Saglemi housing project: A-G drops charges against Collins Dauda, four others

The Attorney-General and Minister of Justice, Dr. Dominic Ayine, has officially withdrawn all charges against former Works and Housing Minister Collins Dauda and four others involved in the Saglemi Housing Project case.

A nolle prosequi notice filed at the High Court (Financial Division 1) in Accra on Friday, February 7, 2025, signaled the state’s decision to discontinue the prosecution of Collins Dauda, Kweku Agyeman-Mensah (former Minister for Water Resources, Works, and Housing), Alhaji Ziblim Yakubu (former Chief Director of the Ministry for Water Resources, Works, and Housing), Nouvi Tetteh Angelo (CEO of Ridge Management Solutions Ghana Limited), and Andrew Clocanas (deceased, former Executive Chairman of Construtora OAS Ghana Limited).

The notice, signed by the Attorney-General, officially marks the end of the state’s case against the accused individuals.

Background

The accused previously faced 70 charges, including causing financial loss to the state, related to the controversial $200 million Saglemi Affordable Housing Project.

The case was initiated under the Akufo-Addo-led administration, with allegations that Collins Dauda, Kweku Agyeman-Mensah, and Alhaji Ziblim Yakubu played key roles in the project’s planning and execution.

Additionally, Andrew Clocanas (now deceased) and Nouvi Tetteh Angelo were accused of financial irregularities linked to the project.
