Former Railways Development Minister, Joe Ghartey, has stated that his meeting with officials of the National Investigation Bureau (NIB) on Monday reaffirmed that the Sky Train Project followed due process.
Speaking to the press after the meeting, Mr. Ghartey emphasized that the project was structured as a Build, Operate, and Transfer (BOT) transaction, meaning no payments were made by the Railways Development Ministry under his tenure.
He cited the Auditor-General’s 2021 report as evidence of this.
He explained that his ministry took all necessary steps to ensure it bore no financial liability for feasibility studies conducted on the project.
Addressing concerns over the NIB’s invitation, Mr. Ghartey stated that the agreements covering the project included clauses that absolved the ministry of any financial obligations.
“I have no reservations about cooperating with the NIB because the Sky Train transaction was above board,” he assured.
Earlier, former Ghana Infrastructure Investment Fund (GIIF) Board Chairman, Prof. Ameyaw Ekumfi, had also been invited to provide information on the transaction.
