Minority dismisses 2025 budget as lacking credibility

The Minority in Parliament has strongly criticised the 2025 Budget Statement presented by Finance Minister Dr Cassiel Ato Forson on Tuesday, March 11, describing it as lacking credibility due to inconsistencies in the figures.

At a press conference on Thursday, March 13, former Finance Minister and Ranking Member of Parliament’s Finance Committee, Dr Mohammed Amin Adam, led the Minority in challenging the accuracy of the budget.

He argued that the figures cited by Dr Forson in Parliament did not align with those in the official budget documents, including its appendices, raising concerns about transparency and accountability in the government’s fiscal planning.

“As I have always said, the real details of any budget are in the appendices. The Finance Minister stated that revenue will grow by 17.2% of tax to GDP ratio, but in the appendices, it is 16.1%. Clearly, there is a credibility issue with our budget,” Dr Amin Adam stated.

Former Minister of State at the Finance Ministry, Abena Osei-Asare, also accused Dr Forson of presenting inconsistent data, arguing that these contradictions undermine public confidence in the government’s economic policies.

The Minority Caucus has therefore called on the government to clarify the discrepancies, insisting that the 2025 budget should reflect the true state of the economy.

They warned that failure to ensure transparency in financial reporting could have serious implications for investor confidence and Ghana’s economic recovery efforts.
