The National Labour Commission (NLC) has ordered Ghana Highway Authority (GHA) workers to suspend their ongoing strike.
The GHA workers began an indefinite strike on Tuesday, November 12, 2024, protesting the implementation of the National Roads Authority Act, 2024 (Act 1118).
They argue that the Act, which aims to merge the GHA with the Department of Urban Roads and the Department of Feeder Roads, would undermine the Authority’s autonomy and increase bureaucratic inefficiency.
Central to the dispute is a demand for the removal of two senior officials: Ing. I.K. Mensah, Chairman of the GHA Board, and Ing. Collins B. Donkor, Chief Executive Officer of the National Roads Authority (NRA).
This directive from the NLC follows a formal petition by GHA workers to President Nana Addo Dankwa Akufo-Addo, calling for broader consultations on the Act’s implementation.
In a statement issued Tuesday, the NLC stressed the need for GHA workers to pause their strike while negotiations continue.
The Commission noted that, after meeting with both parties, it found that the workers had not followed the necessary procedures for industrial action as outlined in the Labour Act, 2023 (Act 651).
“The respondents—Ghana Highway Authority, Senior Staff Association, and the Divisional Union of Construction and Building Materials Workers Union of GHA (CBMWU-TUC)—are to adhere to due process.”
“While awaiting compliance with due process, respondents must suspend any and all industrial action,” part of the statement read.
