Mr Nukpenu expressed his disagreement with the move despite a High Court order, he insisted there would be no re-collation.

He questioned why the EC declined a similar request from the NDC in 2020 but is now running to court to defend people.

Speaking on Asempa FM’s Ekosii Sen programme Friday, a livid Nupkenu declared he would resist the move, cautioning the EC not to dare him.

“In 2020, Jean Mensa told us that if you are not happy with any declaration, go to court so what has changed? If any EC officer tries any re-collation, I will move to the battle and show people that it is enough,” he declared.

Although not specific, he threatened that the EC will incur his wrath, stating civil powers will be applied.

“From Saturday, the EC officials should try and enter the Ridge office and they will see what will happen,” he threatened.

Chairman Wontumi said the NPP worked effortlessly in its quest to retain power.

However, only God knows the reason the NPP suffered the extent of defeat in both the parliamentary and presidential elections.

In an interview on Asempa FM’s Ekosii Sen, programme Friday, Chairman Wontumi said the NPP will not lose hope but rather, put their house in order and come back stronger in 2028.

“I encourage everyone to be strong and learn lessons from this and everything will be alright,” he assured.

Despite its 85% target, the NPP suffered a humiliating defeat in the Ashanti Region, which is considered the party’s stronghold, in both the presidential and parliamentary elections.

The party managed to obtain 1,366,800 votes, representing 63.9 percent of the 2,106,108 valid votes cast.

Additionally, it lost four constituencies to the National Democratic Congress (NDC), increasing the NDC’s seats in the region to eight.

Many have attributed the performance to apathy and lower voter turnout but the regional leadership has announced plans to probe the abysmal performance.

Mr Kyerematen’s visit was to officially congratulate Mr Mahama on his victory in person and foster a collaborative approach to national development.

The interaction highlighted mutual respect and a shared commitment to Ghana’s progress.

In a short address, the former Minister for Trade and Industry emphasised the need for a government of national unity.

This he asserted will reduce excessive partisanship and curb the practice of abandoned government projects and also the exclusion of talents.

Mr Kyerematen also touched on the need to move from the International Monetary Fund (IMF) interventions to sustainable development based on his Great Transformation Plan (GTP).

These two thematic areas he noted are of importance to the Alliance for Revolutionary Change as he presented a copy of his Great Transformational Plan to Mahama.

He urged Mr Mahama to focus on the stabilization of the macroeconomy and invest in the real sector, especially industrialization, agriculture and tourism to create jobs.

Additionally, he made a call for a vigorous fight against corruption and illegal mining.

For the part of Mr Mahama, he commended Mr Kyerematen for the move, referring to him as a political heavyweight with a visionary approach to national issues.

He noted that, the NDC shares similar aspirations as outlined in the GTP and acknowledged its transformative potential, assuring that ideas borrowed would be credited to Alan.

On the pressing issue of illegal mining, Mr Mahama admitted the existence of sound policies and regulations but highlighted challenges with implementation.

He underscored that political interference has exacerbated the problem, making it harder to address.

Both leaders agreed on the urgent need for genuine and sustained efforts to end illegal mining, given its devastating environmental and economic impact.

On the sidelines of the meeting, Mr Mahama expressed regret over the internal wrangling in the NPP which led to Alan’s departure but extended his good wishes to the party.

Speaking at a press briefing on Friday, December 20, ACP Grace Ansah-Akrofi, Director of Public Affairs for the Ghana Police Service and spokesperson for the election security task force, emphasized the task force’s commitment to maintaining order at the collation centres.

ACP Ansah-Akrofi urged political actors to avoid inciting their supporters to gather at these locations, warning that such actions could heighten tensions and jeopardize the integrity of the process.

She assured the public that the joint police-military deployment would create a safe environment for the EC to complete its work without disruptions.

“The Task Force has assured the Electoral Commission of its readiness to provide the necessary security for the outstanding collation exercises. Only individuals accredited by the Commission will be allowed access to the collation centres, and any non-accredited persons will not be permitted at these locations,” ACP Ansah-Akrofi said.

She also urged stakeholders to cooperate with security personnel in the interest of peace and democracy.

“We have put Ghana’s peace and security first throughout this election period, and we will continue to do so in this critical post-election phase,” she added.

The deployment underscores the task force’s determination to safeguard the collation process and uphold the principles of a free, fair, and peaceful electoral exercise.

The NDC Deputy Director of IT and Election, Dr Rashid Tanko Computer disclosed this on Asempa FM Ekosii Sen programme Friday.

The move comes in the wake of an order by the Accra High Court for the Electoral Commission (EC) to re-collate the results in six constituencies.

The constituencies are Tema Central, Nsawam Adoagyiri, Ablekuma North, Ahafo Ano North, Techiman South and Okaikwei Central.

This comes after the EC Chairperson, Jean Mensa on Thursday announced plans to re-collate the results, stating the declarations were illegal and done under duress with its staff threatened.

However, Dr Tanko has asserted the re-collation will not solve any issues unless there is an outright re-election.

He stated that, the move will undermine the will of the people and vowed the NDC will resist it.

“We have other plans. Leadership is meeting to decide on the next line of action and give the necessary direction.

“Ghanaians voted for the people they want to go and work. So the fact that we have huge majority doesn’t mean we should just let this go. That is not how democracy works,” he stated.

According to him, Ghana is not a banana republic and the law must therefore work.

Haruna said this on Asempa FM’s Ekosii Sen that the NPP is waiting on the Inspector General of Police(IGP) Dr George Akuffo Dampare to deploy security.

“I am not frustrated but the laws must work. The NDC have taken the laws into their hands and the security have thrown their hands in disarray.

“Somebody is put in charge of the election security taskforce. The IGP is the head and he is sleeping and snoring on his job. The court has given orders and consequential orders. So we are waiting on the IGP to deploy security. The collation must happen,” he stated.

Haruna further condemned the NDC youth who were involved in vandalizing election materials and burning pink sheets that had been securely stored in boxes, awaiting collation at various centres.

He questioned why the NDC will embark on such illegality despite their overwhelming victory in the election.

“The NPP are not cowards. We’re not afraid of them. Ghanaians have given them the power to lead so they should govern peacefully. We lost elections and came out to concede peacefully but why should the NDC go about creating chaos? What at all do they want?” he quizzed.

However, the NDC Deputy Director of IT and Elections, Dr Rashid Tanko Computer who also spoke on the same show, declared, “We won’t allow this kind of precedent to be set.”

At a news conference on Thursday, December 19, the EC Chairperson, Jean Mensa justified its decision and appealed to the government to offer it maximum security to complete the process.

There have been calls for the EC to allow persons in the constituencies where the results are being disputed to go to court as the law stipulates.

But the Commission insists the laid down processes for the collation and declaration were inconclusive, and therefore it is mandated to complete those processes.

Meanwhile, the High Court on Friday ordered the re-collation of the disputed results.

In a statement, GIGS acknowledged that the elections concluded relatively peacefully.

However, the EC’s actions, characterized by indecision and arbitrariness, have held the nation’s democratic processes hostage, in its attempt to re-collate results for some nine constituencies.

“As stipulated in Article 49(2) and (3) of the 1992 Constitution, the presiding officer at each polling station is mandated to count and record votes in the presence of candidates, their representatives, and polling agents.

“Furthermore, they must sign a declaration stating the polling station, the number of votes cast for each candidate, and immediately announce the results at the polling station. These procedures are non-negotiable and aim to ensure transparency and accountability in the electoral process,” portions of the statement read.

Similarly, GIGS noted Article 50(1) provides clarity on the process of declaring a candidate elected based on the majority of valid votes cast.

“Despite these constitutional safeguards, the EC’s conduct during the 2020 and 2024 elections raises significant legal and ethical concerns,” it noted.

The statement added that the EC’s decision to conduct re-collations of parliamentary election results in constituencies such as Ablekuma North, Okaikwei Central, and seven others demonstrates a blatant disregard for established electoral laws.

It added that the EC has no legal authority to reconsider declared results unless there is
parity in votes, as outlined in Regulation 42 of CI 127.

“The commission’s unilateral actions, therefore, constitute a breach of these regulations and undermine the integrity of Ghana’s democratic framework.

“The EC’s justification for re-collating results in certain constituencies—citing irregularities,
threats, violence and omissions during the collation process—is equally untenable,” it added.

Fanteakwa North NDC PC sues EC https://www.adomonline.com/fanteakwa-north-ndc-pc-sues-ec/ Fri, 20 Dec 2024 14:36:52 +0000 https://www.adomonline.com/?p=2486125 The National Democratic Congress (NDC) parliamentary candidate for the Fanteakwa North constituency in the Eastern region, has filed a suit at a High Court in Koforidua seeking to quash the purported re-declaration of the parliamentary election results at Tesano in the Greater Accra region.

The suit, filed by Isaac Mintah Larbi, lead counsel of Okore Chambers, seeks an order of judicial review, including certiorari and prohibition.

The candidate, Haruna Apaw Wiredu, also wants the court to restrain the EC from issuing any publication, gazette, or document in the name of the NPP parliamentary candidate, Kwame Appiah Kodua.

Kodua was declared the parliamentary candidate-elect for the constituency following the EC’s re-collation of results on December 12.

The EC, named as the respondent in the case, nullified the earlier declaration of Haruna Apaw Wiredu as the winner at the constituency capital, Begoro, claiming it was against established electoral processes.

According to the Returning Officer, Zacharia Adams, the initial results showed the NDC candidate secured 11,138 votes against Kwame Kodua’s 10,847 votes.

Isaac Mintah Larbi, who also serves as the Director of Legal Affairs for the NDC in the Eastern Region, explained that the EC’s actions violated constitutional instruments (CIs) which prohibit re-collating, recounting, or re-declaring already declared results. The only option for anyone unhappy with the results is to take the matter to court,” he added.

“What we are asking the court to do is that the so-called re-declaration that the EC has done at Tesano is illegal. It is a nullity in law. They have no legal basis to do that, and the electoral laws of this country do not permit what they have done,” Mr Larbi said.

“We’ve moved to the High Court to ask it to quash the re-declaration at Tesano. This occurred two days after the Returning Officer in charge of the Fanteakwa North constituency had already declared the results in favour of Hon. Haruna Apaw Wiredu. For that reason alone, everything the EC did at Tesano is a complete nullity. It cannot be acceptable, it’s illegal.”

Mr Larbi further emphasized that there is no legal provision in Ghana’s electoral laws for the role of “deputy returning officer,” a position referenced in the EC’s re-collation process at Tesano.

“There is no position within the laws of this country that recognizes the title of deputy returning officer. So, that alone shows that everything they did in Tesano is a complete nullity. It’s not acceptable. It’s illegal,” he stated.

The Association also praised Mahama for his bold decision to maintain a female vice-presidential candidate, making history in the process.

“A woman knows the needs of her children, especially fellow women, and with female-friendly policies like the Women’s Development Bank, we hope our women will feel part of the governance process,” it added.

The group further urged the President-elect to prioritize traditional authorities in resolving long-standing chieftaincy disputes, ensuring peaceful coexistence.

Additionally, they called on Mahama’s administration to tackle corruption, which they believe is eroding the youth’s values.

“Our youth are gradually being exposed to corruption, which is a bad attitude. We are sure they will be deterred once they see corrupt officials being punished,” the statement noted.

They also commended Vice President and New Patriotic Party(NPP) flagbearer, Dr. Mahamudu Bawumia for the early concession which maintained peace.

They noted that Islam is peace, and Dr. Bawumia has indeed raised the image of this noble religion, especially in an election many thought would be violent.

His concession speech before the official announcement by Ghana’s Electoral Commission reinforced Ghana’s democratic ethos, earning him accolades from leaders like Nigerian President Bola Ahmed Tinubu.

The group wished the incoming government all the best and pledged their support in helping Mahama’s administration achieve its promises.

According to Mr Mohammed, not all nine constituencies have had their results declared, as some are still in the process of collation. He explained that these areas are being disrupted by violent individuals.

“These processes are being attacked by those who seek to disrupt the integrity of the election,” he said, condemning the interference by these groups.

He noted that in constituencies where declarations had already been made, the Electoral Commission had acted upon requests from political parties, especially the NDC. He explained that members of the NDC were put in a position where they had to choose between their safety and their political positions. This, he suggested, added to the complexity of the situation.

“This is not the country that we know,” Mr Mohammed remarked, expressing concern about the unfolding events. “This is not the democracy we have all nurtured.” Despite the ongoing disturbances, he expressed confidence that the Electoral Commission’s decision was the right one to ensure that the election process remains fair and transparent.

With tensions escalating,  Mr Mohammed emphasized the need for increased security as a way to safeguard the electoral process and prevent further disruption.

He also warned that the NDC, a party he believes does not respect the rule of law or democratic values, threatens the very foundations of Ghana’s political system. “They want to destroy everything in the country,” he said.

The Centre for Democratic Development (CDD-Ghana) 2024 Election Incidents report gave a total of 76 separate incidents it recorded in relation to the elections.

The Collation for Domestic Elections Observers (CODEO) and the West Africa Network for Peacebuilding (WANEP) supported CDD-Ghana in compiling the report.

Presenting the findings in Accra, Mr Paul Nana Kwabena Aborampah Mensah, Programme Manager in-charge of Security Sector Governance, CDD Ghana, said of the 76 incidents, 24 were cases of destruction, seizure, vandalism and invasion of public facilities, while 46 were injuries with six deaths.

Touching on the deaths, Mr Mensah said at the Nyankpaa lorry station in the Tolon Constituency of the Northern Region, one Haruna Shaibu, a 31-year-old steel bender, was shot and killed on the spot.

He said Mukila Ziblim, 35, died from a gunshot wound he sustained from a stray bullet in the Damongo Constituency of the Savanna Region during the collation.

On December 7, a shooting incident in the Awutu Senya East Constituency of the Central Region led to the death of one person and other critically injured.

Mr Mensah said in the Ahafo Ano South West Constituency of the Ashanti Region, during the collating process at the Electoral Commission Office at Mankraso, unidentified supporters of the two leading political parties believed their opponents intended to rig the election, which led to a confrontation.

As a result, six people got injured and one of them (Kwasi Nimo, a 33-year-old man) later died at the Mankraso Government Hospital.

In the Offinso North Constituency of the Ashanti Region, some youth from Akomandan, suspected to be National Democratic Congress (NDC) supporters, broke into a warehouse belonging to the New Patriotic Party (NPP) Parliamentary Candidate and looted bags of fertilizers, he said.

Mr Mensah said the incident occurred shortly after the election results were declared at the collation centre.

He said as the youths looted the fertilizers, some supporters of the NPP attempted to stop them and in the process, one person was stabbed to death and another person was injured by a bullet and died later at the hospital.

Regarding the destruction of public property, Mr Mensah mentioned the burning of the EC’s offices at Damongo in the Savanna Region and Ayensuano in the Eastern Region.

He said the CDD-Ghana Security Sector Governance team would follow up in those regions, constituencies and communities where the incidents happened to validate the data/details of the cases, including names of the affected people and their locations.

The validation process would seek to collect and confirm the brief of the story behind each of the cases.

Mr Mensah said the project would establish a platform for survivors and the families of the deceased to bridge the gap between investigators and the affected families devoid of suspicion and to canvas citizens support to aid the investigations.

The platforms would also seek to provide updates on the cases to the victims and their families and engage in discussions with the aim of and exploring the way forward.

He said 132 suspects had been arrested so far, of which 45 were remanded in custody, 71 on police enquiry bail and 16 on court bail.

Professor Henry Kwasi Prempeh, the Executive Director, CDD-Ghana, said the Centre’s worse fears going into this year’s elections, thankfully, did not materialise, concerning widespread apprehension that “the elections might be exceptionally disorderly.”

“Yet the fact that we did not experience the levels of disorder and chaos that we might have expected does not mean that all is well or that all went well …” he said.

“We continue to experience, unfortunately, incidents of disorder, some of them violent, some of them fatal, in our elections.”

He bemoaned the incidents of electoral violence Ghana still grappled with even after nine successive elections, which had resulted in injuries, destruction of public property, and deaths.

The High Court has directed the Electoral Commission (EC) to recollate and declare the results for the Ablekuma North and Nsawam-Adoagyiri constituencies, overriding previous declarations.

The ruling follows a writ filed by aggrieved parliamentary candidates from the National Democratic Congress (NDC) and the New Patriotic Party (NPP).

They alleged irregularities in the collation of results, demanding fresh elections in these constituencies.

Presiding Judge Joseph Adu Owusu Agyeman, delivering the judgment on Friday, December 20, mandated the EC to carry out the recollation process for Ablekuma North.

This directive came despite objections from NDC legal representative, Godwin Edudzi Tamaklo and NPP’s lead counsel Gary Nimako, who represented Frank Annoh-Dompreh.

The legal teams argued that the results for the constituencies had already been declared.

However, the court concluded that the identified anomalies justified the need for a recollation to ensure accuracy and transparency.

The NDC Director of Elections and IT Dr Edward Omane Boamah has said the move will undermine the will of the people.

In a Facebook post, Dr Boamah vowed the NDC will resist the move, cautioning the Commission not to tempt them beyond their endurance.

At a press conference on Thursday, the EC Chairperson, Jean Mensa giving an update on the parliamentary election results stated that some of the results declarations were illegal, citing specifically the Ablekuma North and Okaikwei Central constituencies.
The NDC Parliamentary candidates, Awurabena Aubynn and Baba Sadiq were declared winners in these two constituencies after hours of dispute.
But the Mrs Mensa among other things said the declarations were made without the requisite pink sheets from all polling stations.

She further claimed that some electoral officers had been coerced or threatened into announcing the results prematurely.

However, Dr Boamah has alleged the EC is acting under instructions from the governing New Patriotic Party (NPP) to reduce the NDC’s two-thirds majority in the upcoming 9th Parliament.

“Useless press conference by Jean Mensa. She has obviously been instructed by NPP to dilute the 2/3 majority of NDC. But she will fail!”

“She must not tempt us beyond our endurance! We mean business!” At all constituencies where the declaration was not done, the Electoral Commission Ghana  must have pink sheets that show that NDC won,” portions of the post read.

He added, “Instead of agreeing with our demand for an emergency IPAC meeting, she has decided to hide to avoid critical questions being asked at the IPAC meeting.”

As you may be aware, at the close of polls on Saturday the 7th of December 2024, there was a directive by some political party leaders to their supporters to besiege the coalition centres of the EC where the coalition was taking place.

And this directive was to them, to besiege the constituency coalition centres. It is important to note that the coalition in all the centres was proceeding in accordance with processes enshrined in CI 127.

The presence of hundreds of supporters who besieged our coalition centres brought proceedings to a standstill in a number of the centres. These supporters destroyed Pink sheets required for the coalition as well as results collation forms in some areas. In some instances, they vandalised and destroyed the desktop computers set up to collate the results electronically.

Additionally and sadly, they beat up our staff and threatened them with death and ultimately brought proceedings at the constituency coalition centres to a halt.

Citizens of Ghana, this is the reason why the coalition in some constituencies could not be completed prior to the declaration of the presidential results.

It is important to emphasise that the coalition in all centres were proceeding in accordance with laid down guidelines as enshrined in C.I. 127 before the supporters entered into our constituency coalition centres.

There was therefore no reason or justification for the call to supporters to besiege the coalition centres. That call, in the view of the commission, was calculated to disrupt the processes and mar the seamless and effortless electoral processes that had commenced from the start of the polls at 7 am that Saturday, 7th December 2024.)

In the view of the Commission, the directive to the supporters to besiege the constituency coalition centres was targeted at destroying documentary evidence and pink sheets, ballot papers, results collation forms, computers and to erase and wipe out all documents to be used for the collation.

Thankfully, the perpetrators of this act did not fully succeed in their endeavours, in that a few of our staff were able to retain some of the Pink sheets and the results collation forms necessary for collation.

Since then, as you all know, the commission has tried to complete the collation in some of these constituencies. We have been faced with resistance, threats, intimidation and the destruction of our properties.

Our staff have been threatened and the established collation processes, as guided by law, have been disrupted and results have been declared without due processes governing collation being followed.

In a number of instances, our staff have been threatened with death and forced to declare outcomes without adhering to the processes governing collation. It is instructive to note that the Electoral Commission has held discussions with the Ghana Police Service and has requested protection at all centres at which the collation was supposed to have continued.

Unfortunately, as we have witnessed on TV, images have emerged showing our staff being threatened and made to declare results stemming from incomplete collation processes. Unfortunately, this has been in the presence of the police. Though the police have been present at all the collation centres, the supporters of political parties have managed to gain access to the collation centres and have disrupted the collation process.

This state of affairs occurred during our very first attempt to complete the collation process for the Ablekuma North and Okaikwei Central constituencies.

Due to the threats faced by our staff and the disruption of the processes, the Commission agreed with the Ghana Police Service to relocate the collation centres from the Ablekuma North and Okaikwei Central constituencies to the Greater Accra Regional Office at Ridge.

It was agreed that each political party would present two agents and the political parties were notified accordingly.

In spite of police presence at our regional offices, the collation process was once again disrupted and taken over by political party leaders and supporters, and results declared for both constituencies without due process being followed.

In the case of Okaikwei Central, a winner was declared without collating results from 31 polling stations. In the case of the Ablekuma North constituency, a winner was declared without collating results from 62 polling stations.

This is unacceptable. It is important to note that the declarations made by our staff were made under threat and the Commission considers this as illegal. Those declarations, as well as others that have gone on in other constituencies, will not be upheld by the Commission.

Dear citizens, it is for this reason that the Commission met with the Ghana Police Service once again to re-examine the nature of the security arrangements being provided by the police. The Commission was desirous to protect its staff as well as its electoral collation process.

Following the engagement with the police, it was agreed that the Tesano Police Depot would be used as the collation centre for all outstanding collations including Ablekuma North, Okaikwei Central, Tema Central, Dome Kwabenya, Nsawam Adoagyiri, Akwatia, Fanteakwa North, Suhum, Techiman South, Obuasi East, Ahafo Ano North, Ahafo Ano South West.

The political parties were duly informed once again to nominate two agents per constituency to observe the collation process. Unfortunately, the collation process for only three constituencies were successfully completed and they are Akwatia, Fanteakwa North and the Suhum constituencies.

The returning officers in all the three constituencies I have just mentioned were allowed for the first time to carry out their work without interference. This enabled them to complete the collation and declare the true outcomes of the election.

Though the collation for the Nsawam Adoagyiri constituency at the Police Depot was well advanced on Thursday 12 December 2024, the parties agreed to put the collation on hold until the following day, which was Friday 13 December 2024. Unfortunately, the collation did not take place in spite of the presence of our teams at the collation centre, that is the Tesano Police Depot. This was because the Ghana Police Service informed the Commission that their intelligence reports showed that party supporters were planning to besiege the Police Depot. They thus advised that the process be discontinued.

Ladies and gentlemen, though the Commission was determined to complete the set collation processes in the nine constituencies on that Friday 13 December, it could not do so without the assurance of the police. In the absence of that, the collation process planned for that Friday was called off in the evening as mentioned earlier.

The Commission is of the view that had the process been allowed to continue, we would have successfully concluded the collation processes and declared the outcomes of the election by now.

In the light of that development and as a result of putting the collation process on scheduled for that Friday on hold, the Commission once again met with the Ghana Police Service on Monday 16 December 2024 to agree on a new date.

At the meeting, the Commission proposed Wednesday 18 December 2024. At that meeting, the police indicated that they could no longer provide the Tesano Police Depot as a location for the collation process. It was agreed that new locations in Accra and Kumasi would be designated for the collation process.

The Accra locations and time were communicated to the police on Tuesday 17 December. The police assured the Commission of its full cooperation and readiness to enable us to complete the collation processes. However, later that Tuesday 17 December, the police in the letter to the Commission indicated that, once again, their intelligence reports had revealed planned unrests by party supporters for both Accra and Kumasi, making it difficult for them to guarantee the security of the collation process as earlier planned.

This has put our efforts to complete the collation process at a standstill. It is important to note that contrary to the narrative that the Commission staff have not been ready, our staff have been fully aligned and ready and poised to complete their task. Indeed, all our teams from the regions, the Eastern region, the Ashanti region, were all at the Tesano Police Depot to carry out their tasks and to bring it to a conclusion.

Their readiness has been in spite of the beatings and threats they have received. I must note that they have been in spite of the beatings and threats, they have been determined and have shown resolve to carry out their functions and have fully cooperated with the police to ensure the full completion of the collation process for their respective constituencies.

The Commission lauds their courage and dedication to duty.

To all our staff, both permanent and temporary, where collation centres were brought to a standstill, to staff who were beaten and threatened, our hearts go out to you. We say Ayekoo, we applaud your courage and your resolve to do the right thing in the face of death threats. Your courage has encouraged the majority of us to keep going on and to keep doing what is right for God and country.

As a Commission, we have always maintained that our mandate is not to make anybody a President or a Member of Parliament.

Our mandate, as per the Constitution, is to carry out credible, transparent and fair elections whose outcomes guarantee that the choice of the voters as expressed at the polls is upheld. This was evident in the just-ended general election which took place on Saturday 7 December 2024.

Indeed, the process has been hailed by world leaders and by both local and international observers as credible, transparent and highly successful. The Commission is keen to ensure that all the outstanding processes in the nine constituencies follow due process. It goes without saying that what happened during our attempt to complete the collation process in some of the nine constituencies is unlawful.

As indicated, the Commission will not uphold declarations ensuing from incomplete and unlawful processes. And these include in Nsawam Adoagyiri where parties, of course, on election day besieged the collation centre and brought the collation there to a halt. As mentioned, the Commission tried to start to complete the collation process on Friday 13 December.

However, when the collation for 143 polling stations had been done, there was an agreement that they should put it on hold until the following day. Sadly, that following day was not to be and the collation was called off because we were informed by the police service that supporters of the parties were planning to besiege the police depot and to cause disruptions at the centre. We were advised to put it on hold and so that collation is incomplete and we cannot declare an outcome.

I must note that in the Ahafo Ano South West and in the Ahafo Ano North, the collation on election day was also disrupted and no winners were declared. Those processes were incomplete and until they are complete, the Commission will not be in the position to declare a winner.

In Obuasi East, the collation centre was attacked by party supporters and the returning officer was threatened with an axe. His hands were lifted up and he was asked to declare a winner when that was not what was reflected on the results collation form.  Again, that process was not lawful and the Commission would not uphold it.

In the Okaikwei Central, I did mention that 110 polling stations results were used to declare a winner instead of 141. The Commission would not uphold that process.

In the Ablekuma North constituency, 219 polling station results were used to declare a winner instead of 281 polling station results. The Commission would not uphold that declaration.

In Tema Central, the DEO again was threatening and he was forced to declare results using 146 polling stations instead of 148. The Commission would not uphold that declaration.

In Bono East, the returning officer and other staff were physically assaulted and forced to re-declare the results at gunpoint. It is important to note that the collation process had not been completed. There also, the Commission would not uphold those processes.

In Dome Kwabenya, there is some contention with three polling station results. The Commission is carrying out its own investigation with the three polling station results. I believe 367 of those results have been duly declared as legitimate. There are three results that are outstanding and the Commission is carrying out its own investigations to enable it to take a decision.

So ladies and gentlemen, this is a nutshell of the issues outstanding in the nine constituencies. In the view of the Commission, upholding such unlawful collations and declarations will set a bad precedent for our country and set us back to the dark days. I don’t believe that as a country, this is where we should want to go. What it implies is that anyone who has force or might can take over a collation process and declare himself or herself as a Member of Parliament or a President.

As a country, we should not go down that slippery slope. We therefore use this occasion to humbly call on the President of Ghana, His Excellency Nana Addo Dankwa Akuffo-Addo, as well as our President-Elect, His Excellency John Dramani Mahama, to intervene in this matter so as to ensure that the Commission is provided with the necessary security and protection to carry out its functions.

We also call on the National Election Security Task Force to work together to put in place arraignments to ensure that our staff and our processes are protected and secured in a way that will ensure that the true outcomes of our processes reflect the will of the people as expressed on the pink sheets.

We conclude by reiterating that as a Commission, our mandate is not to make anybody a President or a Member of Parliament. Our mandate, as mentioned earlier, is simply to conduct credible, transparent and fair processes that uphold the choice of voters.

The election on the 7th of December 2024 is a testament of that assertion. We would like to finally call on the citizens of Ghana to support us in our bid to carry out our mandate. May God bless all of you and may God bless our homeland Ghana and make her great and strong.

At a press conference on Thursday, the EC Chairperson, Jean Mensa stated officials faced resistance, threats, intimidation, and property destruction from political party supporters.

She bemoaned that in some instances, EC returning officers were coerced into declaring parliamentary results under duress.

She added that political party supporters destroyed pink sheets and desktop computers used for electronic collation, assaulted EC staff, and issued death threats, ultimately bringing the process to a halt in some constituencies.

“Our staff have been threatened, and the established collation processes, as guided by law, have been disrupted, and witnesses have been declared without due processes governing collation being followed.

“In a number of instances, our staff have been threatened with death and forced to declare outcomes without adhering to the processes governing collation,” she stated.

Mrs Mensa condemned these actions, reiterating its commitment to ensuring transparency and adherence to the rule of law in the electoral process.

Citing the parliamentary election results declaration in the Ablekuma North and Okaikwei Central constituencies, the EC Chairperson said the Commission will not accept it, labelling them as illegal.

According to the EC, the winner of Okaikwei Central was declared without results from 31 polling stations, while that of Ablekuma North omitted results from 62 polling stations.

Both constituencies were declared for candidates of the National Democratic Congress (NDC).

Meanwhile, she has called on President Akufo-Addo and the President-elect John Mahama to beef up security and ensure a safe environment for the EC to re-collate results for the outstanding constituencies.

  • Okaikwei Central: Results from 31 polling stations were excluded.

“In the case of Okaikwei Central, the winner was declared without collating results from 31 polling stations. Similarly, in Ablekuma North, a winner was declared without collating results from 62 polling stations,” Madam Mensa explained.

Of 12 constituencies flagged for re-collation, the EC has completed the process for Suhum, Akwatia, and Fanteakwa North.

However, the irregularities in Okaikwei Central and Ablekuma North have left the results unresolved.

In all, the Commission is to re-collate results for nine constituencies namely Nsawam Adoagyiri, Ahafo Ano South West, Ahafo Ano North, Obuasi East, Okaikwe Central and Ablekuma North. The others are Tema Central, Techiman South and Dome Kwabenya.

Background

The collation process in constituencies such as Dome Kwabenya, Okaikwei Central, Ablekuma North, and Tema Central was disrupted by violence and unrest. Attempts to relocate collation activities to the Police Training School faced opposition, with disputes arising over the aggregation and delegation of results.

The National Democratic Congress (NDC) has challenged the re-collation process, asserting that results declared at polling stations should be deemed final. The EC’s nullification has added to the tensions surrounding the parliamentary elections in these key constituencies.

Speaking on JoyNews AM Show December 17, Dr. Mahama explained that the NPP’s failure to mobilise its supporters was one of the key reasons for their loss.

“In reality,” he said, “it was the NPP that handed the mandate to the NDC (National Democratic Congress) because many of our own people chose not to vote due to dissatisfaction and frustration”, he said.

Kabiru Mahama described how most of these disappointed voters didn’t see the NDC as a real alternative. “They had their problems with the NPP, but they didn’t believe the NDC was the answer,” he noted. As a result, these supporters stayed home on election day instead of casting their ballots.

He pointed out that many voters felt disconnected from both parties, which led to widespread voter apathy.

The two million votes lost by the NPP, Dr. Mahama stressed, was a critical factor in the final result.

“Despite the NPP’s attempts to engage its base, including launching the “Go TV” (Get Out the Vote) campaign, it became clear that the absence of these voters sealed the party’s fate. “We were very clear in our minds that if we were to lose, it would be because of voter apathy,” he remarked.

Kabiru Mahama further explained that although the NPP had strategies in place to increase voter turnout, the efforts were insufficient.

The party’s message failed to reach enough of its supporters, and many of them didn’t find either the NPP or the NDC appealing enough to vote for.

“Our people didn’t feel inspired to vote,” he added. This disengagement among the NPP’s base was a major contributor to the loss of nearly two million votes, which ultimately led to the party’s defeat.

The NPP’s Go TV campaign was designed to counteract this problem by encouraging supporters to get out and vote.

However, despite the clear warning signs and a focused effort to address voter apathy, the party’s failure to rally enough supporters was a significant setback. The NPP’s leaders recognised early on that the election could be lost due to a low voter turnout, but the party was unable to overcome the lack of enthusiasm among its core supporters. he said.

“The more we could get our people to vote, the greater our chances of winning,” he said.

Speaking on JoyNews‘ Upfront on December 18, Mr Kwetey dismissed the assertions, attributing them to the shock of the New Patriotic Party’s (NPP) election defeat.

“I don’t know why… but you should understand. I mean, when you go through such a massive defeat, it’s not easy. So I can understand, my young brother is going through quite a bit. You know, Afenyo actually said it was going to be a curse for him to sit at the place of the minority, now he’s become what you call the leader of not a minority, but of a micro, micro minority.”

During the campaign, the NPP’s presidential candidate, Dr Mahamudu Bawumia promised to scrap the contentious E-Levy, a tax introduced by his government.

Mr Kwetey questioned why Mr Afenyo-Markin doubted the NDC’s ability to deliver on similar promises.

“They said they were going to remove the E-Levy during their campaign. If they could promise that, it means it’s feasible. The E-Levy was touted as the solution to all of Ghana’s economic problems, but what did we see? The economy went through unprecedented humiliation even with the E-Levy in place. That tells you it was never the solution in the first place,” Mr Kwetey argued.

The NDC, he explained, intends to find creative ways to generate revenue and unleash economic potential without resorting to regressive taxes like the E-Levy.

“We should become servant leaders for the people who put us there. I pray against pride and greed because nobody will take that.

“To whom much is given, much is expected so we must do everything possible to protect the over 1.6 million vote margin Ghanaians have given us,” he said.

He noted that he would not countenance any disrespect from an appointee, particularly when people go to him or her for support.

“People gave us this power and we are servants of the people. We are here to serve and we will not take disrespect from anyone because the President Mahama I know will not disrespect anyone even people who insult him, he eats with them.

“They [appointees] should know at all times that they will accord people respect. We must mirror the leader we are following and bear in mind that the hard work and sacrifices of people put us in power,” he advised.

However, Pablo also admonished party faithful to exercise restraints and lower their expectations in their demands for peace to prevail.

“They should not take any action that will trigger anger. We must strive to respect everyone. We all sometimes lose it but we must try to apologise when we offend people,” he entreated.

“The ballot boxes have been burnt, but we have results in other forms. So once we can gather the results from other forms and once they are complete, we can collate it. My point is that we should not set the precedent so that somebody can truncate the process.

“Because if it becomes like the survival of the fittest, the one who can bully his way or her way becomes the winner. I do not think we should get there. If that is the decision of the voter, it should be upheld. So we should do anything that will uphold the decision of the voter, not technicalities,” he told Accra-based Citi News.

Ablekuma North is one of the constituencies whose parliamentary election results are being disputed despite an official declaration.

The National Democratic Congress’ (NDC) Awurabena Aubynn was declared winner on Tuesday, December 10 after hours of dispute.

However, the New Patriotic Party’s (NPP) Parliamentary Candidate, Nana Akua Afriyie has rejected the results, insisting she won amidst calls for re-collation.

He said the Yagbonwura knew the President-elect to be a peace-loving person who would move the nation forward.

“He wants him to focus on development so that at the end of his tenure, he will make a good name for himself, which is what the people of Gonjaland stand for,” Damangowura Boresa said.

The delegation also thanked Mr Mahama on behalf of the Yagbonwura for constructing a new palace for the Yabongwura a few weeks ago.

Hard work

The President-elect expressed his gratitude to the king for sending a delegation, saying “The victory is for him”.

He recounted how the traditional ruler had received the news of his triumph in the internal presidential primary with joy when he visited the king after the flagbearer race.

“I know that since that day, he has been praying for me and travelling across the nation, visiting his colleague chiefs and speaking for me,” the President-elect said.

“I wish to go home during the festivities to thank him and take the victory to him,” he added.

Mr Mahama acknowledged that the real work had begun, saying, “The easy part is done, the difficult part is working to ensure that Ghana takes its place as the black star of Africa”.

The President-elect also extended his condolences to the king on the passing of his mother.

“Because of the responsibility that was placed on me to lead the transition, I have not had the chance to condole with him so I sent a delegation. However, I want to extend a message that I will come to share my condolences and weep for the passing of my mother,” he said.

“We also need to address the security of the processes. Without adequate security, no matter how well you prepare, it will all come to naught,” Dr. Quaicoe emphasized.

He further expressed concerns about the vulnerability of collation centers, stating, “No part of the collation center is safe because people can breach security at any time. The Commission had considered meeting today to review whether re-collation is feasible. I don’t believe collating results—when the outcomes are already known from polling stations—should be a point of contention. We all need to reflect on this,” he urged.

According to Afenyo-Markin, internal strife has emerged within the party, and some MPs have been discussing the matter in parliament.

He stated, “Already in Parliament on Monday, we saw a few things. In Parliament, we see things with our own eyes and hear things. Their internal struggle for leadership has started; they have already begun their campaign for who will succeed Mahama.”

Speaking on Joy FM’s Super Morning Show on Wednesday, Afenyo-Markin said he would not disclose the names of the MPs who have started these conversations. “All of this will be factored into what happens in 2028.”

He added that, he is confident the public will soon see the true nature of the NDC and may regret giving them power in the just-ended general election.

Mr Mahama won the election with over six million votes in the general election on December 7, but he has only one term left constitutionally.

Speaking to Adom News, Mr. Appiah highlighted that, for the first time in Ghana’s electoral history, no police officer was reported for misconduct or unprofessional behavior during the election.

“It is the first time in our electoral history that no police officer was involved in any form of misconduct. In fact, some officers had to run for their lives,” he remarked,

He emphasized the dedication of the police force amidst challenging circumstances.

His comments come in response to remarks made by Dominic Nitiwul, the Minister of Defence and Member of Parliament for Bimbilla, during parliamentary proceedings on December 16.

Mr Nitiwul had stated that election security is solely the responsibility of the IGP and the Election Security Task Force, as agreed since 2008, and should not involve political appointees.

While acknowledging the violence and unrest that marred the elections, Mr. Appiah argued that, much of the disorder stemmed from the actions of political party supporters rather than lapses in police performance.

“The incidents that occurred were largely due to the actions of party supporters,” he noted.

Mr. Appiah further called on political parties to avoid inciting unlawful behavior in the pursuit of power, stressing that such actions undermine Ghana’s democracy.

“Political parties must do their homework and ensure they don’t encourage their supporters to engage in unlawful acts for the sake of power. This should not be repeated in the future,” he cautioned.

According to him, they went into the elections with a weak campaign and did not have a proper plan but the leadership did not do enough to salvage the situation.

He made this revelation on Adom FM’s Burning Issues as he shed more light on what caused the party’s humiliating defeat.

“Looking at the disgrace our executives have brought upon us, I think they should be resigning by now, but if they fail, we can sack them from their positions and hand over the party and put proper administrative measures in place for it to look good to all,” he stated.

The tough-spoken politician noted that there was apathy among supporters following what he described as “mafia” tactics displayed during the internal elections

He added that, due process was not followed and procedures laid down by party leaders favoured some group of candidates preferred by the executives.

As a result, all candidates who lost including their supporters did not help in the campaign neither did they vote, affecting the party heavily.

When Mr Ennin was asked by show host, Akua Boakyewaa Yiadom on what can be done going forward, he said the only option is to reclaim the party from the hands of the current leaders to make it more attractive.

“The leaders of the party have created division, apathy among the party members and have lost touch with the base so it about time we sack them and reclaim the party and hand it over to people to act till we go for elections to choose new ones,” he said.

Mr Ennin further asserted that former Chairman, Paul Afoko and General Secretary, Kwabena Agyapong who were sacked from post in 2016 due to internal matters were better leaders than the current crop of leadership.

The incident occurred on December 10, 2024, when a group calling itself Ayensuano Concerned Youth protested at the EC office following the declaration of Ida Adwoa Asiedu as the MP-elect for the Ayensuano Constituency. The office was set ablaze during the unrest.

The suspects, who were arrested by the police and charged with arson, were each granted bail of GH₵20,000 with one surety.

They are scheduled to reappear in court on January 14, 2025. The bail was granted by His Worship Salifu Bugri Ayagiba, despite objections from the prosecution.

Prosecuting Detective Chief Inspector Kamal Salifu Gumah opposed the bail, arguing that investigations were ongoing and expressing concerns that the suspects could interfere with the process.

However, counsel for the accused countered, assuring the court that his clients were well-known in the community and would cooperate with legal proceedings.

The court upheld the defence counsel’s plea and granted bail to the suspects.

“The police alleged that some of the NDC members had gone to demolish the EC office at Ayensuano, so we had to come to court to help them and by God’s grace, we have been able to secure bail for them. We will come back to the case on January 14, 2025.”

“In as much as they have been granted bail, The court has asked them to report to the Kibi police commander to ensure that they are still available. Everyone was granted 20,000gh bail. All the fifteen people were granted bail today.”

“These are all accusations so the evidence is the only thing that shows they did what they are being accused of, until then it is just a mere accusation. If the police can gather evidence, fine if not, the case will be rubbished,” he added.

Mr Mahama was speaking during a courtesy visit by the Ghana Pentecostal and Charismatic Council(GPCC) on Monday where he emphasised the need for reforms, particularly in the energy sector.

He noted that challenges with the sector if not urgently addressed could derail the progress made under the Debt Exchange and the International Monetary Fund (IMF) programmes.

“The priority really is the economy and even though the President was very upbeat about the growth in the third quarter,  from the little briefing I have, the economy is still very weak and there are many areas we need to work on as quickly as possible especially the energy sector.

“It can derail everything we have done with regards to the debt exchange, IMF programme  because the debts continue to pile up there.

“The ECG governance is in a very bad way, and so they are making commercial and technical losses of more than 32%. There’s no utility company that can survive with 32% commercial and technical losses and still continue to be a viable utility. So, as quickly as possible, we need to do reforms in the whole electricity value chain,” he said.

He stressed the importance of making Ghana a competitive destination for foreign investment by creating a more transparent and business-friendly tax regime to foster job creation for the youth.

During a Parliamentary session on Monday, December 16, Mr Nitiwul responded to concerns raised by the Minority over the deaths of two individuals during the election period.

He maintained that, any inquiries about election-related security issues should be directed at the Task Force, not government ministers or appointees, as they were not involved in security management.

“In both the lead-up to and following the elections, the National Elections Security Task Force, under the leadership of the IGP, was responsible for maintaining order. If the Speaker or the House feels the need to summon security officials to brief Parliament, it must be the IGP and his team, as ministers and government appointees were not involved,” he explained.

He further emphasised that the Executive should not oversee security during elections, as it would conflict with the principle of impartiality.

“It is essential that the Executive does not control security because, as the saying goes, you cannot be a judge in your own court. That is why, if any official briefing is needed, it must come from the IGP and his team,” he added.

The NDC, however, made massive inroads in the region as it polled 697, 076 votes representing 33% of the 2,106,108 valid votes cast.

The NDC also won four more seats in the Ashanti region, including the Ahafo Ano South East, Adansi Asokwa, Akrofuom and Obuasi East, bringing its total seats to eight.

Speaking on the NDC’s electoral gains, Prof. Alabi in an interview with Accra-based ChannelOne TV said they were focused on strategic campaigning.

He suggested that the NDC’s strategic actions had directly contributed to the reduced voter turnout in the region, which in turn had an impact on the NPP’s losses.

“I must say that yes, to some extent there was some degree of low voter turnout. But I must say that the low turnout in the Ashanti Region was also a result of the work we did. Across the country, there must have been low turnout, but in the Ashanti Region, the percentage we have seen is also due to the work we did,” he noted.

‘If he truly supports Dr Bawumia, he should have taken policy steps to back him. But if the President himself doesn’t believe in Dr Bawumia’s message, why should the electorate?” he questioned.

In an interview on Adom FM’s Burning Issues, the lawmaker stated that the incumbent government’s policies contradicted Dr Bawumia’s campaign promises.

“Dr. Bawumia, during his campaign, clearly stated that LGBTQ+ would have no place in his administration. That was a strong message, and the timing was right for President Akufo-Addo to sign that into law when he had the opportunity.

“But that did not happen, creating the impression that the President and the Vice President were not on the same page,” he said.

This to him undermined the NPP’s efforts, citing the promise to cancel the E-levy among others.

“For someone championing digitalisation, the E-Levy was a drawback, yet the President had signed it into law. It became a nuisance for many people. What you are doing is so loud, I cannot hear what you are saying,” he stated.

These mixed signals Dr Marfo noted casts doubts on the credibility of Dr Bawumia’s promises.

‘If the government, which has the power now, cannot implement what Dr Bawumia is preaching, why should the electorate believe that he can do it when he assumes office?’ Dr Marfo quizzed.

The Managing Director of the State Transport Corporation had earlier revealed the NPP foresaw the victory of former President Mahama.

However, he has indicated the NPP’s loss is his biggest disappointment.

“No, I haven’t recovered. The main reason for my struggle is the lost opportunity. I still believe Bawumia has the best ideas for turning the country around. That is my biggest disappointment,” he said in an interview on Accra-based Citi FM.

The NPP was confident about retaining power with its candidate, Dr Mahamudu Bawumia in what they termed as breaking the eight agenda.

However, the expectation was cut short in both the presidential and parliamentary election.

At the end of polls and the official declaration by the Electoral Commission (EC) Chairperson on Monday, December 9, former President John Mahama emerged victorious.

Mahama polled 6,328,397 votes, representing 56.55 percent of the vote while Dr. Mahamudu Bawumia secured 4,657,304 votes or 41.61 percent of the total votes cast.

The election turnout and the margin of victory have left the NPP seeking answers.

The EC has officially declared the New Patriotic Party(NPP) candidate, Jerry Ahmed Shaib, as the MP-elect in the just-ended election.

Mr Shaib polled 32,608 votes, defeating Mr Lamptey who garnered 30,460 votes.

However, the NDC supporters are claiming Jerry did not win on fair grounds, questioning the basis for the declaration.

Personnel from the Formed Police Unit(FPU) swiftly moved in to clear the road, bringing relief to commuters who were stranded in the traffic.

A video shared on X by Accra-based GHOne TV captured the irate supporters expressing frustration and discontent with the EC.

The MP among other things proposed that the party must run as an organization by appointing or recruiting a top-notch secretary (administrator) to run the national secretariat with supporting staff.

Also, the NPP should abolish all internal elections except for the flagbearer race.

By this, the elected flagbearer on his own will set up officials both at the national and regional levels to assist the campaign for the general election.

“Parliamentary elections will also go through same process as the flagbearer after which the PC will appoint his or her own team to run the constituency campaign.
“The PC together with Constituency Campaign team must invite volunteers and mobilisers at every polling station or at the grassroots to lead the campaign at the polling stations with the supervision from the constituency team,” he detailed.
In essence, these proposals he emphasised if adopted will eliminate or minimise the monetization of internal elections completely.
He added that, it will also create sense of responsibility and belongingness among all party members or sympathizers within the party.

“I think that my influence is still there. And I want to give my opponent the way and the room and the space to enjoy it and to work the way he wants to work. Not the way I want the constituency to follow suit,” she explained.

Mike Ocquaye Jnr. was confident on succeeding Adwoa Safo in the ninth parliament after defeating her in the NPP primary.

But his hope was dashed as the NPP lost the Dome Kwabenya seat which is deemed its stronghold to the National Democratic Congress(NDC).

The NDC candidate, Faustina Elikplim Akurugu was declared winner amidst series of chaos at the collation centre.

She polled 51,634 votes while Mr Oquaye secured 50,477 votes.

However, Mr Ocquaye has said he will not accept the results, arguing that the declaration was invalid

Mr Basintale claimed that the NDC had delivered a decisive victory over the New Patriotic Party (NPP) in the 2024 elections, “This time, it was a disaster for the NPP,” he said.

He noted that there was no reason for Dr Bawumia to expect a different result, as the outcome came quickly, particularly from the NDC’s strongholds. He praised the NDC election team for their efforts on election day.

“The NDC was in a very comfortable lead, so there was nothing Dr Bawumia could have held on to,” Mr Basintale said, “Maybe if there was something, he could have held on to the 41%, but that would have taken him nowhere.”

Mr Basintale concluded that, based on the results, had he been Dr Bawumia, he would have advised himself not to return to continue the struggle.

“Nobody at the EC has the authority to order a re-collation. It is only in court when these issues of declaration under duress can be proved and not before Jean Mensa or any of the Commissioners.

“They must do what the constitution orders and submit the names from the original declaration to Parliament  if not, then on the day of inauguration for the election of a Speaker, we will make sure these people are not sworn in,” he cautioned.

“We implore the National Election Security Taskforce to provide adequate security to facilitate peaceful collation under a serene environment. We also urge the NDC leadership to rein in their supporters to ensure the process concludes without further disturbances,” he said.

The party indicated that their assertions of victory in the listed constituencies are based on data from polling station results, particularly the official pink sheets submitted after the polls.

“We are very certain that our parliamentary candidates in the above-mentioned constituencies won the elections. This conclusion is based on verifiable data from the pink sheets, as we have consistently demonstrated,” he stated.

Mr. Mac Manu further appealed to all stakeholders, including the EC, political parties, and security agencies, to act decisively in the interest of democracy and national peace.

He stressed the importance of respecting the expressed will of voters.

“In the interest of democracy and the peace of our dear country, we urge the EC and all stakeholders to take immediate steps to give effect to the will of voters as expressed in the December polls,” the party said.

He also slammed the opposition National Democratic Congress (NDC) for alleged interference in the collation process.

He expressed concerns about the actions of some NDC supporters, which it claimed had contributed to the delays in declaring results in these constituencies.

“We call on the NDC leadership to demonstrate responsible leadership by calling their supporters to order. This is a crucial time for our nation, and no action should undermine our democratic processes,” he reiterated.

Speaking on Joy News’ AM Show on Monday, December 16, he stated, “Anytime there is vigilance, anytime things are done right, the NDC wins.”

Mr Basintale further explained that, the NDC’s electoral success is driven by two key factors: engaging the electorate with their policies and, most importantly, ensuring constant vigilance throughout the election process.

“That is what we did in the election,” he said, emphasizing that it was this combination of campaigning and careful monitoring that led to the party’s resounding victory.

He reflected on the 2016 election, which he claims was undermined by system manipulation.

According to Mr Basintale, the Electoral Commission (EC) confirmed that the system had been shut down, which, he believes, directly affected the election results.

“We know what we’re saying because our internal research unit found that the system was hacked, and the EC confirmed it,” he asserted.

In a bid to prevent such issues from recurring, the NDC formed a team to investigate why they lost in 2016. The team uncovered several irregularities, including instances of voter fraud.

An instance involved a polling station with 500 registered voters, yet the ballot box contained 700 votes.

“We found that, in some cases, one person was able to vote multiple times at different polling stations,” Mr Basintale explained.

Thanks to their vigilance, the NDC was able to identify and remove approximately 500,000 duplicate entries from the voter register. “That’s how we secured our victory,” he said, emphasizing that their careful scrutiny of the system was crucial to ensuring a fair result.

Mr Basintale also highlighted an alleged discovery of one million thumb-printed ballots intended for Dr Bawumia found stashed in a room. “Had we not been vigilant at the polling stations, those one million ballots would have been cast, and the NDC would have lost,” he stated.

For Mr Basintale, the key to the NDC’s electoral victories lies in ensuring that elections are free, fair, and closely monitored. He firmly believes that without this vigilance, electoral malpractice would go unchecked, leading to unjust outcomes.

According to the Deputy Chair of Corporate Services at the EC, Dr Bossman Asare, the move was necessary to correct irregularities that violated the procedures outlined in Constitutional Instrument (C.I) 127.

Speaking on JoyNews’ Newsfile on Saturday, December 14, Dr Asare stated that Regulation 43 of C.I. 127 provides clear guidelines for the collation process during parliamentary elections. However, in some constituencies, these procedures were not followed, necessitating intervention by the Commission.

“When you look at C. I 127, regulation, 43, it specifies the procedure to follow. The 43 starts by saying that each candidate is supposed to have two agents for the collation when it comes to the parliamentary elections. From there, it lists the procedures to be followed. And what the Commission has said very clearly is that, in terms of our collation, all these processes were not followed.

“So literally, the collation we expect to take place in some of these places, they didn’t take place, and once what they did was inconsistent with C. I 127, regulation, 43 then the Commission had the responsibility to ensure that all the things that were done which were not proper were corrected,” he explained.

His remark comes amidst growing concerns from political parties about the relocation of collation centres, re-declaration of results and the overall credibility of the electoral process.

In the Eastern region, the EC relocated the collation of results for four constituencies following disputes over the collation process which became chaotic in some areas.

The move by the Commission aimed to prevent further disruptions at the collation centres.

In light of this, Dr Asare cited specific cases of irregularities in Okaikwei Central, where a declaration was made using results from only 110 or 111 polling stations out of 141. This left about 30 polling station results out of the final tally.

He also referenced another instance in Tema, where a declaration was reportedly made at the regional police command by someone not accredited by the Commission. Dr Asare also noted that there were reports from other areas where declarations were made under duress, including threats at knifepoint.

These incidents, he stated “were inconsistent with the law. The Commission strongly believed that once those things were not followed, then it wasn’t the collation we had expected our officers to do.”

The choice of the Tesano Police Training School as the venue for the re-collation, Dr Asare said, was done in consultation with the Ghana Police Service to ensure a secure environment for the process.

He stressed that the EC’s focus remains on ensuring the credibility of the electoral process, not on influencing the outcome.

“We don’t care about the outcome of the election. We don’t care who is winning here, or who is winning there. What we care about is to protect the integrity of the process, and that process has been clearly specified in law,” he stated.

He assured the public that the EC is committed to transparency and will continue to adhere to the law in its operations.

He added that maintaining the integrity of elections is the only way to sustain public trust in the Commission’s work.

Andy Kwame Appiah-Kubi speaking on Joy News’ Upfront with Raymond Acquah, described Dr Bawumia’s unprecedented efforts on the campaign trail, the internal sabotage he faced, and how a lack of unity within the party led to disappointing results.

Reflecting on Dr Bawumia’s performance, Mr Appiah-Kubi was full of admiration for the Vice President’s energy and dedication.

“Since I’ve been in politics, I haven’t seen a candidate that has done this rigorous campaign, okay? Not even President J.A. Kufuor, because I was very close to him. Dr. Bawumia’s campaign was something else.”

He emphasized the extraordinary lengths Dr Bawumia went to reach voters.

“He toured the length and breadth of the country. Everywhere he was. The last place he came was in my constituency. So I asked myself, where did the crowd go? The masses that came there…because Dr. Bawumia was phenomenal.”

Despite the Vice President’s ability to attract large crowds, Mr Appiah-Kubi admitted that the efforts were undermined by ineffective grassroots organisation.

“Anytime he left, the work on the ground suffered. The people who were supposed to do the work didn’t do it. So, they disappointed him. All of us, I’m not sure we did what was right.”

Mr Appiah-Kubi dismissed any claims that others within the party deserved credit for the overwhelming support Dr Bawumia received on the trail.

“I don’t want anybody to come and claim the glory and say, ‘We brought the crowd.’ No, he himself was a crowd-puller.”

The MP also revealed that internal sabotage within the party, including in his own constituency, played a significant role in the disappointing outcome.

“In my particular case, my constituency executives were campaigning against me. My chairman, my vice chairman—my God—they were campaigning against me.”

This internal division, he argued, contributed to the party’s inability to capitalize on the momentum Dr. Bawumia had generated.

Mr Appiah-Kubi also pointed fingers at President Nana Akufo-Addo, accusing him of being unresponsive to concerns raised by members of parliament.

“The blame will go, by extension, because he refused to listen to us, even when we saw reality and tried to communicate it to him. He wouldn’t take anything of that sort. He was too recalcitrant.”

He highlighted the frustrations of MPs who repeatedly sought the President’s attention to address critical issues.

“It wasn’t just one person speaking. We were doing advocacy for more than 96 members of parliament. Are you saying all of us lacked reason? We met, we had written our resolution, and we wanted him to hear it. But he wouldn’t listen to any of us.”

Mr Appiah-Kubi argued that, this disconnect between the President and the MPs marked the beginning of the party’s decline.

“We saw the rot going on, and we wanted to let him know so we could take remedial action. But he wouldn’t listen. One person’s unwillingness to act brought all of us to this situation.”

According to Mr Appiah-Kubi, the failure to address internal issues and listen to MPs’ warnings about growing discontent within the party was a major factor in their underperformance.

“The deterioration started from there. When leadership refuses to heed the voices of its members, you can’t expect success.”

However, he is grateful that the support from his family, friends and other associates still existed.

He said these experiences have shaped and taught him lessons throughout his political career.

“When I lost in 2016, the Christmas hampers stopped coming. The many people who used to queue at my gate for a moment of my time simply vanished.

“It was only my family, siblings, closest friends, and church members who stayed by my side,” he remarked.

During a Thanksgiving service at the Assemblies of God Church in Accra on Sunday, he acknowledged that power was transient and is unmoved by the privileges it brings.

“These trappings of power don’t get to my head. I have learnt that the praises and accolades one receives are often tied to the title of ‘President.’ One day, that title will no longer be there, and life will return to its essence,” he noted.

He emphasised the need to maintain a grounded approach as he advocated for unity and collective action.

Mr Mahama also used the opportunity to urge Ghanaians to rally together to address the nation’s pressing challenges.
