This decision was made official in a letter signed by Minority Leader Mr Alexander Afenyo-Markin on Friday, March 7 and copied to the Ghana News Agency, Accra.

According to the caucus, Mr Darko’s experience and expertise made him the ideal candidate to represent their legal stance on constitutional and legal matters to the public and stakeholders.

Mr Darko’s responsibilities will include representing the Caucus on legal and constitutional cases, ensuring the Caucus’s interests are protected and advanced.

“Legal advice on providing expert legal advice to the Caucus on any constitutional matter, helping them navigate complex legal landscapes.

“Public engagement of participating in interviews, press conferences, and public events to communicate the caucus’s legal positions and perspectives,” it said.

The letter added that the Caucus expected Mr Darko to uphold the highest standards of professionalism and confidentiality in his new role.

This appointment is seen as a strategic move by the Minority Caucus to bolster their legal capabilities and effectively advocate for their interests in Parliament.

Garu MP and former Medical Director at Ridge Hospital, Dr. Thomas Anaba, has called for enhanced security measures for the Special Prosecutor and his office, citing increasing threats against Ghana’s anti-corruption efforts.

His concerns come in response to recent revelations by Special Prosecutor Kissi Agyebeng about threats to his life and the safety of his staff.

Dr. Anaba believes these threats reflect a broader issue—corruption is deeply entrenched in the country’s political and economic system, and those benefiting from it are resisting accountability.

“Look at what he has said—it appears the leadership of the country establishes anti-corruption agencies as a smokescreen while continuing their corrupt activities behind the scenes.

“The Office of the Special Prosecutor is still evolving, but now that he has spoken about the dangers he and his staff face, we must reconsider how to protect anyone who occupies that office,” he urged.

Echoing sentiments shared by IMANI Africa’s Kofi Bentil, Dr. Anaba argued that corruption is often driven by politically connected individuals who influence security forces, the media, and government institutions, making it difficult for the OSP to operate independently.

To address this, he proposed ensuring the full autonomy of the Office of the Special Prosecutor (OSP) by preventing cases from being transferred to the Attorney General’s office for prosecution, a process he believes allows political interference.

He also suggested providing the Special Prosecutor with the same level of security afforded to high-profile officials like the Electoral Commissioner, who currently has military personnel stationed at her residence.

Parliament has restructured the Appointments Committee, Business Committee, and the Committee of Selection, along with other parliamentary committees, to reflect recent leadership changes and ministerial appointments.

The exercise was conducted in line with Article 103 of the 1992 Constitution and Parliament’s Standing Orders.

A statement from Parliament indicated that the Committee of Selection, responsible for determining committee memberships, oversaw the process to ensure the new composition accurately represents the current makeup of the House.

The adjustments were made to maintain balance between the Majority and Minority Caucuses while upholding principles of fairness and inclusivity.

The need for reconstitution arose after some committee members were appointed as Ministers of State. Additionally, shifts in the leadership of the Majority Caucus following these appointments required corresponding changes in committee memberships.

The selection process also considered structural roles within Parliament, with certain positions—such as Majority Leader, Deputy Majority Leader, and Chief Whip—automatically influencing committee representation.

Currently, Parliament consists of 183 members in the Majority Caucus, 88 in the Minority Caucus, and four Independent MPs. The Independent Members have opted to align with the Majority, effectively adjusting the parliamentary ratio to 187 for the Majority and 88 for the Minority.

The Committee of Selection adhered to Standing Order 210, which mandates that the distribution of committee chairpersons should reflect the numerical strength of each party in Parliament.

Following extensive discussions, the committee has concluded the restructuring process and submitted the revised list of committee members for approval by the House.

Cudjoe referenced the Senchi Economic Forum, noting that its homegrown solutions contributed significantly to Ghana’s economic recovery under the International Monetary Fund (IMF) program.

“The last dialogue the NDC had—not because I was part of it, but because I saw real value—produced solutions that fed into the IMF program. Yet, my friends in the NPP dismissed it after making grand claims about public sector reforms,” he remarked.

Meanwhile, Dr. Ishmael Yamson, Chairman of the National Economic Dialogue, has attributed most of Ghana’s economic woes to self-inflicted issues.

He cautioned that resetting the economy, as promised by President John Dramani Mahama, would be a challenging process, urging Ghanaians to remain patient and committed to the necessary reforms.

The Minister of Foreign Affairs, Samuel Okudzeto Ablakwa, on March 5 announced that President John Mahama has directed the immediate reversal of all allocations and sales of land belonging to the ministry.

Speaking on state land acquisitions by public officials, the Garu MP emphasised that individuals in positions of power should remain subject to scrutiny even after their time in office.

“Politically exposed persons should remain under scrutiny until they die; it shouldn’t be limited to four years,” the MP stated.

Speaking on JoyNews’ Newsfile, he further argued that public officeholders should never be allowed to use their political positions to acquire state properties, including land, houses, or vehicles.

“Once you choose to enter politics, understand that you should never have the power to acquire any state property in the future, whether land, vehicles, houses, or any other state assets,” Dr. Anaba remarked.

He also noted that politics should be seen as a service to the country rather than an avenue for personal gain.

“To me, politics is service,” he noted, adding that politicians should be held to a higher standard even after they leave office.

He also praised the president’s efforts to reverse these acquisitions, seeing it as an important step to ensure that current appointees understand the consequences of misusing their political power for personal enrichment.

“The president’s decision to reverse these land allocations is commendable. It sends a strong message to current appointees,” he concluded.

While acknowledging the decision, he called for a more transparent system to prevent political misuse of public assets.

Speaking on Newsfile on JoyNews on Saturday, March 8, Bentil urged Mahama to go beyond reversing questionable land allocations by institutionalizing strict rules to eliminate discretionary allocation of state properties.

“I commend President Mahama. President Mahama has stopped one thing, but he can do more. In four years, he can publish rules under Article 296 to ensure that no Chief of Staff, no government official, may allocate state property to any private person under any circumstance except through a lawful process,” he stated.

He emphasized that public officials must adopt a stewardship mindset, rather than treating governance as an avenue for personal enrichment.

“People must go into government knowing they are stewards. A steward doesn’t enter office looking to loot as if they have just won a war,” he added.

Bentil criticized the practice of successive governments exploiting legal loopholes to allocate state resources to political allies and cronies, stressing that state assets—including lands, vehicles, and buildings—should only be disposed of through due process.

He referenced Article 296 of the Constitution, which mandates clear, published guidelines for discretionary decisions, and Article 257, which vests state lands in the President. He also cited the Public Procurement Act 663, which outlines lawful asset disposal procedures.

“When it comes to state vehicles, the Chief of Staff will write a letter granting what is more or less a waiver for a car to be sold to someone. That is not lawful. The Chief of Staff does not have that authority. The same goes for state lands,” he asserted.

Bentil insisted that state properties must be auctioned to the highest bidder to ensure maximum national benefit.

According to him, the previous New Patriotic Party (NPP) government’s failure to tackle the menace effectively contributed to its electoral loss.

Jackson, who participated in the #StopGalamseyNow protest in Accra, stressed the devastating environmental and economic impact of illegal mining.

In a post on X on March 7, he cautioned, “Lest the ‘powers that be’ forget: Galamsey was one of the reasons NPP lost this election.”

Meanwhile, Minister of Lands and Natural Resources Emmanuel Armah-Kofi Buah, in a parliamentary briefing on February 20, disclosed that 44 forest reserves in Ghana remain under attack by heavily armed illegal miners.

However, he noted that the government had successfully reclaimed the Shelter Belt, the largest of nine forest reserves controlled by illegal miners for nearly a decade.

The operation, carried out with the support of security agencies, marks a significant milestone in the fight against illegal mining.

The former minister defended the New Patriotic Party’s (NPP) track record, highlighting that between 2017 and 2024, the Akufo-Addo-Bawumia administration worked on 13,624.25 kilometers of roads, compared to 4,636 kilometers under the previous National Democratic Congress (NDC) administration. He clarified that these figures include construction, rehabilitation, reconstruction, and upgrading projects.

Advancements in Interchanges and Bridges

Beyond road construction, Asenso-Boakye emphasized the NPP administration’s achievements in developing interchanges and bridges to improve connectivity and safety. He stated that the Akufo-Addo administration had completed nine interchanges, with 13 more under construction, compared to five completed under the Mills-Mahama administration.

He also noted that between 2017 and 2024, over 35 bridges had been completed, with more than 50 others at various stages of construction nationwide.

Addressing Urban Road Conditions

Responding to Mahama’s concerns about poor roads in urban areas, Asenso-Boakye attributed the issue to rapid urbanization and population growth. He explained that as cities expand, new access roads are created, initially in basic conditions awaiting further investment, which he said reflects the government’s responsiveness to growing urban populations.

Asenso-Boakye concluded by asserting that the road sector is in a better state than before, emphasizing the NPP’s commitment to infrastructure development.

“Our record in the roads sector is unmatched and unprecedented. No other government in Ghana’s history has done more,” he declared.

Everybody you talk to has a different definition—one programme, many definitions.”

He urged the government to focus on governance rather than propaganda, emphasising that “the propaganda will not create jobs, it will not put food on the tables of people, it will not put clothes on the backs of people.”

“Spend time doing less propaganda and more time bringing your governance programmes so that Parliament can assist you and work on them,” he added.

The Ofoase Ayirebi MP also challenged the ruling government to move beyond political rhetoric and provide concrete policies to address pressing economic issues.

He questioned the government’s commitment to tackling rising transport fares, high electricity bills, and food inflation, stating that the President failed to outline any clear plans to address these challenges.

According to him, instead of the government proffering solutions to the issues he campaigned on, “all we heard was lamentation and blame on past leaders, just like in 2013.”

“The real issues that you [NDC government] campaigned on—the things that the millions of young people who were singing ‘kwen kwen’ are waiting to hear you deliver on—get lost in the cracks. I want to remind you of the things you campaigned on and the expectations people had when the President mounted the podium.”

According to him, while the President presents this as a move toward efficiency, many of the responsibilities previously handled by ministers have simply been shifted to the Office of the President.

This, he said, has led to the appointment of numerous Presidential Advisors, Staffers, and Aides—many of whom receive the same benefits as ministers but do not require parliamentary approval.

“The President says he has reduced the number of ministers, but he has increased the number of people working at the presidency. These advisors and staffers enjoy the same privileges as ministers, so where is the cost reduction?” Jinapor questioned.

He explained that some of these appointees, such as Senior Presidential Advisors, receive salaries and benefits equivalent to Cabinet Ministers, while Presidential Aides are treated like Deputy Ministers.

Jinapor also noted that despite merging or scrapping some ministries, their functions still exist and are now being handled within the presidency, meaning the government’s overall spending has not reduced.

He highlighted that the Office of the President now has several high-ranking officials, including a Senior Presidential Advisor on Government Affairs and nearly 10 other Presidential Advisors focusing on different sectors such as the economy, corruption, and diaspora affairs.

“There is even a Director of Agriculture and Agribusiness at the presidency, yet we already have a Ministry of Food and Agriculture. So, what exactly is being reduced?” he asked.

Jinapor also pointed out that while the President has decided not to appoint Deputy Regional Ministers, he has instead assigned 16 Presidential Staffers to oversee regional matters. He questioned whether these individuals are simply Deputy Regional Ministers under a new title.

Additionally, he raised concerns about the growing number of communication-related appointments at the presidency, revealing that there are over 20 people handling government communications, including a Presidential Advisor on Media, multiple Directors and Deputy Directors of Communication, and other specialists.

“What exactly are they all supposed to be communicating?” he asked.

Beyond the issue of government size, Jinapor criticized the President for failing to fulfill key campaign promises, such as ensuring that 30% of Cabinet Ministers are women.

“If the promise cannot be kept, the government should be honest with Ghanaians instead of quietly making appointments without accountability,” he stated.

He concluded that shifting responsibilities from ministries to the presidency does not reduce costs but instead raises concerns about transparency and governance.

He urged the government to be open with citizens and prove that these changes truly lead to efficiency rather than simply renaming roles while maintaining the same expenses.

Unknown gunmen have reportedly invaded the Hohoe residence of former Member of Parliament (MP) for Hohoe, John Peter Amewu.

At the time of the incident, Amewu was not home.

The former Minister for Railways Development confirmed the attack in an interview with Citi FM, stating that the assailants were armed.

Amewu, who is currently in Accra, said information gathered suggests the invasion occurred around 4:30 p.m. on Wednesday.

According to him, one of the assailants, when questioned, identified himself as a bailiff and claimed they were acting on “orders from above.”

He explained that the group insisted he was not properly elected in the 2020 election and that because the New Patriotic Party (NPP) was in power, President Akufo-Addo had influenced the Supreme Court’s decision to validate his election.

The attackers reportedly fired warning shots, sparking a confrontation with some of Amewu’s supporters.

“They said they were there to serve me a notice because I was not duly elected in 2020, hence their decision to serve me. And that the C.I. was not constitutional,” he stated.

Amewu expressed concerns over Ghana’s democratic practice, questioning whether government officials should be treated in such a manner.

He noted that the incident has been reported to the police but declined any protection.

“Mr. Speaker, President Mahama has not limited himself to just reducing the number of ministers. As I speak to you, there are only 56 ministers. In fact, Ghana is currently being run by just 42 ministers because deputy ministers have not been approved,” he explained.

However, Damongo MP and former Minister for Lands and Natural Resources, Samuel Abu Jinapor, disagreed.

He acknowledged that President Mahama has indeed appointed fewer than 60 ministers but accused him of filling the Jubilee House with excessive staff.

According to him, the President is struggling to keep his promise, appointing more staffers whose salaries and benefits match those of Ministers and Deputy Ministers.

He made it clear that there is no ambiguity in the party’s constitution regarding leadership.

“There is nothing in our party that says otherwise,” he added.

Mr. Boadu explained that the chairman leads all party meetings, including those with Presidents, Members of Parliament (MPs), or other officials, adding that this structure is distinct from that of other political parties, particularly the NDC.

“Even if we have a President or MPs, the chairman is the leader of the party and chairs all the meetings. We are not like the NDC because they are a socialist party,” he noted.

He stated that there is no provision in the NPP’s constitution that suggests the president or a presidential candidate takes precedence over the chairman in party matters.

In response to questions about leadership within the party, Mr. Boadu clarified that while some may consider changing the title of the leader, the NPP’s constitution does not support this idea.

“The only proposal I will bring is to make a leader in the constitution, as there is nothing like a leader in our current constitution,” he said.

Boadu also addressed the issue of sycophancy within the party, acknowledging that some members may try to elevate others beyond their roles.

“Sometimes sycophancy is a problem, as they always want to think otherwise,” he concluded.

Speaking on Asempa FM’s Ekosii Sen show, Mr. Boadu dismissed the Ministry’s claims, arguing that their expectations were too high.

According to him, the project is ambitious and requires time.

He pointed out that some hospitals have already been commissioned, questioning why there is still dissatisfaction.

“Are they are expecting former President Akufo-Addo to come and finish the work himself? Should we pay taxes to Akufo-Addo to go and finish the Agenda 111 project for you to be there? NDC wanted Akufo-Addo to leave behind money before they can complete the Agenda 111, or what?”Mr. Boadu asked.

The NPP Minority had claimed that the hospitals in Trede, Kokoben, and Ahanta were fully completed and operational.

However, the Ministry of Health clarified on March 4 that these projects were still unfinished, with $8.03 million required to complete each facility.

The Ministry also stated that medical equipment had not been installed, and some laboratory facilities were still under construction.

But Mr. Boadu defended the government’s approach, explaining that the previous administration had no dedicated funds for such projects.

He added that the funding for Agenda 111 was expected to come from the GOG, which has been a key source for many such projects.

“The previous government didn’t have a fund for this; they were relying on the Government of Ghana (GOG) to release funds as and when available. So, they should continue in that manner,” he said.

He further stated, “Agenda 111 is an ambitious program. We never had a dedicated fund for hospitals. So, where were you expecting us to get the money from? The money was supposed to come from GOG.”

Addressing the concerns about the unfinished projects, Mr. Boadu urged those complaining to act professionally and not focus on the shortcomings.

“There are a lot of interventions they can bring on board to help continue the work,” he suggested.

He also called for quick thinking from the NDC government to find solutions to the financial challenges.

 “If you think you can’t do it, just let us know, but stop complaining and work with what we have. Some hospitals are already complete and need staff to operate. Let’s move forward.”

Dr. Amoah alleged that the report unfairly portrayed him and his constituency in a negative light, demanding a retraction and an apology.

However, Mr. Kyei-Mensah-Bonsu clarified that the findings were based on interviews conducted with party members in various constituencies, including Nhyiaeso.

“Some of those we spoke to from Sticka’s constituency did not speak well about him. In fact, some of their comments were so harsh that I had to ask that certain parts be edited to use more appropriate language,” he explained.

He noted that the report was compiled from feedback gathered across all constituencies and would eventually be made public, making it unnecessary to single out individuals for defamation.

“When Sticka told me he had heard what was said about him in the report, I assured him that I would never preside over anything that would deliberately destroy him,” Mr. Kyei-Mensah-Bonsu said.

He acknowledged that some criticisms against Dr. Amoah, such as claims of inaccessibility, were based on perceptions that could be addressed through better engagement.

“These are mostly relationship issues, which I believe can be resolved. Sticka is someone with great potential and can do even better in Parliament,” he added.

Regarding Dr. Amoah’s threat to expose those behind the report, the former Suame MP, who described Sticka as more like a relative to him, advised him to use the appropriate channels to address his concerns.

 “If he has something to say, he should go through the right processes to fix the issue,” he concluded.

The Finance Minister has assured that the government will act on key recommendations from the National Economic Dialogue, describing the final communique as his “Bible” for shaping the 2025 budget and economic reforms.

Speaking at the closing session, Dr. Cassiel Ato Forson emphasized the strong alignment between the discussions and his initial presentation, underscoring a shared understanding of the country’s economic challenges.

“Most of the presentations actually feed into the first presentation I made. It clearly shows the connections and understanding that together, we recognize the situation and the problems of this country. What is left is the resolve to come together and fix it,” he stated.

He acknowledged that while identifying solutions is crucial, implementation remains the biggest challenge, adding that successful execution depends on public support.

“Implementation is the challenge; we can only implement as a government if we get the buy-in of the citizens,” he said.

Dr. Forson announced that the 2025 Budget Statement and Economic Policy will be presented on March 11, incorporating many of the concerns raised during the dialogue.

“Most of the concerns you’ve raised, you’ll begin to see them in the budget,” he assured participants.

However, he urged stakeholders to support the government in engaging the public on the need for economic reforms.

“We call on you to support the government in educating the public, for the public to understand that the time has come for us to reset and reform the economy. We’ve got to do this together.”

Reflecting on the discussions, he stressed the interconnectedness of various sectors and the urgent need for comprehensive reforms.

“What struck me the most, particularly sitting there quietly, is the interconnectedness between the macro group, the private sector, infrastructure, and even governance and corruption sub-sectors. There is a need for major reforms.”

Reaffirming his commitment to action, the minister stressed that Ghana already understands its economic challenges and the necessary solutions—what remains is their implementation.

“The solution is there. We know the problems, we know what we have to do to resolve them. Let’s start the implementation.

“So I will wait for the communique, and I can use the communique as my Bible in preparing the budget, making recommendations to Cabinet for adoption and approval.”

With the budget announcement just days away, attention will now be on how these commitments translate into tangible policies to stabilize and transform the economy.

“From President Nana Akufo-Addo on his state of the nation, the last one was quite laughable that we should make sure we don’t default. A president who has presided over overborrowing, who has unilaterally decided not to pay his debts from 2022, who was not paying any interest, was telling President Mahama that he should not default.

“You have found your voices early, and you have to take your time. Ghanaians have not forgotten. You will be in opposition for a very long time,” he said.

The court was expected to rule on March 3, but the Office of the Attorney-General failed to meet the deadline to file written arguments supporting its claim that the MP should open his defence.

Counsel for Quayson, Tsatsu Tsikata, argued that since the prosecution now has more time, it should also address the issues raised by the defence.

Justice Mary Yanzuh adjourned the trial to March 27, 2025, to rule on the submissions and directed the prosecution to file its written arguments by the close of today.

Not Guilty Plea

Quayson faces charges of forgery and perjury related to alleged offences in the run-up to the 2020 Assin North parliamentary election.

He has pleaded not guilty to five counts, including forgery of a passport or travel certificate, knowingly making a false statutory declaration, perjury, and false declaration for office.

The prosecution alleges that Quayson falsely declared to the Passport Office that he did not hold a passport from another country when applying for a Ghanaian passport.

Additionally, he is accused of falsely declaring to the Electoral Commission (EC) that he owed no allegiance to a foreign country when filing to contest the Assin North seat.

The prosecution closed its case on February 12, 2025, after calling six witnesses. The court then ordered both parties to file written submissions on whether the prosecution had made a sufficient case against Quayson.

The Speaker’s apology follows an incident on February 4, 2025, when an unidentified MP was heard making the remark during a parliamentary session.

 

While Minority Leader Alexander Afenyo-Markin was addressing the House, calling for calm amid heated discussions surrounding the 60th anniversary of the death of Joseph Boakye Danquah, a male voice was heard shouting, “Daughter of a murderer, sit down! Daughter of a murderer, sit down!”

The voice was alleged to be that of Damongo MP, Samuel Abu Jinapor. However, he has denied the claims, insisting such language is not characteristic of him.

Meanwhile, the Speaker has given the MP a one-week ultimatum to own up while a formal investigation is underway.

He said, “I’ve heard him once, and I see potential in him. If he stays focused, he will surely grow in his role.”

He further stated the importance of mentorship in Parliament, citing his own relationship with fellow MP, Afenyo-Markin.

“In Parliament, if you don’t have someone older to support and guide you, you may lose your way. It’s vital to have someone encouraging you to keep going,” he explained.

Kyei-Mensah-Bonsu hopes that Mr. Afenyo-Markin, who was Darko’s mate at law school, will be a source of encouragement for Mr. Darko as he navigates his parliamentary journey.

“Afenyo is his mate, and I hope he will be there to support John Darko and help him grow in his parliamentary career,” he concluded.

Reflecting on his work during that period, the former Suame law maker mentioned his involvement in numerous committees.

“I served on several committees and was quite busy. On January 22, I officially signed off from all those committees,” he added.

Regarding the 2024 elections, Mr. Kyei-Mensah-Bonsu disclosed that he was part of a committee investigating the NPP’s loss in the Ashanti Region.

“I was part of a committee tasked with investigating the loss of the NPP in the Ashanti Region during the 2024 elections. Just two weeks ago, we handed over the report, which raised a number of other issues” he added.

Despite the busy period, he stressed that there were still many things left to do.

“I have a lot on my desk and many programs lined up. I will be attending a program on March 13, and another one on March 17. After those, I’ll begin to consider taking a break and rest,” he said, hinting at his plans for the future.

Mr. Kyei-Mensah-Bonsu, who entered Parliament in 1997 at the age of 40, leaving a significant mark on Ghana’s political landscape, noted that life beyond Parliament was not yet in full motion.

“There’s a lot more to do, but I will take time to finish what I’ve started before thinking about a break.”

The Abura Asebu Kwamankese MP explained that the NPP’s absence was a choice they made, despite calls from President John Mahama for their participation.

“The NPP made the choice not to participate. The President urged their involvement, but it was up to the party,” he said.

This comes after Ofoase-Ayirebi MP and former Information Minister, Kojo Oppong Nkrumah, raised concerns over the NPP’s exclusion from the dialogue.

Oppong Nkrumah questioned why President Mahama encouraged their participation knowing that the Minority would not be invited.

Reacting to these concerns, Mr. Kwakye Ofosu emphasized in an interview on Asempa FM’s Ekosii Sen that the National Economic Dialogue was intended to be an all-inclusive event.

“I was not fully aware if special invitations were sent out, but the NPP could have participated even if they were not formally invited,” he stated.

He further clarified that former appointees of the NPP were present at the event, proving that no political party was specifically targeted.

“People like Kwame Pianim, a leading member of the NPP, were there. Also, former appointees like Dr. Paul Acquah and Dr. Ernest Addison, who served as governors of the Bank of Ghana under NPP administrations, were in attendance,” he noted.

Mr. Kwakye Ofosu also pointed out that the NPP’s absence was not unexpected, given their earlier stance. “The NPP had already threatened not to participate unless certain conditions were met. They did not seem eager to be part of it,” he remarked. He also reminded listeners of the NPP’s history of boycotting similar events, such as the Senchi Economic Forum.

“It’s regrettable, but the reality is that nothing stopped them from attending,” he added, emphasizing that the dialogue was open to all.

He acknowledged concerns from sections of the public about why the Ministry was left out but assured that decisions concerning the youth would not be made without consultation.

“If you know how Cabinet works, you don’t need to be on that list to make your views heard. The most important thing is that we have ministerial representation, and no decision concerning the youth will be taken without our input,” he explained.

According to him, the Constitution sets the number of ministers who can be part of Cabinet, making it impossible for every ministry to be represented.

“The Constitution mandates a specific number of ministers to form Cabinet. In everything, some elders lead. Not all of us can be in Cabinet, but we should be grateful that we have been recognized and included in decision-making,” he added.

Mr. Opare-Addo also urged his colleagues and the youth to be thankful for the progress made.

“We were not there before, but God has brought us this far. Now, we have a seat at the table, and that is something to appreciate,” he said.

President Mahama recently announced the 19 ministers who will form his Cabinet, in line with Article 76(1) of the 1992 Constitution. The list includes:

  • Minister of Finance, Dr. Cassiel Ato Forson
  • Minister of the Interior, Muntaka Mubarak
  • Attorney General, Dr. Dominic Ayine
  • Minister of Education, Haruna Iddrisu

The President emphasized that the dialogue, scheduled for March 3 and 4, 2025, would focus on identifying structural reforms and policy priorities necessary to reset the country’s economic trajectory.

However, Mr. Oppong Nkrumah questioned the rationale behind President John Mahama’s appeal for their participation, knowing that the Minority would not be invited.

 

“During the State of the Nation Address, the President urged us to be patriotic, but we were not even invited. There is no doubt we would have had something to contribute, but even if we had been invited, we would have decided whether or not to go.

“Had I been part of any meeting to decide on the invitation, I would have reiterated my demand for all dismissals to be revoked,” he stated.

The Minority has likened President John Mahama to a “Terminator” over what they describe as mass dismissals of young Ghanaians from employment.

Speaking at a press conference on Monday, March 3, former Minister for Finance Dr Mohammed Amin Adam accused the Mahama administration of deliberately sacking employees to create vacancies for party loyalists.

Dr Amin Adam stated that it has become a well-known fact that Mahama’s government is terminating the jobs of properly employed young Ghanaians under the guise of job creation.

“Ladies and gentlemen, it is now a notorious fact that, to create vacancies for the purpose of employing NDC youth, the Mahama administration has sacked thousands of young Ghanaians who had been properly employed by the previous administration,” he asserted.

He further criticised the approach, arguing that replacing dismissed workers with new employees does not qualify as job creation.

“The termination of the jobs of young Ghanaians, which has become synonymous with President Mahama—‘Terminator 1’—is a sign of what is yet to come. Sacking people from employment and replacing them later with others does not amount to job creation,” he remarked.

The Minority also cast doubt on the effectiveness of Mahama’s proposed job creation initiatives, dismissing them as unsustainable.

“What the people of Ghana want are new jobs for those yet to be employed. President Mahama knows that the programmes he outlined in his statement—‘nkoko nkitinkiti’ and the rest—cannot create sustainable jobs for the Ghanaian youth, hence the resort to termination of existing jobs for future replacement to shore up his job numbers,” Dr Amin Adam concluded.

Addressing a press conference on Monday, March 3, former Minister for Finance Dr. Mohammed Amin Adam stated that Mahama’s record on dumsor was abysmal and did not reflect the reality experienced by Ghanaians during his tenure.

Dr. Amin Adam argued that Mahama’s promises to fix the current power challenges are no different from those he made between 2011 and 2016 when the country suffered persistent electricity shortages.

“The government’s handling of the power situation has increased uncertainty about economic growth prospects this year. The promises by the President in his address to the nation to fix the current dumsor cannot be different from those he made during the four years of dumsor endured by Ghanaians,” he remarked.

He further recalled that not even the creation of a new Ministry of Power in Mahama’s administration could resolve the crisis. Instead, it resulted in the dismissal of the then Minister for Power in January 2016.

“Even in 2016, there were major power interruptions which were blamed on maintenance and what was described as ‘localized faults’—a new term for a PR stunt intended to cover up dumsor because the government was avoiding issuing a load-shedding timetable ahead of the general elections,” he added.

The Minority maintained that President Mahama did not resolve dumsor as he claims, insisting that his administration’s failure to address the power crisis had devastating effects on businesses and livelihoods.

“Mr. President, you did not fix dumsor as you claimed in your address. Your record on dumsor is abysmal, unlike your successor, Nana Addo Dankwa Akufo-Addo, who kept the lights on,” Dr. Amin Adam emphasized.

He contrasted this with Mahama’s record in 2016, when economic growth stood at 3.4%, falling short of the 5.4% target.

The Minority concluded that Mahama’s handling of the economy in his previous term was weak compared to Akufo-Addo’s administration, which they claim delivered superior results.

“If this is bad by President Mahama’s standard, let’s examine his previous record—in 2016, the economy grew by 3.4%, falling short of the 5.4% target. It was 4% the year before. He underperformed by all standards, while President Akufo-Addo overperformed,” Dr. Amin Adam stressed.

He warned that if swift measures are not taken, the country could descend into lawlessness.

Dr. Amin Adam criticised the President for failing to act decisively, arguing that security agencies have been rendered ineffective.

“Mr. President, the insecurity situation in our country is indeed very worrying. As you refuse to act decisively, the security agencies have become powerless, and this continues to embolden thugs of your party who visit mayhem on innocent Ghanaians daily,” he said.

He also decried recent violent raids on the homes of former public officials, likening them to military coup-style operations that evoke painful memories of Ghana’s past.

The Minority further accused the Mahama-led administration of selective justice, claiming that while former officials of the New Patriotic Party (NPP) administration face harassment and investigations, ex-National Democratic Congress (NDC) officials have been cleared of charges and rewarded with key positions.

“Rather strangely, whilst officials of the NPP administration are being harassed and investigated, former officials of the NDC government who were on judicial trials have been cleared of all criminal charges against them,” Dr. Amin Adam stated.

He also alleged that Ghana has become an “Animal Farm,” where justice is applied selectively based on political affiliation.

“Today, we are being told that crime has party colours, and our country has been turned into an Animal Farm where ‘Four legs good, Two legs bad,’” he remarked.

The Minority, therefore, urged the President to act swiftly to restore law and order, warning that continued inaction could destabilise the nation.

He noted that while such performances are allowed to ease tension, they should be used sparingly to prevent disruptions and confusion that could stall proceedings.

“Theatrics and drama are not meant for every day, otherwise it will become like a boy’s game in football, where the owner of the ball grasps it and bolts when found losing,” Speaker Bagbin remarked.

He made these comments at the opening of a three-day orientation programme for Members of the Ninth Parliament in Ho.

Meanwhile, the Minority caucus boycotted the training, citing cost-cutting measures and concerns that holding it outside the chamber incurred unnecessary expenses.

The orientation, organised by the Parliamentary Training Institute (PTI), aims to equip MPs with knowledge on legislation, deliberation, oversight, and other parliamentary duties.

Speaker Bagbin stressed the importance of mastering parliamentary rules, procedures, and technical skills to navigate challenges effectively. He warned that a simple mistake or poor communication could negatively impact an MP’s career.

“An MP can lose an election over the wrongful use of a word, which may seem minor but is a reality,” he said.

He also highlighted that adhering to parliamentary rules alone is not enough for success, adding that strategic tactics, body language, and other skills play a crucial role—skills that no book can teach.

“The 1992 Constitution, various Acts of Parliament, and the Standing Orders of Parliament impose a huge mandate and responsibility on MPs. You must listen attentively to resource personnel, prioritize your tools, and plan your career accordingly,” he advised.

The training covers topics such as:

  • Rights of the Majority and Minority Caucuses in Parliament
  • Conflict Management and Consensus Building
  • The Legislative Process and Private Members’ Bills
  • Reviewing and Analyzing Legislation

“What should be our policy on our natural resources? The things under our ground that we neither seed nor feed, yet belong to us entirely—why do we position ourselves to be exploited when it comes to making use of them?” she asked.

She emphasized that mining communities, despite hosting valuable resources, often remain underdeveloped, with little to no benefit from decades of mineral extraction.

“You wonder, and you end up with really pathetic towns where valuable minerals have been extracted for decades, even centuries. When you think of the amount of gold, diamond, or other resources mined over the years, you ask yourself—what went wrong? Why?” she stressed.

Madam Akuffo reiterated the need for a reassessment of Ghana’s approach to mineral resource management, calling for policies that ensure fair benefits for the country and its people.

The Majority Leader in Parliament has criticized the previous administration for mismanaging the economy and leaving it in a dire state, questioning the governance of the former New Patriotic Party (NPP) administration led by former President Akufo-Addo.

Speaking in Parliament on Thursday, February 27, following the President’s delivery of his first State of the Nation Address (SONA) in his second term, President John Dramani Mahama expressed deep concern over the state of the nation. He stated that Ghana’s economy is in crisis, and citizens are facing severe hardships.

“The state of our nation is not good. Our economy is in crisis, and our people are suffering,” President Mahama stated.

When invited by the Speaker of Parliament to deliver remarks as the Majority Leader, Mr. Ayariga acknowledged the nation’s economic challenges while expressing confidence in the incumbent president’s ability to reverse the situation.

“Mr. Speaker, it is obvious they left this economy in a miserable state, and the attire they adorn today says it all. But this side is in white because His Excellency the President, we knew very well, was bringing to us a message of hope,” Mr. Ayariga stated.

“Mr. Speaker, what has happened to our economy and our country, and the presentation that has been made, says it all. It is sad. It is unfortunate, but His Excellency the President has brought us hope,” he added.

He emphasized that President Mahama’s address resonated with a diverse range of groups, including the youth, women, Okada riders, the private sector, students, and everyday Ghanaians. He further asserted that the widespread support for Mahama’s leadership is a testament to the people’s confidence in his vision. He assured that the House will extend its full support to the government in every decisive action aimed at stabilizing the economy.

“Mr. Speaker, we have no doubt that everything outlined here gives hope, and this House will support His Excellency to deliver on his commitment,” he affirmed.

Ayariga further emphasized the importance of accountability, asserting that those responsible for the country’s economic challenges must be held accountable.

Speaking on Joy FM’s Super Morning Show on Friday, February 28, he responded to comments made by the Minority Leader after the State of the Nation Address (SONA), describing the claims as deliberate distortions and propaganda.

“President Mahama is not sacking everybody employed under the last administration. That is not what is happening. If you were employed before the transition, you are fine,” he stated.

Citing his own ministry as an example, Ablakwa explained that he had reviewed employment records and confirmed that financial clearance was granted as far back as July by the Finance Ministry, with budget allocations made to hire additional staff that year.

He said although some employees received their appointment letters in November and December, the recruitment process had started much earlier.

“At the Foreign Ministry, I have explained to the President that what we have seen is that the process started much earlier, so not a single person at the Foreign Ministry is being dismissed,” he said.

Ablakwa added that other ministries had conducted similar assessments and confirmed that where due process was followed, employees were not being let go. However, he emphasized that the real concern was “malicious recruitments” made after the elections, which every government would take issue with.

He urged future administrations to recruit at the right time, rather than delaying recruitment until after losing an election and creating a fiscal burden for the incoming government.

“I think that what we can learn from this is that when we are in power and there is space and we know we can employ people, let us employ them and let’s not wait and keep them unemployed until you lose an election and you want to create a fiscal burden for your opponent,” he said.

Finance and Economics professor at the University of Ghana Business School (UGBS), Professor Godfred Bokpin, has described President John Dramani Mahama’s pledge to fix Ghana’s economic challenges as refreshing and reassuring.

During his State of the Nation Address on Thursday, February 27, President Mahama declared, “I will fix the economic crisis of the country,” attributing the current economic downturn to the Akufo-Addo administration.

Speaking on Joy FM’s Super Morning Show on Friday, Professor Bokpin said the president’s statement signifies a willingness to take ownership of the country’s financial difficulties, which he believes is crucial in addressing the crisis.

“In fact, the president said, ‘I will fix it,’ and for me, that gives hope,” he noted. “It is a demonstration of leadership taking ownership of the crisis, which is essential in times like these.”

Professor Bokpin compared the economic situation in 2017, when President Mahama handed over power to the Akufo-Addo administration, to the current state of affairs, highlighting the need for strong economic leadership.

“This is not, as some have suggested, a lamentation,” he added. “I don’t think President Mahama intended to write the second book of Lamentations in the Old Testament. Instead, he laid out a clear and actionable plan.”

According to him, while State of the Nation addresses often contain broad political statements, Mahama’s speech went beyond rhetoric by outlining specific actions to address the economic downturn.

“Clearly, the president outlined what they are going to do,” he stated. “Others may say these speeches are just political positioning, but the president took it a step further by detailing specific actions they will take.”

Professor Bokpin expressed optimism that the commitment to “fix it” signals a responsible approach to tackling Ghana’s financial challenges. While the road to economic recovery may be tough, he believes the pledge offers a sense of confidence that the country can overcome its difficulties.

“The complaints are too much. We have given him the job, and he should work,” he said.

“He didn’t give the true State of the Nation Address. His comments were just to destroy Ghana, which is not the best. This doesn’t mean they are selling the country well,” he added.

According to the Nhyiaeso lawmaker, President Mahama should focus on implementing policies rather than blaming the previous government for economic challenges.

His comments come in response to concerns from some of his constituents, who believe he was overlooked for a ministerial position by President John Dramani Mahama.

Some supporters have even argued that Mr. Adongo should have been made Finance Minister instead of Dr. Ato Forson.

Speaking on Asempa FM’s Ekosii Sen on Thursday, February 27, Mr. Adongo acknowledged Dr. Ato Forson’s seniority and experience in financial matters within Parliament.

“In the issue of Finance Minister proper, since I came to Parliament, I’ve always been behind Ato Forson,” he stated.

He explained that when he first entered Parliament, Dr. Ato Forson was already the Ranking Member on the Finance Committee while he was only a member.

“In my second term, they promoted me to be Deputy Ranking, and he was still the Ranking Member. Then, when there was a reshuffle in Parliament, he was made the Leader of the Caucus, and I was made the Ranking Member of the Finance Committee,” he added.

Mr. Adongo further emphasised Forson’s previous experience as a Deputy Minister of Finance, which he said made him a strong candidate for the ministerial role.

“He has also been a Deputy Minister of Finance before. So it was really a tall ask,” he admitted. By acknowledging Forson’s qualifications, Adongo suggested that his appointment was a logical decision based on experience and seniority.

He therefore urged his constituents to remain patient and allow the political process to unfold in due course.

“My time will come,” he assured them, emphasising that he remains committed to serving both his constituency and the country.

Mr. Adongo’s remarks were aimed at calming tensions and reinforcing the importance of structured political progression in governance.

Adongo’s comments come after his appointment by President John Mahama, in consultation with the Council of State.

While the appointment letter designated him as an economist, Mr. Adongo, in an interview on Asempa FM Ekosii Sen show, said it was a mistake.

“I am not an economist. I have never held myself out to be an economist, and I believe it was a mistake to designate me as one,” he clarified.

He explained that his professional background is in accounting, specifically as a trained and chartered accountant since 2009.

“My background is in accounting, and I have never listed myself as an economist in my CV,” Mr. Adongo added.

The lawmaker said he was simply called upon to submit his CV, and nowhere in that document did he claim to be an economist.

“I was asked to send my CV, which I did, and nowhere in it did I state that I am an economist,” he said.

Despite this clarification, Mr. Adongo’s inclusion on the BoG board is still expected to bring a renewed focus on prudent financial management and policy reforms, which will be crucial for the country’s economic progress.

This appointment has generated interest, and it remains to be seen how Mr. Adongo’s expertise in accounting will influence the bank’s operations moving forward.
