts to support the sector, which has been challenged in recent times.

The Right to Information (RTI) has also been rolled out in full. This included the training and deployment or designation of RTI officers in the almost 600 government offices nationwide.

It also includes the set-up of the RTI Commission, which is aimed at ensuring compliance by public offices to the RTI Act.

The MP, who doubles as the Information Minister, was accompanied by the District Chief Executive (DCE) of Akyemansa, Paul Asamoah.

The lawmaker, following the visit, indicated the Police are still on a manhunt for the perpetrators of the heinous crime.

He assured the victim is getting regular support and is healing.

Mr Oppong Nkrumah went on to thank all those who have helped the healing process so far.

The victim, who is a Junior High School (JHS) pupil, has been left emotionally traumatised after being physically subjected to beatings and sexually harassed by two boys who were reportedly hired by her stepfather for sleeping outside.

The step-father, identified as Kofi Owusu, a farmer and her mother, Sarah Frimpong, allegedly hired the boys who whipped and fingered the little girl after stripping her naked.

The boys also took videos of her nakedness to share on social media all under the supervision of both her step-father and her biological mother.

According to him, the report by RSF is a baseline reference document, which may be used to gauge Ghana’s press freedom in the future.

In a statement on Wednesday, the sector minister stressed that even though the publishers called for circumspection in comparing the 2022 report to that of 2021, due to the differences in methodology, the government will still consider a raft of measures to improve the country’s rating.

“The Government of Ghana in pursuance of its desire to continuously promote press freedom and the safety of journalists intends to do the under-listed; Work in collaboration with the National Media Commission to deepen the execution of the Coordinated Mechanism on the Safety of Journalists.

“Collaborate with stakeholders including Civil Society Organisations in deepening education for State and non-State actors on the safety of journalists

“To address the RFS’ concern about the poor economic conditions of most journalists in the country, the government will continue engagements with media associations including media owners to improve the working and economic conditions of journalists.

“Collaborate with stakeholders in the fight against disinformation and spread of fake news”, the statement revealed.

Touching on the positive highlights of the report, Kojo Oppong Nkrumah, noted Ghana’s areas of stride, stating that, “Ghana performed creditably well in three (3) of the five (5) parameters under the new methodology, namely, Political Context, Legal Framework and Social Context. Ghana scored 66%, 81% and 79% in that order.

It is worthy of note that this rather significant performance amidst a general downgrade is largely due to initiatives such as the passage of the Right to Information Act, the Coordinated Mechanism on Safety of Journalists and the Media Capacity Enhancement Programme”.

On the lows of the report, the Ofoase Ayirebi MP acknowledged that “Ghana’s performance on the safety of journalists leaves room for improvement”. Adding that, “Ghana’s performance on Economic Context is very poor and must equally be reserved”.

The Reporters Without Borders (RSF), a France-base NGO on Wednesday, published a report, detailing Ghana’s performance in terms of press freedom.

According to the report, Ghana has dropped 30 places in the latest press freedom index put together by Reporters Without Borders for 2022.

The report, which was released to commemorate international Press Freedom Day, 2022, scored Ghana 67.43, placing Ghana 60th on the index that monitors 180 countries.

This ranking is the lowest the country has ever seen in the past 17 years since it placed 66th in 2005.

On the African continent, the country was ranked 10th behind a number of African countries, including Burkina-Faso which ranked 6th on the continent.

However, in 2018, Ghana ranked first in Africa, a slot which is now being occupied by Seychelles.

The report also said “government has shown itself intolerant of criticism. In addition, one-third of media outlets are owned by politicians or by people tied to the top political parties. The content they produce is largely partisan”.

As part of the reasons for Ghana’s dip in the performance, the Reporters Without Borders explained that based on its findings, journalists in Ghana do not earn decent incomes to sustain their livelihoods.

The group, therefore, scored Ghana 47.22, in terms of the economic context of journalists.

Other indicators which were also used in the computation of Ghana’s current rating included the country’s political, social, legislative and security contexts, amongst others.

Commenting on the findings, Kojo Oppong Nkrumah further intimated, “It is important to emphasize that the change in methodology significantly accounted for the drop in ranking for a number of countries including the Netherlands that dropped from 5 (2021) to 28 (2022) in global ranking.

Due to this development, four (4) of the countries (Netherlands, Jamaica, Switzerland and New Zealand) that ranked top ten (10) in 2021 significantly dropped in ranking, slumping out of the top ten (10) in the year under review”.

He added that “It is worthy of note that Ghana’s dip in ranking was largely influenced by two of the new parameters, namely, the Economic Context and Safety of Journalists where the country scored 47.22% and 62.25% respectively.

The country comparatively performed better in guaranteeing safety of journalists (62.25%) juxtaposed to economic factors that influence media work (47.22 %) underpinned by poor salaries for journalists and the lack of financial sustainability of some media houses, making a number of them economically less viable”.

Meanwhile, the New Patriotic Party (NPP) has condemned portions of the 2022 World Press Freedom Index which tagged the Akufo-Addo administration as “intolerant of criticism from citizens and the media”.

The party argued that, in contrast, the media under the NPP is the freest ever.

Speaking at a press conference on Wednesday, Director of Communications of the party, Yaw Boaben Asamoa noted that the party’s contribution to the growth of the media under the Fourth Republic is rather exceptional.

“The NPP believes Ghana’s media is the freest ever and that its contribution to media growth are unparalleled in the Fourth Republic”, he said.

Mr. Buaben Asamoa also highlighted some contributions to media freedom by the party to debunk recent reports on government’s alleged aversion to free speech.

“In sum, NPP decriminalised speech, supported infrastructure and training with the International Press Centre and support funds and improved spectrum allocations and regulatory oversight”, he added.

Minister for Information, Kojo Oppong Nkrumah, has brought to light some unwritten rules in politics, which he said all politicians must be mindful about.

The rules were contained in a book, which was authored and launched by former Deputy Communications Minister, George Andah, on Tuesday, April 26 at the Labadi Beach Hotel.

Reading the rules written by George Andah, the Information Minister stated that, his favourite rule is the one that states that, “In any political equation, there’s always someone being used. If you look around and you can’t find that person, then it is you.”

Stating the other rules, he noted that, “In politics you must understand the following. One, no one has your interest. Two, everybody is chasing their interest. Three, dealing with politicians is like sleeping with tigers. You must always have your eyes wide-open.”

He also added that, “Five, serving politicians is like a bandage on a wound. Once the wound is healed, your usefulness ends. Six, in politics, never wail more than the bereaved. They will get the reward, while you inherit their enemies. Seven, in politics, in any event, if other interests conflict with your interest, and you have to choose, always choose yours.”

In conclusion, he reiterated that, “Eight, never cross oceans for politicians. You may drown.”

At the event, which was attended by some political dignitaries and corporate professionals, George Andah launched his book, titled, ‘Determined to do more, the Mission is possible’.

Speaking at the launch, he stated that he has not regretted transitioning from the corporate world into active partisan politics.

According to him, the experience has given him the opportunity to grow his career although he is yet to master the art of convincing people to believe in his political ideology.

He noted that he has learned lessons from his experiences in politics to further guide his life exploits.

The former Awutu Senya West MP, however, lamented the consequences of image dent associated with being actively involved in Ghanaian politics. He made these comments in an interview with JoyNews after the launch of his book.

The former MP has worked for several years in the corporate world as the Marketing Director of Guinness Ghana Breweries Ltd to being the Chief Marketing Officer for Scancom Ltd., a member of the MTN Group. He later became the Chief Marketing Officer of Bharti Airtel Nigeria, to the Country Manager of Glo Mobile Ghana and the Regional Director, Marketing Promotions, Globacom. 

He then went on to establish his own company called, RUDDER Solutions, a Ghana-based market-development management consultancy service.

He joined active politics in 2016 and won the seat to represent the NPP but lost the 2020 general elections to the NDC.

The over 200-paged book was launched at the Labadi Beach Hotel on Tuesday.

It provides detailed accounts of his childhood, teenage and adulthood, guided by his can-do attitude, captivating and exciting life stories.

The autobiography is an uplifting story of struggles, successes, personal tragedy and an unending desire not to give up.

It was launched by Barimah Kwaku Dua. The Minister for Information, Kojo Oppong Nkrumah and other dignitaries were in attendance.

The facility also comprises an office and a store, all connected to electricity and equipped with mono desks, teachers’ tables and chairs, as well as ceiling fans.

The MP who doubles as the Information Minister inaugurated the facility at a grand ceremony on Friday.

The building is to replace an old dilapidated structure where teaching and learning previously took place.

The over 65-year-old school has seen no major renovation since its establishment.

The old building poses a lot of dangers to pupils and teachers particularly on rainy days, a situation which was negatively affecting academic activities.

Speaking to Adom News, the MP noted that the new building was in fulfillment of a needs assessment from the Oppong Nkrumah Educational Fund.


Mr Oppong Nkrumah stressed that the fund has already engaged many youths in the district in trades and is poised towards enrolling a lot more into professional journalism which used to be his own profession.

He used the occasion to admonish both parents and pupils to value education and also invest in it.

Meanwhile, pupils of Ayirebi Presby JHS thanked Mr Oppong Nkrumah for the kind gesture.

He said the absence of the levy on the order paper for Tuesday’s siting is part of the reasons to allow for further consultations on the controversial bill before it will be submitted to be passed or rejected.

On whether the rate of 1.75% would be reduced, Mr. Oppong Nkrumah said: “Is the Executive coming midway through the process to withdraw and amend [the 1.75% E-levy]? I’m not sure that’s what we have been informed [that] the Executive seeks to do. I have said over and over again that the Executive’s Bill, as was brought to and approved by Committee, is now before the House for consideration.

“The intention is to engage and explain why the state needs to raise that money. It’s not the government that wants the money; the state needs those resources to be able to deliver on the very things that we are all asking the state to do,” he told JoyNews’ Kwesi Parker Wilson on Tuesday, January 25.

The Ofoase-Ayirebi Member of Parliament noted that “the E-levy has already been approved by the Committee of Finance, and the report has been sent to the plenary.”

“As the Finance Minister mentioned, the expectation is that as plenary sittings resume from today, it will be up for consideration. It is not for any reason or a decision to back down on it or throw it away.

“The e-levy has been factored into all of the estimates that have already been approved and the appropriations that have been approved; what remains now is for us to consider the revenue bill associated with it properly. My understanding is that the Business Committee will determine when to programme it for consideration by the plenary,” he said.

He rejected claims that the government failed to adequately engage the Minority group on the E-levy bill during the recess.

According to him, it is only mischievous for people to say that there have not been any consultations on the levy, adding that “the facts don’t support that particular position.”

“The point is that some people are of the view that no matter what you say, they are opposed to an effort by the government to raise more revenue through this particular channel to satisfy the very obligations that all of us are saying the government should satisfy.

“Anybody who creates the impression that there have not been any engagements on E-levy is just refusing to look at the facts. You will recall that right from the very beginning in Ho; the Minority advertised that they will not be convinced by anything on E-levy.
