The Ghana Shippers Authority (GSA) has addressed recent delays in container delivery and evacuation at Tema Port, citing scanner breakdowns at terminals and system glitches as the primary causes.
In a public announcement issued on December 24, 2024, the GSA acknowledged the significant impact of these issues on cargo clearance and outlined steps to resolve them.
“It has come to our attention that shippers are experiencing delays in the delivery and evacuation of containers from Tema Port due to scanner breakdowns at terminals and system glitches, which have severely affected the cargo clearance process,” the statement noted.
The GSA identified the ongoing malfunction of the scanner at MPS Terminal 3 and intermittent issues with the Integrated Customs Management System (ICUMS) as key contributors to the delays.
Despite these challenges, the authority assured stakeholders that efforts to resolve the issues are ongoing. “GSA is aware of the strenuous efforts being made to address these persistent challenges,” the announcement said.
The GSA also reminded the shipping community of their rights: “No shipper using a port in Ghana should be liable for costs arising from delays not caused by the shipper.”
The authority urged cargo stakeholders, consignees, and service providers to promptly report any such charges for investigation and possible refunds if systemic failures are identified.
“GSA remains committed to collaborating with all stakeholders to ensure efficient service delivery in the shipping sector,” the announcement concluded.
