The Executive Director of the Africa Centre for Retirement Research (ACRR), Abdallah Mashud, has criticized the ruling New Patriotic Party’s (NPP) promise to enroll security service workers under the CAP 30 pension scheme, calling it contradictory.
Discussing the pension policies of the NPP and the National Democratic Congress (NDC) on Joy News’ AM Show on Tuesday, October 29, 2024, Prof.
Mashud pointed out that pension law mandates a unified social security system. He cited Section 213, which requires that, five years after the implementation of Act 766, all pension schemes must be unified under a single social security umbrella, with the National Pensions Regulatory Authority (NPRA) responsible for enforcing this.
He noted that the NPP’s pledge to move security service workers to CAP 30 contradicts their commitment to a unified pension scheme.
“The NPP says they want to build a unified social protection benefit scheme but also aim to place security service workers under CAP 30. This is a sharp contradiction,” he stated.
The NPP’s 2024 pension manifesto promises to expand the national pension scheme, unify social protection benefits for improved targeting, and protect the elderly by creating secure, sustainable pensions.
The manifesto also pledges to pass an Ageing Act to establish a comprehensive legal framework for the elderly.
